A RESOLUTION AUTHORIZING THE SIGNING OF A
CONTRACT, LEASE OR AGREEMENT
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL RESOLVES as follows:
The MAYOR and CITY CLERK are authorized to execute, on behalf
of the City of San Rafael a contract, lease or agreement with
Authorization to submit a grant application to the U.S.
Department of Energy, Small Scale Appropriate Energy
Technology Grants Program 1980
a copy of which is hereby attached and by this reference made a part hereof.

with your project?
The City of San Rafael has a fleet of approximately 120 vehicles. We consume over 11,000
gallons of gasoline per month to operate these cars. We wish to convert approximately
half of the fleet to run on natural gas. By doing this we hope to reduce our gasoline
consumption and cost of purchasing fuel. Natural gas powered vehicles offer substantially
lower fuel costs, 60-70% for most fleet operators, extended engine life and a reduction
in maintenance costs. The system contributes to a cleaner and healthier environment by
significantly reducing the emission of pollutants.
16. What special energy-saving devices, systems or information will exist when your project ends? How will
others use what you have developed or learned?
If this program is adopted, it will result in a reduction of gasoline consumption for our
vehicle fleet. This program will provide an alternate fuel system to operate a vehicle.
The Natural gas system is a great deal less expensive and extends the life of the vehicle
engine. This program could provide a way for public agencies to reduce their expenses
for the operation of their vehicles.

(A,) Provide a complete technical description of your- project. Include procedures, drawings and any
supporting data that are available. Be sure your answer specifically describes how your project will
meet each of the Technical Evaluation Criteria listed in the Program Solicitation Booklet. Clearly
indicate any confidential information or data as described in the instructions.
(B) Filly describe how your project meets the State Review Criteria listed in the Program Solicitation
Booklet. Specifically, explain how your project meets community or state energy needs, how you
plan to utilize local labor and materials, etc. Describe any special qualities your project has.
A. The proposed system is called the dual fuel system. Under this program a motor
vehicle is converted to operate using natural gas. However, the standard gasoline
system is kept in the auto, which allows one to run on natural gas, and then switch
to gasoline if necessary. The conversion kit is very simple and can be installed in
one day by a mechanic. Two to three cylinders each holding the equivalent of 32
gallons of gasoline are placed in the trunk area of the vehicle. A gas/air mixer
is then added to the carburetor which blends the gas with air for optimum combustion.
Also added is a pressure regulator which controls the pressure from the cylinders
for the gas/air mixer. Finally, a refueling connection is installed under the
hood, and a pressure gauge and switching device is put under the dashboard. The
cost to convert one vehicle is approximately $1,100.
However, due to the low cost of natural gas, a savings is gained in a
reasonably short amount of time.
The second part of the program is to install a station to fuel the vehicles.
Natural gas is taken from a standard gas line and by use of a compressor is pumped
into large storage bottles to a pressure of about 2,400 pounds psi. When a vehicle
needs refueling, a line from the storage bottles is connected to the auto and the
vehicle tanks are filled in 2-5 minutes. The cost for a fueling station is
approximately $44,000. Therefore, for under $50,000 a fueling station can be
installed and several vehicles converted to run on compressed natural gas. A
savinos can be obtained in approximately 22 years by using this system. At
present, our city pays .93t for a gallon of gasoline. One hundred cubic feet of
natural gas equals approximately one gallon of gasoline. The cost of a 100 cubic
foot of natural gas is about .27t. The other advantage is that a fuel source other
than gasoline is being used.
B. This program allows the use of an alternate fuel for our city vehicles. Natural
gas is less expensive to purchase and burns cleaner than gasoline. In addition,
the vehicle itself usually experiences longer engine life with the use of
natural gas. If this program was adopted, our city would be able to reduce the
amount of gasoline that we presently consume. There are several companies in
California that sell the equipment needed to convert vehicles to compressed natural
gas. They also can provide the material necessary to establish a fueling station
and the technical assistance to construct it. The actual conversion of -the
vehicles and the setting up of the fueling station would be done by city garage
personnel.

19. What are the qualifications of lll licy personnel on the project? Include consultants and

The key personnel that would be involved in this project are the city garage mechanics,
and a representative from the business that would handle the furnishing of the equipment
for the project. The chief city mechanic has been operating his own personal vehicle
on natural gas for approximately six years. He installed the system himself and has
a great amount of knowledge in the day to day operation of it.
The company that will furnish the equipment will give us technical assistance in
setting up the project. Once this is done, the city mechanics will handle the entire
job of outfitting the vehicles and putting together the fueling station.
