SAN RAFAEL CITY COUNCIL AGENDA REPORT
Department: Public Works
Prepared by: Bill Guerin,
Director of Public Works
City Manager Approval: __________
TOPIC: G STREET IMPROVEMENTS – PHASE I PROJECT File No.: 16.01.280
SUBJECT: ACCEPT COMPLETION OF THE G STREET IMPROVEMENTS – PHASE I PROJECT (CITY PROJECT
NO. 11274), AND AUTHORIZE THE CITY CLERK TO FILE THE NOTICE OF COMPLETION
RECOMMENDATION: Accept completion of the project and authorize the City Clerk to file the Notice of
Completion.
BACKGROUND: G Street is located in one of the City’s oldest, and most historic, neighborhoods dating
as far back as the late 1800’s. Though the area has remained developed and undergone occasional
infrastructure upgrade such as road resurfacing, the storm drain system for the roadway has largely
remained untouched for 100+ years. This project included installation of a modernized and entirely new
storm drain system along G Street. Once the new drainage system was installed, road resurfacing was
completed from Mission Avenue to the termination of the road at the northern cul-de-sac. In
compliance with the Americans with Disabilities Act (ADA), curb ramps were also installed where the
sidewalk was removed and replaced as part of the storm drain improvements at the intersection of
Mission Avenue and G Street.
The project was advertised in Spring 2017 with three bids received. The City Council subsequently
awarded the construction contract to Ghilotti Bros., Inc in the amount of $479,949.50 (see May 15th staff
report).
Construction commenced on July 5, 2017, and required detailed coordination with Marin Academy,
PG&E, MMWD, and the San Rafael Sanitation District (SRSD). All work was completed on September
19th.
ANALYSIS: Pursuant to Civil Code Section 3093, the City is required to record a Notice of Completion
upon City acceptance of the improvements. This acceptance initiates a time period during which project
subcontractors may file Stop Notices seeking payment from the City from the funds owed to the
Contractor for the project work.

FISCAL IMPACT: The total City expenses of $503,557 came in under the originally authorized
expenditures of $540,000, budgeted in the Gas Tax fund.
The project was designed and inspected in-house by Public Works staff.
ACTION REQUIRED: Staff recommends that the City Council accept completion of the project and
authorize the City Clerk to file the Notice of Completion.
