HomeMy WebLinkAboutPW Los Gamos and Oleander Drainage StudyAGREEMENT FOR PROFESSIONAL SERVICES FOR PROFESSIONAL ENGINEERING ASSISTANCE WITH THE LOS GAMOS AND OLEANDER DRAINAGE STUDY PROJECT This Agreement is made and entered into this ~ day of tJ\l).'l ' 20\10, by and between the CITY OF SAN RAFAEL (hereinafter "CITY"), and Schaaf & Wheeler Consulting Civil Engineers (hereinafter "CONTRACTOR"). RECITALS WHEREAS, Professional Engineering assistance is needed to prepare a drainage study; and WHEREAS, CONTRACTOR is well qualified to assist the City with the preparation of the drainage studies; AGREEMENT NOW, THEREFORE, the patties hereby agree as follows: 1. PROJECT COORDINATION. A. CITY'S Project Manager. The CITY's Director of Public Works, Bill Guerin is hereby designated the PROJECT MANAGER for the CITY, and said PROJECT MANAGER shall supervise all aspects ofthe progress and execution of this Agreement. B. CONTRACTOR'S Project Director. CONTRACTOR shall assign a single PROJECT DIRECTOR to have overall responsibility for the progress and execution of this Agreement for CONTRACTOR. Daniel Schaaf is hereby designated as the PROJECT DIRECTOR for CONTRACTOR. Should circumstances or conditions subsequent to the execution of this Agreement require a substitute PROJECT DIRECTOR, for any reason, the CONTRACTOR shall notify the CITY within ten (10) business days of the substitution. 2. DUTIES OF CONTRACTOR. CONTRACTOR shall perform the duties and/or provide services as follows: CONTRACTOR shall perform the duties and/or provide services outlined in the CONTRACTOR'S proposal for "Engineering Design Services for the Los Gamos and Oleander Drainage Study Project" dated February 2, 2018, marked as Exhibit "A" attached hereto, and incorporated herein. 3. DUTIES OF CITY. CITY shall pay the compensation as provided in Paragraph 4, and perfonTI the duties as o G N described in Exhibits "A" attached hereto and incorporated herein. 4. COMPENSATION. For the full perfonnance of the services described herein by CONTRACTOR, CITY shall pay CONTRACTOR as follows: On a time and materials basis for services rendered at the hourly rates shown in CONTRACTOR'S "Rate Schedule" , effective January 1, 2018, included within Exhibit "A" and incorporated herein, in a total contract amount not to exceed $19,920. Payment will be made monthly upon receipt by PROJECT MANAGER of itemized invoices submitted by CONTRACTOR. 5. TERM OF AGREEMENT. The tenn of this Agreement shall be for one (1) year commencing as of March 5, 2018 and ending on March 5, 2019. Upon mutual agreement of the parties, and subject to the approval of the City Manager the tenn of this Agreement may be extended for an additional period of one (1) year(s). 6. TERMINATION. A. Discretionary. Either party may tenninate this Agreement without cause upon thirty (30) days written notice mailed or personally delivered to the other party. B. Cause. Either party may tenninate this Agreement for cause upon fifteen (15) days written notice mailed or personally delivered to the other party, and the notified party's failure to cure or correct the cause of the tennination, to the reasonable satisfaction of the party giving such notice, within such fifteen (15) day time period. C. Effect of Termination. Upon receipt of notice of tennination, neither party shall incur additional obligations under any provision of this Agreement without the prior written consent of the other. D. Return of Documents. Upon tennination, any and all CITY documents or materials provided to CONTRACTOR and any and all of CONTRACTOR's documents and materials prepared for or relating to the perfonnance of its duties under this Agreement, shall be delivered to CITY as soon as possible, but not later than thirty (30) days after tennination. 7. OWNERSHIP OF DOCUMENTS. The written documents and materials prepared by the CONTRACTOR in connection with the perfonnance of its duties under this Agreement, shall be the sole property of CITY. CITY may use said property for any purpose, including projects not contemplated by this Agreement. 2 8. INSPECTION AND AUDIT. Upon reasonable notice, CONTRACTOR shall make available to CITY, or its agent, for inspection and audit, all documents and materials maintained by CONTRACTOR in connection with its performance of its duties under this Agreement. CONTRACTOR shall fully cooperate with CITY or its agent in any such audit or inspection. 9. ASSIGNABILITY. The patties agree that they shall not assign or transfer any interest in this Agreement nor the pelfollnance of any of their respective obligations hereunder, without the prior written consent of the other party, and any attempt to so assign this Agreement or any rights, duties or obligations arising hereunder shall be void and of no effect. lO. INSURANCE. A. Scope of Coverage. During the term of this Agreement, CONTRACTOR shall maintain, at no expense to CITY, the following insurance policies: 1. A commercial general liability insurance policy in the minimum amount of one million dollars ($1,000,000) per occurrence/two million dollars ($2,000,000) aggregate, for death, bodily injury, personal injury, or property damage. 2. An automobile liability (owned, non-owned, and hired vehicles) insurance policy in the minimum amount of one million dollars ($1,000,000) dollars per OCCUITence. 3. If any licensed professional performs any of the services required to be perfonned under this Agreement, a professional liability insurance policy in the minimum amount of one million dollars ($1,000,000) per occurrence/two million dollars ($2,000,000) aggregate, to cover any claims arising out of the CONTRACTOR's performance of services under this Agreement. Where CONTRACTOR is a professional not required to have a professional license, CITY reserves the right to require CONTRACTOR to provide professional liability insurance pursuant to this section. 4. If it employs any person, CONTRACTOR shall maintain worker's compensation insurance, as required by the State of California, with statutory limits, and employer's liability insurance with limits of no less than one million dollars ($1,000,000) per accident for bodily injury or disease. CONTRACTOR's worker's compensation insurance shall be specifically endorsed to waive any right of subrogation against CITY. B. Other Insurance Requirements. The insurance coverage required of the CONTRACTOR 111 subparagraph A of this section above shall also meet the following requirements: 1. Except for professional liability II1surance or worker's compensation 3 insurance, the insurance policies shall be specifically endorsed to include the CITY, its officers, agents, employees, and volunteers, as additionally named insureds (for both ongoing and completed operations) under the policies. 2. The additional insured coverage under CONTRACTOR'S insurance policies shall be primary with respect to any insurance or coverage maintained by CITY and shall not call upon CITY's insurance or self-insurance coverage for any contribution. The "primary and noncontributory" coverage in CONTRACTOR'S policies shall be at least as broad as ISO form CG20 01 04 13. 3. Except for professional liability insurance or worker's compensation insurance, the insurance policies shall include, in their text or by endorsement, coverage for contractual liability and personal injury. 4. By execution of this Agreement, CONTRACTOR hereby grants to CITY a waiver of any right to subrogation which any insurer of CONTRACTOR may acquire against CITY by virtue of the payment of any loss under such insurance. CONTRACTOR agrees to obtain any endorsement that may be necessary to effect this waiver of subrogation, but this provision applies regardless of whether or not CITY has received a waiver of subrogation endorsement from the insurer. 5. If the insurance is written on a Claims Made Form, then, following termination of this Agreement, said insurance coverage shall survive for a period of not less than five years. 6. The insurance policies shall provide for a retroactive date of placement coinciding with the effective date of this Agreement. 7. The limits of insurance required in this Agreement may be satisfied by a combination of primary and umbrella or excess insurance. Any umbrella or excess insurance shall contain or be endorsed to contain a provision that such coverage shall also apply on a primary and noncontributory basis for the benefit of CITY (if agreed to in a written contract or agreement) before CITY'S own insurance or self-insurance shall be called upon to protect it as a named insured. 8. It shall be a requirement under this Agreement that any available insurance proceeds broader than or in excess of the specified minimum insurance coverage requirements and/or limits shall be available to CITY or any other additional insured party. Furthetmore, the requirements for coverage and limits shall be: (1) the minimum coverage and limits specified in this Agreement; or (2) the broader coverage and maximum limits of coverage of any insurance policy or proceeds available to the named insured; whichever is greater. C. Deductibles and SIR's. Any deductibles or self-insured retentions in CONTRACTOR's insurance policies must be declared to and approved by the PROJECT MANAGER and City Attorney, and shall not reduce the limits of liability. Policies containing any self-insured retention (SIR) provision shall provide or be endorsed to provide that the SIR may be 4 satisfied by either the named insured or CITY or other additional insured patty. At CITY's option, the deductibles or self-insured retentions with respect to CITY shall be reduced or eliminated to CITY's satisfaction, or CONTRACTOR shall procure a bond guaranteeing payment of losses and related investigations, claims administration, attorney's fees and defense expenses. D. Proof of Insurance. CONTRACTOR shall provide to the PROJECT MANAGER or CITY'S City Attorney all of the following: (1) Certificates of Insurance evidencing the insurance coverage required in this Agreement; (2) a copy of the policy declaration page and/or endorsement page listing all policy endorsements for the commercial general liability policy, and (3) excerpts of policy language or specific endorsements evidencing the other insurance requirements set forth in this Agreement. CITY reserves the right to obtain a full certified copy of any insurance policy and endorsements from CONTRACTOR. Failure to exercise this right shall not constitute a waiver of the right to exercise it later. The insurance shall be approved as to form and sufficiency by PROJECT MANAGER and the City Attorney. 11. INDEMNIFICATION. A. Except as otherwise provided in Paragraph B., CONTRACTOR shall, to the fullest extent permitted by law, indemnify, release, defend with counsel approved by CITY, and hold harmless CITY, its officers, agents, employees and volunteers (collectively, the "City Indemnitees"), from and against any claim, demand, suit, judgment, loss, liability or expense of any kind, including but not limited to attorney's fees, expert fees and all other costs and fees of litigation, (collectively "CLAIMS"), arising out of CONTRACTOR'S perfonnance of its obligations or conduct of its operations under this Agreement. The CONTRACTOR's obligations apply regardless of whether or not a liability is caused or contributed to by the active or passive negligence of the City Indemnitees. However, to the extent that liability is caused by the active negligence or willful misconduct of the City Indemnitees, the CONTRACTOR's indemnification obligation shall be reduced in proportion to the City Indemnitees' share of liability for the active negligence or willful misconduct. In addition, the acceptance or approval of the CONTRACTOR's work or work product by the CITY or any of its directors, officers or employees shall not relieve or reduce the CONTRACTOR's indemnification obligations. In the event the City Indemnitees are made a party to any action, lawsuit, or other adversarial proceeding arising from CONTRACTOR'S performance of or operations under this Agreement, CONTRACTOR shall provide a defense to the City Indemnitees or at CITY'S option reimburse the City Indemnitees their costs of defense, including reasonable attorneys' fees, incurred in defense of such claims. B. Where the services to be provided by CONTRACTOR under this Agreement are design professional services to be performed by a design professional as that term is defined under Civil Code Section 2782.8, CONTRACTOR shall, to the fullest extent permitted by law, indemnify, release, defend and hold harmless the City Indemnitees from and against any CLAIMS that arise out of, peliain to, or relate to the negligence, recklessness, or willful misconduct of CONTRACTOR in the performance of its duties and obligations under this Agreement or its failure to comply with any of its obligations contained in this Agreement, except such CLAIM which is caused by the sole negligence or willful misconduct of CITY. In 5 no event shall the cost to defend charged to the design professional exceed the design professional's proportionate percentage of fault. C. The defense and indemnification obligations of this Agreement are undertaken in addition to, and shall not in any way be limited by, the insurance obligations contained in this Agreement, and shall survive the termination or completion of this Agreement for the full period of time allowed by law. 12. NONDISCRIMINATION. CONTRACTOR shall not discriminate, in any way, against any person on the basis of age, sex, race, color, religion, ancestry, national origin or disability in connection with or related to the perfOimance of its duties and obligations under this Agreement. 13. COMPLIANCE WITH ALL LAWS. CONTRACTOR shall observe and comply with all applicable federal, state and local laws, ordinances, codes and regulations, in the pelfonnance of its duties and obligations under this Agreement. CONTRACTOR shall perfonn all services under this Agreement in accordance with these laws, ordinances, codes and regulations. CONTRACTOR shall release, defend, indemnify and hold hannless CITY, its officers, agents and employees from any and all damages, liabilities, penalties, fines and all other consequences from any noncompliance or violation of any laws, ordinances, codes or regulations. 14. NO THIRD PARTY BENEFICIARIES. CITY and CONTRACTOR do not intend, by any provision ofthis Agreement, to create in any third party, any benefit or right owed by one party, under the terms and conditions of this Agreement, to the other party. 15. NOTICES. All notices and other communications required or pennitted to be given under this Agreement, including any notice of change of address, shall be in writing and given by personal delivery, or deposited with the United States Postal Service, postage prepaid, addressed to the parties intended to be notified. Notice shall be deemed given as of the date of personal delivery, or if mailed, upon the date of deposit with the United States Postal Service. Daniel Schaaf Schaaf & Wheeler Consulting Civil Engineers 870 Market Street, Suite 1278 San Francisco, CA 94102 For the purposes, and for the duration, of this Agreement, CONTRACTOR, its officers, agents and employees shall act in the capacity of an Independent Contractor, and not as employees of the CITY. CONTRACTOR and CITY expressly intend and agree that the status of CONTRACTOR, its officers, agents and employees be that of an Independent Contractor and not that of an employee of CITY. 17. ENTIRE AGREEMENT --AMENDMENTS. A. The terms and conditions of this Agreement, all exhibits attached, and all documents expressly incorporated by reference, represent the entire Agreement of the parties with respect to the subject matter of this Agreement. B. This written Agreement shall supersede any and all prior agreements, oral or written, regarding the subject matter between the CONTRACTOR and the CITY. C. No other agreement, promise or statement, written or oral, relating to the subject matter of this Agreement, shall be valid or binding, except by way of a written amendment to this Agreement. D. The terms and conditions of this Agreement shall not be altered or modified except by a written amendment to this Agreement signed by the CONTRACTOR and the CITY. E. If any conflicts arise between the terms and conditions of this Agreement, and the terms and conditions of the attached exhibits or the documents expressly incorporated by reference, the tenns and conditions of this Agreement shall control. 18. SET-OFF AGAINST DEBTS. CONTRACTOR agrees that CITY may deduct from any payment due to CONTRACTOR under this Agreement, any monies which CONTRACTOR owes CITY under any ordinance, agreement, contract or resolution for any unpaid taxes, fees , licenses, assessments, unpaid checks or other amounts. 19. WANERS. The waiver by either party of any breach or violation of any term, covenant or condition of this Agreement, or of any ordinance, law or regulation, shall not be deemed to be a waiver of any 7 other tenn, covenant, condition, ordinance, law or regulation, or of any subsequent breach or violation of the same or other tenn, covenant, condition, ordinance, law or regulation. The subsequent acceptance by either party of any fee, perfonnance, or other consideration which may become due or owing under this Agreement, shall not be deemed to be a waiver of any preceding breach or violation by the other party of any term, condition, covenant of this Agreement or any applicable law, ordinance or regulation. 20. COSTS AND ATTORNEY'S FEES. The prevailing party in any action brought to enforce the tenns and conditions of this Agreement, or arising out of the perfonnance of this Agreement, may recover its reasonable costs (including claims administration) and attomey's fees expended in connection with such action. 21. CITY BUSINESS LICENSE / OTHER TAXES. CONTRACTOR shall obtain and maintain during the duration of this Agreement, a CITY business license as required by the San Rafael Municipal Code CONTRACTOR shall pay any and all state and federal taxes and any other applicable taxes. CITY shall not be required to pay for any work perfonned under this Agreement, until CONTRACTOR has provided CITY with a completed Intemal Revenue Service Form W -9 (Request for Taxpayer Identification Number and Cetiification). 22. APPLICABLE LAW. The laws of the State of Cali fomi a shall govem this Agreement. IN WITNESS WHEREOF, the parties have executed this Agreement as of the day, month and year first above written. We have reviewed the RFP and the project's requirements and are confident that we will be able to identify implementable solutions to the drainage issues in this region. Schaaf & Wheeler is well versed in hydrology and hydraulics, numerical modeling, and drainage and channel design and construction support. Schaaf & Wheeler has been providing drainage analyses and designing solutions throughout the Bay Area for over 30 years. Our stormwater work includes master planning, developing drainage standards and manua ls, hydrologic and hydraulic modeling using state-of-the-art software, developing and designing capital improvements, develop ing funding strategies and rate studies, as well as green infrastructure and water quality work. We have analyzed and modeled hundreds of miles of urban drainage systems. Our engineers are well versed in rural and urban hydrology and have developed methodologies for several Bay Area munic ipalit ies . Having established ourselves as the go-to firm for drainage studies, our engineers continue to develop planning level studies, complex hydraulic modeling, design and construction support for drainage channels, pump stations, detention basins and stormwater systems every day to help agencies improve their systems . We are currently the on-call storm water engineers for the Cities of Livermore, A lameda, Be lmont, San Mateo and South San Francisco. We are currently master planning the City of Mill Valley's drainage and flood control systems. Many of these project involve coordinating with Caltrans and local flood control agencies. Through these contracts we assess drainage problems similar to the one at Los Gamos and Oleander on a regu lar basis. Our engineers understand the adequate level of analysis necessary to solve various problems and have the direct experience necessary to develop improvements that are cost effect ive , constructible and acceptable to the permitting agencies . Our proposed team will provide insight and support with efficient and complete solutions to enab le C ity staff and policy makers to systematically evaluate drainage solutions . From our extensive work in master planning we will be able to develop both short and long-term strateg ies to alleviate drainage problems at Los Gamos and Oleander. We have assembled a dedicated team of profess ional engineers with extensive experience in hydrology and hydraulics, numerical modeling, assessment of drainage performance, identification of deficiencies, and design of effective improvements. I will serve as project manager and bring more than 20 years of experience in stormwater modeling and flood contro l drainage. I will take full charge of the team 's work and will be responsible for any contractual negotiations . Charles D. Anderson, PE with more than 30 years of experience in projects of similar scope and size, will serve as project principal-in-charge and provide peer review and quality assurance and quality control. This intersection is low lying and drains through City and Caltrans easements to an outfall on Gallinas Creek. This study needs to determine where the hydraulic restricts are and how to remove them effectively. It is our understanding that the City does not have a storm drain master plan nor any detailed models or detailed studies of this system. The necessary analysis needs to provide drainage protections to the Los Gamos and Oleander intersection without impacting other sections of the system. This scope of service is for Schaaf & Wheeler to develop hydraulic models, analyze the drainage system and develop improvement recommendations. Scope Task 1: Project Management and Coordination Dan Schaaf, a Schaaf & Wheeler owner, will manage this project. Dan and his small and focused staff will coordinate with the City of San Rafael throughout this project via telephone and email. Two face-to-face meetings are budgeted. Task 2: Data Collection and Review Schaaf & Wheeler staff will review all readily available information related to the drainage system, bay tides and floodplain in the region. Information may include regional hydrologic and hydraulic studies, floodplain mapping , GIS (MarinMap), parcel land use, NOAA tide statistics, rainfall data, topography (LiDAR) and other engineering and planning documents. Staff will spend time in the field inspecting the system and verifying pipe sizes, depths and materials, as well as drainage patterns and system conditions. These storms, including the December 2014 event, can provide valuable information on the system deficiencies . Records from the City's O&M crews, emergency responders and public works staff can help isolate the areas and depth of flooding and duration of surface ponding . Existing Drainage Network and LiDAR Topography Task 3: Existing Conditions Analysis Schaaf & Wheeler will develop a hydraulic model of the system the project site drai ns to . The model will include the City of San Rafael's pipe network from the Gallinas Creek outfall to the upper reaches of the network , del ineated catchment areas, and coincidenUstatistical creek levels . The model will be run with the effective 10-year storm pattern and calibrated runoff parameters. This hydrology was developed for Marin County Flood Contro l by Schaaf & Wheeler and is becoming the default County methodo logy for urban hydrology. Gallinas Creek levels at the system outfall will be set at various levels as a sens itivity analysis . Th is existing conditions model results will be mapped and shared with City staff for validation. It may be necessary to run add itiona l storm frequencies (2-year, 25-year, or 1 ~O-year) and creek and tide conditions to better understand the system performance and isolate system constraints; this work would be completed for an addit ional fee . February 2,2018 5 Schaaf ~ Wheeler CONSULTING CIVIL ENGINEERS Task 4: Capital Improvement Development EngineeringDesign Services for Los Gamos & Oleander Drainage Study Project Schaaf & Wheeler will utilize the hydraulic models built under Task 3 to develop improvement alternatives to reduce the drainage issues at Los Gamos and Oleander. Pipes may be upsized and/or realigned in the model to lower the hydraulic grade line (HGL) at the intersection. If necessary, a pump station alternative will be modeled. Increasing pipe conveyance has the potential to induce flooding on downstream section of the drainage network. Schaaf & Wheeler will make sure the solutions developed work throughout the system and are cost effective and constructable . Task 5: Documentation Schaaf & Wheeler staff will produce a technical memorandum summarize our analyses, methodologies and recommendations. Model results will be included in an appendix and supplied to the City electronically. Planning level cost estimates for each alternative will be included along with any potential permitting or land acquisition necessary. Schaaf & Wheeler will meet with City staff to go over the draft memo and discuss our findings . The final technical memo will incorporate City feedback . Management and Project Controls Dan is a Vice President at Schaaf & Wheeler, ensuring the City a stable and continuous management structure throughout the duration of the contract. Johnson, PE The Cove Pump Station is located at the southeastern corner of the Cove Shopping Center parking lot in the incorporated Town of Tiburon in Marin County. The station is located alongside East Creek and collects runoff from a collection system of stormwater pipes in the approximately 35 acre watershed area located between West Creek and East Creek, and then discharges that stormwater into East Creek just before the creek flows underneath Tiburon Blvd. This section of creek is within close proximity to Richardson Bay and is, therefore, tidally influenced. Schaaf & Wheeler has been hired to conduct the Cove Stormwater Pump Station Evaluation. This project will help clearly understand the functioning of the pump station during storm events and consequently make recommendations to increase the system's reliability while potentially adding hydraulic capacity, which is necessary to restore an acceptable level of service. During a review of past engineering studies and reports of flood damages in 2014, it is determined that the system is clearly not operating as designed and as desired by the District. Schaaf & Wheeler sees this project as a master plan of the Cove Pump Station system. This study estimates the hydrology of the watershed, determines the conveyance of the existing drainage network, and determines the existing pumping capacity. Working with the District, Schaaf & Wheeler is determining the appropriate level-of-service for the system. Our engineers are identifying the components of the drainage system that do not have adequate capacity and sizing the improvements. Our engineers determined the reliability and safety of the pump station . They notified and recommended improvements for the elements of the facility that do not meet industry standards; and also developed level cost estimates for the improvements. The improvements are prioritized to provide the District with an easy to follow plan for facilitating flood protection. I This is not an exercise in modeling nor is it a detailed pump station design. The goal of this project is to provide the District with a clear plan to protect people and property in Tiburon. Marin City Storm Drain System Gaging. 2015·2016. In anticipation of the Marin City Drainage Study, the Marin County Flood Control and Water Conservation District hired Schaaf & Wheeler to collect water level data at two key locations within the watershed . These gages collected water levels throughout the 2015/2016 winter. The runoff is conveyed by natural gullies and creek channels; however, urbanization has modified this natural process. Many of the natural channels have been constrained by road crossings (cu lverts) and encroachment of the f loodplain. The urbanized portions of Mill Valley rely on pipes, ditches and pumps to drain roads and parcels. The natura l channels and drainage networks work in concert during storm events to convey runoff to Richardson Bay. Schaaf & Wheeler is providing the City of Mill Va ll ey with a comprehens ive plan that deals with flood control provided by the creek network and pipe system that is comprehensive and implementable with streamlined analyses a nd prioritized improvements. Winter of 2017 storms produced several high flow events throughout the City of Livermore. These flows caused significant damage to the City owned or maintained flood conveyance infrastructure. Schaaf & Wheeler was contracted by the City to design improvements for nine damaged locations to be constructed before the 2018 rainy season. The Schaaf & Wheeler team designed emergency channel repairs for portions of the Arroyo Mocho, Collier Canyon Creek and Arroyo las Positas. With channel construction banned between October 15th and April 15th , the construction documents for these repairs were required to be finalized at the beginning of June in order for construction to start at the beginning of July. Work under this extremely tight schedule design included: • Detailed topographic surveys of the damaged sites; • Advanced soils sampling, including dioxins, as required by the City's Stream Maintenance Permit; • Hydraulic and sour analyses; • Repair designs including rock riprap; • Sediment and debris removal ; • Pavement and gravel path repair, and the clearing of damaged pavement from the channel; and • Technical specifications; cost estimating; and mitigation planning. Several additional sites throughout the City of Livermore are also being designed under this contract to maintain channel conveyance as permitted. The Schaaf & Wheeler team worked closely with City staff, the Alameda County Resource Conservation District, the Livermore Area Parks and Recreation District and the Regional Water Quality Control Board to get these projects designed in a timely and cost-effective manner. A planning document highlighting potential improvements to the City's drainage system is currently being developed and is planned to be ready by fall. Contract Value: $450,000 Ageno-Brisa Storm Drain Design, 2014-2015. Schaaf & Wheeler prepared the City of Livermore's Storm Drain Master Plan which identified significant flooding and capital improvements within the Brisa area of the City. Initially the proposed storm drain improvements included adding a parallel storm drain system which extended approximately 10,000 linear feet and had an estimated construction cost of $5,000,000. Subsequently Schaaf & Wheeler performed an alternative analysis which identified alternate improvements which included detention basins, large box culverts for conveyance and storage, and minor pipe improvements throughout the system. The alternative project resulted in an estimated cost savings of $1,700,000. During the development of adjacent parcels Schaaf and Wheeler designed various storm drain improvements, a detention basin, and large conveyance facilities. The design included: • 1,400 LF of 6'x8' precast concrete box for conveyance and storage • Detention and hydro modification basin • Weirs, structures, cross connections, and access points for the box culvert and detention basin • Parallel storm drain improvements (24" to 54") Contract Value : $63,720 Livermore Airport Flood Protection Planning, 2009 -2015. The Livermore Airport, located in the northwestern corner of the City of Livermore, is subject to flooding from the Arroyo Las Positas. Schaaf & Wheeler was engaged to determine the modified floodplain based on updated watershed hydrology and recommend flood control options and hydrologic mitigations. Schaaf & Wheeler ana lyzed the regional floodplain and drainage system at the airport and adjacent Las Positas Golf Course. The effective 1 OO-year flow in the Arroyo Las Positas is nearly 10,500cfs; however, the existing channel capacity is only 1,500cfs. The excess f low is conveyed through the golf course and along the airport runways towards the confluence of the Arroyo Mocho. Hydraulic modeling software including HEC-RAS 5.0 , FLO-2D, and MIKE URBAN was utilized to analyze flood control and drainage alternatives for the City. Several flood control a lternatives incl ude sheet pile walls, levees, golf course grading, channel de-silting, and roadway fill. The potentia l flood depths across the site are nearly six-feet, making floodwall elevations nearly 10- feet with freeboard . Schaaf & Wheeler is working with site developers , Alameda County Flood Control Agency's Zone 7 and the FAA to design and fund necessary flood contro l facilities. Contract Value: $30,000 On-Call Stormwater and Flood Control Engineering. Schaaf & Wheeler has provided On-Call drainage and flood control assistance to the City of Livermore for over 12 years. City of Livermore Stormwater Trash Reduction Plan. Schaaf and Wheeler provided the City of Livermore with a multi-year plan to reduce trash entering channels within the City from the municipal separate stormwater system (MS4), with the goal of meeti ng trash reduction requirements as outlined in the Regional Water Quality Control Board (RWQCB) NPDES Mun icipa l Permit section C.1 O. The proposed Stormwater Trash Reduction Plan (Plan) is designed to guide compliance with both the 2017 and 2022 trash reduction deadlines. Livermore's storm drain system is greatly affected by the water levels in flood control channels and streams; Schaaf & Wheeler subsequently developed a creek master plan that added detailed channel and culvert data to the city's models. The City of San Mateo wished to upgrade an existing storm drainage system to alleviate flooding in the Greenwood area in San Mateo. Improvements in the vicinity of Greenwood, Crescent Avenue and Warren Road included: • New inlets and laterals at the intersection of Greenwood, Crescent and Warren. • A new 4' x 3' RCB along Greenwood and Barroilhet Avenue to EI Camino Real. • Connecting to the existing storm drain system in EI Camino Real. Schaaf & Wheeler provided reproducible plans and specifications for public bidding, bid assistance and construction support services for the above-mentioned improvements. Contract Value: $65,983 Storm Drain Rehabilitation at Crystal Springs Road, 2011. The storm channel and storm line at Crystal Springs road were located in the side yard easement and underneath the driveway of a private residential property . Schaaf and Wheeler assisted the City of San Mateo in developing a plan to correct continuing erosion of unlined drainage ditch and corroding CMP within an easement adjacent to private residences. Schaaf and Wheeler reviewed the inspection videos and evaluated storm drain capacity for the total length of rehabilitation to provide a uniform level of flood protection no worse than the pre-existing system. Wheeler CONSULTING CIVIL ENGINEERS EngineeringDesign Services for Los Gamos & Oleander Drainage Study Project CalWater Tank Overflow Analysis, 2016 . Schaaf & Wheeler reviewed the proposed Cal Water storage tank development on Crystal Springs Road for the City of San Mateo. The location of the storage tank is within the Town of Hi ll sborough ; however, runoff from the tank roof and the overflow would spill into City of San Mateo's storm drain network. The proposed site drainage was reviewed for compatibility with the City's Storm Drain Master Plan (SDMP). The SDMP models were utilized to analyze the potential changes to flows and water levels from the tank roof runoff and overflow. Drainage impacts were assessed based on the proposed alterations to land uses, tank overflow conditions, and changes in the drainage system configuration that route water from the l ank roof onto Crystal Springs Road . The DHI Mike-Urban MOUSE hyd rau lic models developed for the City 's SDMP were updated with new hydrologic and hydraulic information from the 65% Grading and Paving plans . The tank catchment was added to the hydrau l ic model to account for runoff from the tank roof during the 1 O-year storm event. Contract Value: $4,500 Poplar Dore Trash Capture Device Design, 2017. Schaaf & Wheeler is preparing the design of a full trash capture device (TCD) capturing a portion of the drainage area tributary to the Poplar pump station that flows in the City's storm drainage system in Dore Avenue . As part of the preliminary design , the team analyzed the type of trash device that would best suit th is location. Locating a device at the Poplar Pump Station or downstream of the three pipe outfalls to the natural detention area in front of the pump station were both found to be infeasible due to the high environmental impacts, costs, and associated long permitting timel ine associated with building in an environmentally sensitive / TANk .,- ~! This information may be used by the City to research any maintenance or flooding issues reported by the residents. Schaaf & Wheeler identified properties that are likely impacted during a 1 O-year storm runoff event based on the modeled water surface elevation in the Francisco Terrace neighborhood. Colma Creek Floodplain Analysis, 2016 -The hydraulic analyses define 1 ~O-year flood depths associated with Colma Creek overflows in the area bound by the EI Camino Real to the west, South Spruce Ave to the south, and Mission Road to the north. Valverde Storm Drain Issues and Development of Conceptual CIPs, 2017 -The City's Storm Drain Master Plan (SDMP -Michael Baker International, 2016) included a Focus Study on Valverde Drive to evaluate the system in more detail. Valverde Storm Drain Issue Investigation & Conceptual Design Memo provides a more detailed analysis on the system in the SDMP and provides an additional conceptual design alternative to the proposed project in the SDMP to alleviate flooding issue. Schaaf & Wheeler conducted a site visit to inspect the drainage system which identified a local drainage system and is not included in the City's GIS data. Schaaf & Wheeler studied an alternative to the proposed solution in the SDMP.
