HomeMy WebLinkAboutCC Resolution 5286 (Urban and Coastal Bond Act)RESOLUTION NO. 5986 A RESOLUTION OF THE CITY OF SAN RAFAEL ESTABLISHING A DISTRIBUTION OF FUNDS UNDER THE URBAN AND COASTAL BOND ACT, 1976. WHEREAS, the County of Marin, the incorporated cities of the County of Marin and certain community service districts are eligible for funding assistance for parks and recreation projects as a result of the passage of the Urban and Coastal Bond Act in November, 1976; and WHEREAS, this Act calls for the establishment of a Priority Expenditure Plan which is endorsed by fifty (50%) per cent of the cities representing fifty (50%) per cent of the County's population and the Board of Supervisors; and WHEREAS, it is the intent of all involved to arrive at an equitable distribution of the available funds. NOW, THEREFORE, BE IT RESOLVED that the City/Town of SAN RAFAEL endorses the following distribution of funds available to the County of Marin under the Urban and Coastal Bond Act of 1976 subject to the following provisions: 1. Fifty (50%) per cent of the monies to be allocated to the County of Marin and the Community Service Districts, and fifty (50%) per cent of the monies to be allocated to the incorporated cities of the County of Marin endorsing this project with the distribution based on the current population of each city as per Table 1; 2. The Local Parks Assistance Program sponsored by the County of Marin shall be continued at not less than its current funding level of $312,000, and this money shall be made available from County General Revenue Sharing Funds' 3. The Local Parks Assistance Program shall continue in force for those years that the County of Marin receives funds from General Revenue Sharing sources in an amount equal to the actual 1976/77 funding level. BE IT FURTHER RESOLVED that the City/Town of SAN RAFAEL proposes to the Board of Supervisors of the County of Marin a second alternative consisting of: 1. A per capita distribution of the funds to the incorporated cities of Marin, the eligible Community Service Districts and to the County of Marin based on the unincorporated area outside eligible districts, as per Table 2; 2. The Local Parks Assistance Program sponsored by the County of Marin shall be continued at not less than its current funding level of $3 12 , 000, and this money shall be made available from County General Revenue Sharing Funds; 3. The Local Parks Assistance Program shall continue in force for those years that the County of Marin receives funds from General Revenue Sharing sources in an amount equal to the actual 1976/77 funding level.
