A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
APPROVING THE APPLICATION AND THE PROJECT AGREEMENT
FOR HISTORIC PRESERVATION GRANTS-IN-AID FUNDS FOR
FALKIRK COMMUNITY CULTURAL CENTER PROJECT
WHEREAS, the Congress under Public Law 89-665 has
authorized the establishment of a National Historic Preservation
Grants -in -Aid Program, providing matching funds to the State of
California and its political subdivisions for historic preservation,
survey, planning, development and acquisition projects, and
WHEREAS, the State Department of Parks and Recreation is
responsible for the administration of the program within the state,
setting up necessary rules and procedures governing application by
local agencies under the program; and
WHEREAS, said adopted procedures established by the State
Department of Parks and Recreation require the applicant to certify by
resolution the approval of applications and the availability of local
matching funds prior to submission of said applications to the state;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of San Rafael hereby:
1. Approves the filing of an application for the National
Historic Preservation Grants -in -Aid assistance for Falkirk project;
and
2. Appoints the City Manager or his authorized deputy as
agent of the City to coordinate and process all ancillary documents
within the scope of the attached application, and authorizes said
agent to execute on behalf of the City the PROJECT AGREEMENT; if
and when a grant award is forthcoming; and
3. Agrees that all required local matching funds will be
provided for the project.

introduced and adopted at a regular meeting of the Council of
the City of San Rafael held on the sixteenth day of January, 1978,

ASSURANCE OF COMPLIANCE
(Title VI, Civil Rights Act of 1964)
CITY OF SAN RAFAEL (hereinafter called "Applicant -Recipient")
HEREBY AGREES THAT IT will comply with Title VI of the Civil
Rights Act of 1964 (P.L. 88-352) and all requirements imposed by
or pursuant to the Department of the Interior Regulation (43 CFR
17) issued pursuant to that title, to the end that, in accordance
with Title VI of that Act and the Regulation, no person in the
United States shall, on the ground of race, color, or national
origin be excluded from participation in, be denied the benefits
of, or be otherwise subjected to discrimination under any program
or activity for which the Applicant -Recipient receives financial
assistance from the Office of Historic Preservation, and
Hereby Gives Assurance That It will immediately take any measures
to effectuate this agreement.
If any real property or structure thereon is provided or improved
with the aid of Federal financial assistance extended to the
Applicant -Recipient by the Office of Historic Preservation, this
assurance obligates the Applicant -Recipient, or in the case of any
transfer of such property, any transferee for the period during
which the real property or structure is used for a purpose involv-
ing the provision of similar services or benefits. If any personal
property is so provided, this assurance obligates the Applicant -
Recipient for the period during which it retains ownership or
possession of the property. In all other cases, this assurance
obligates the Applicant -Recipient for the period during which the
Federal financial assistance is extended to it by the Office
of Historic Preservation.
THIS ASSURANCE is given in consideration of and'for the purpose of
obtaining any and all Federal grants, loans, contracts, property
discounts or other Federal financial assistance extended after the
date hereof to the Applicant -Recipient by the bureau or office,
including installment payments after such date on account of
arrangements for Federal financial assistance which were approved
before such assistance will be extended in reliance on the represen-
tations and agreements made in this assurance, and that the United
States shall reserve the right to seek judicial enforcement
of this assurance. This assurance is binding on the Applicant -
Recipient; its successors, transferees, and assignees, and
the person or persons whose signature appear below are authorized
to sign this assurance on behalf of the Applicant -Recipient.

15. Brief Project Description:
Monies awarded will enable the City, in accordance with its master restoration plan,
to complete restoration of the exterior of the structure. Master restoration plan has
been submitted to and approved by required State and Federal agencies. Combined
funding will help to complete project requirements.
The master restoration plan was developed by Charles Hall Page & Associates of
San Francisco whose principal was Bruce Judd. Contact may be made directly with
Charles Hall Page if necessary.

events throughout the year. A long-range use plan has been adopted by the Cultural
Affairs Commission and City Council outlining continued and future expanded use of
the structure as a Community Cultural Center.

the architectural significance of the house. It is the City's intention to improve,
retain and utilize the addition as an integral part of the total Community Cultural
