RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
PROTESTING THE RELEASE OF INFORMATION BY THE
CALIFORNIA DEPARTMENT OF MOTOR VEHICLES
WHEREAS, all citizens have the right of privacy and security
from unlawful invasion into their homes; and
WHEREAS, the Department of Motor Vehicles is authorized by
Section 1810 of the California Vehicle Code to sell information from
its records concerning the registration of any motor vehicles, in-
cluding the name and address of the registrant; and
WHEREAS, such information is used by advertisers for dis-
semination of unsolicited junk mail and no discernible public purpose
is served by the sale of such information; and
WHEREAS, this practice results in the above-mentioned in-
vasion of the privacy of the citizens of San Rafael and constitutes
a real threat to the life and safety of said citizens, and to all
citizens of California;
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
1. That on behalf of the citizens of the City of San Rafael,
the City Council objects to the practice described in this Resolution
and requests its termination;
2. That the Mavor be authorized to send to Governor
Edmund G. Brown, Jr., and to the State Senators and Assemblymen repre-
senting San Rafael, and to Herman Sillas, Director of the Department
of Motor Vehicles, a letter urging repeal of Vehicle Code Section 1810,
attaching a copy of this Resolution.

3. That the City Clerk be authorized and directed to send
a copy of this Resolution to other cities in the State of California
to urge adoption of similar Resolutions.
I, MARION A. GRADY, Clerk of the City of San Rafael, hereby
certify that the foregoing Resolution was duly and regularly intro-
duced and adopted at a regular meeting of the Council of said City
held on the 21st day of March 1977, by the following vote,
to -wit:
AYES: COUNCILMEN: Jensen, Nixon and Acting Mayor Mul ryan
NOES: COUNCILMEN: None
ABSENT: COUNCILMEN: Miskimen and Mayor Bettini
