A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
ENDORSING THE PRINCIPLES OF SENATE BILL 358 PROVIDING
LONG-RANGE STATE AND LOCAL FUNDING FOR PUBLIC LIBRARIES
WHEREAS, public libraries provide educational opportunity
at the lowest possible per person cost; and
WHEREAS, public libraries throughout California were among
the hardest hit by Proposition 13 of all public services due to
their historic reliance upon property taxes; and
WHEREAS, the City Council of San Rafael is aware of the
need for stable funding for library services in California; and
WHEREAS, SB 358 presents a feasible plan for state and
local sharing of costs, establishes a uniform foundation level
of funding and strictly preserves "local control of the govern-
ment and administration of public libraries''; and
WHEREAS, the citizens of San Rafael and of the State of
California would benefit greatly;
NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the
City of San Rafael express their support of the principles of SB 358
providing long-range state and local funding for public libraries.
I, JEANNE M. LEONCINI, City Clerk of the City of San
Rafael, hereby certify that the foregoing Resolution was duly and
regularly introduced and adopted at a regular meeting of the City
Council of said City held on Monday the 17th day of
May 1982, by the following vote, to wit:
