RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN RAFAEL ENDORSING BALLOT MEASURE FOR
USER FEE (THREE CENTS PER GALLON GAS TAX)
INCREASE ON THE NOVEMBER, 1982 ELECTION
WHEREAS, in September, 1981, the California Legislature
passed and the Governor approved SB215 (Foran), which, among other
transportation financing changes, allows a local fuel tax election
if: (1) it is first approved by the Board of Supervisors and a
majority of the City Councils of cities having a majority of the
population; and (2) the county and cities have a written agreement
on how the revenues will be allocated between the county and the
cities; and
WHEREAS, the Metropolitan Transportation Commission is
providing a coordination role for the nine -county election effort
proposed herein; and
WHEREAS, the significance of a successful local (Bay Area wide)
gas tax election to San Rafael is that a major portion of the street
maintenance program could be financed by the user fee depending upon
the funding distribution stipulated in the required written agreement;
and
WHEREAS, declining gas tax revenues currently fund only 4 of
San Rafael's total street maintenance program.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of San Rafael hereby endorses the ballot measure for user fee
(3� per gallon gas tax) increase on the November, 1982 election.
I, JEANNE M. LEONCINI, Clerk of the City of San Rafael, hereby
certify that the foregoing resolution was duly and regularly introduced
and adopted at a regular meeting of the Council of said City on
Monday, the 2nd day of August, 1982, by the following vote, to wit:
