A RESOLUTION AUTHORIZING THE SIGNING OF A
CONTRACT, LEASE OR AGREEMENT
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows:
The MAYOR and CITY CLERK are authorized to execute, on behalf of the
City of San Rafael a contract, lease or agreement with
Authorization to submit a grant application to the San Francisco
Foundation. (Falkirk Restoration)
a copy of which is hereby attached and by this reference made a part hereof.

4. DESCRIPTION OF THE ORGANIZATION:
The Falkirk Community Cultural Center, sometimes called the Robert
Dollar estate, is owned and operated by the City of San Rafael.
Built in 1888 by Clinton Day, a prominent Bay Area architect who also
designed the City of Paris Department Store and the Stanford University
Chapel, the house is an outstanding example of Queen Anne Victorian
architecture and is listed on the National Register of Historic Places.
When it was slated for demolition eight years ago, people throughout the
county came forth with a strong community-based campaign that led to
its purchase by the City. Today, Falkirk serves as a thriving center for
the arts and cultural events, as well as an active community facility for
public use.
Within the City administration, Falkirk is under the supervision of the
Director of Recreation, who reports directly to the City Manager and
who carries out the policies of the City Council. The Cultural Affairs
Commission is a public advisory body that recommends policies regarding
Falkirk to the City Council.

5. PROJECT SUMMARY:
The project proposes fudning for the development of a Master Plan for
interior restoration, and for immediate restoration of the original
stained-glass windows.
MASTER PLAN: A comprehensive room -by -room analysis of the
restoration needs of Falkirk is the essential starting point for interior
restoration of this historic landmark. The plan will provide a documented
framework to guide future improvements and acquisitions. The plan will
make specific recommendations for historically and practically appropriate
treatment of interior surfaces, furnishings and accessories. The plan will
also include the specific components of security for interior furnishings and
of energy-efficient improvements.
The plan should further include the following research:
1 . Photo -documentation of the interior as it exists and as it changes.
2. Research of other buildings designed by Clinton Day, the architect
of Falkirk.
3. Collection of photos, samples and all historical research material
from the homes of Treanor Park and the Dollar family.
4. Research of restoration resources.
5. Development of specific needs and priorities for restoration.
6. Development of budget for restoration and acquisition.
7. Development of an illustrated "wish list" of furnishings and accessories
to encourage appropriate historic donations.
A professional consultant will implement the above, and will work closely
with the Cultural Affairs Commission, with a group of volunteers who are
willing to assist in the research, and with the appropriate City staff.
STAINED-GLASS WINDOWS: RESTORATION: The six leaded stained-
glass windows, which are exceptional examples of turn -of -the -century
craftsmanship, are in critical need of immediate repair and restoration.
The deterioration of the lead and the weight of these extraordinary double -
hung windows have caused significant buckling and bulging. Experts have
strongly advised that, with the weakened stale and the potential breakage
of these irreplaceable windows, professional restoration should begin
immediately.
TRAINING: The restoration of the stained-glass windows will be
accomplished by a professional who, if feasible, will use Falkirk as a
training laboratory to teach and demonstrate, step by step, the advanced
techniques for stained-glass repair. Volunteers will be selected and trained
by the professional to participate at every level of the project, and will
assist in the research, planning stages, and the actual restoration. This
unusual class -room opportunity will expand the arts education program
already available at Falkirk, and will provide professional apprenticeship
training for the community.
The extent of this training laboratory approach can only be determined after
expert analysis and selection of the contractor.

OTHER SOURCES OF INCOME:
Because of the value this project will have to the City of San Rafael and
to the residents of the entire county, we will seek community support
for part of this project. The City of San Rafael will be able to provide
some support, and the Cultural Affairs Service League and Friends of
Falkirk will be asked to coordinate a county -wide fund-raising effort.
The following revenues are projected:

Research - volunteer time 400
Community fund-raising 5500
TOTA L:
$ 11,900
Falkirk is requesting a total of $30,000 from the San Francisco Foundation
in order to prepare a Master Plan for restoration, and to meet the emergency
needs of the stained-glass windows.
