RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SAN RAFAEL
ADOPTING DESIGN REVIEW GUIDELINES
WHEREAS, the Downtown Review District requires the
adoption of Design Review Guidelines by Resolution of the City
Council;
WHEREAS, the Design Review Guidelines have been pre-
pared to implement the purpose of the Downtown Review District;
WHEREAS, the Design Review Guidelines have been reviewed
and favorably recommended by the City's Planning Commission;
NOW, THEREFORE, BE IT RESOLVED that the San Rafael
City Council adopts the Downtown Review District's Design Review
Guidelines to be utilized in the preparation and review of all
proposed changes to building exteriors located in the Downtown
Review District.
A copy of said Guidelines is hereby attached and by this
reference made a part hereof.

DOWNTOWN REVIEW DISTRICT DESIGN GUIDELINES
1. APPLICATION
These Design Guidelines implement the purpose of the Downtown Review
District (DRD) and are to be utilized in the preparation and review of
all proposed changes to building exteriors located in the Downtown
Review District. Building exterior changes include, but are not
limited to, facade modifications, painting, placement of signs and
utilities, and construction of landscaped areas, planters and other
outdoor improvements. Any such proposed changes will require appli-
cation for and review of a DRD Design Review application.
II. PROCEDURES
In accordance with the requirements and procedures set forth in Title 14,
Chapter 10 of the Municipal Code, the applicant shall submit the following
information when applying for a Design Review application. Due to the
complexities of individual applications, the Planning Director may require
that additional information be submitted or may waive the submission of
listed information.
A. APPLICATION FORM
Three copies are to be submitted with all the required Information
including a detailed project description.
B. AUTHORIZATION FORM
This form is to be submitted if the application is submitted by
someone other than the property owner, or the property owner wishes
to designate someone to present the project.
C. FEES
Fees for Design Review applications shall be the same Environmental
and Design Review fees as established by City -Council resolution.
D. EXHIBITS
1. Site plan (7 copies) to be submitted if exterior outdoor
changes are proposed.
2. Site plan transparency 8" x 10" format, if applicable.
3. Location map using an Assessor's Parcel Map as a base.
4. Architectural elevations (7 copies) with one copy being
accurately colored and keyed to paint -chip samples.
Elevations shall be drawn at a scale of 1/4" = 11.
5. Landscape and irrigation plan, if applicable.
6. Parking and circulation plan, if applicable.
7. Site facade photographs mounted on an 8-1/2" x 11"
cardboard and in color showing subject building, as well
as the total facade adjacent buildings.
8. Material and color samples as required by the Planning
Department to indicate the potential visual impact of
materials and colors proposed.
9. Schedule indicating when approved changes are to be
completed.
E. REVIEW
All Downtown Review District Design Review applications shall be
reviewed and approved, approved with conditions, or denied by the

A. GENERAL
The design of all exterior building changes shall conForm to these
guidelines. Individual building design shall be considered in the
context of the ;potential design development of adjacent buildings
and of the entire facade of the city block in which the building is
located. The building design shall also be related to Fourth Street
improvements by considering the location, color and scale of street
furniture, 1-ndscaping, sidewalks, crosswalks, signs and lighting.
The scale of the proposed building designs shall be oriented to the
pedestrian.
The Redevelopment Agency has had prepared "Block Face Building
Designs" 1;-dicating building colors, signs and design improvements
to be utilized as graphic guidelines for the design of individual
buildings. These Block Face Designs indicate the desired effect or
Downtown image that the Redevelopment Agency wishes to achieve.
The Agency and Planning Commission will utilize the Block Face
Designs in their review of individual buildings. The Block Face
Designs were developed based on these design guidelines. Although
strict conformance with these proposed Block Face Designs is not
required, an applicant for Design Review will be required to justify
any deviations from them.
B. BUILDING RENOVATION
All building facades shall be designed to relate to the Block Face
and, especially, to the adjacent buildings. Within a single building,
ground floor store fronts should relate to each other and to the
entire building facade. The primary consideration in the review of
building renovations is the retention of the building's best architec-
tural features. Older buildings which possess significant architectural
or historical building characteristics should be renovated to restore as
many of those characteristics as possible. Renovation designs for newer
buildings should highlight their particular architectural features.
Newer buildings need not be renovated to match the older architectural
designs; however, colors and materials should be chosen so that the
"Block Face" appearance of both old and new buildings is compatible.
C. COLORS/MATERIALS
Building design colors and materials are to be chosen so that they
relate to adjacent store fronts and building facades. Subdued colors
are to be applied to building walls. Brighter colors may be restricted
by the Planning Commission and, in general, will be permitted on
awnings, signs and accent trim. Very bright accent colors will be
permitted only if they are considered compatible with colors and
materials applied throughout the Block Face.
D. SIGNS
Both automobile and pedestrian -oriented signs will be permitted.
However, each sign will be reviewed to determine which orientation
applies and size, color, lighting, lettering, location, styles and
graphics shall be determined depending on the particular orientation.
Review of both permanent and temporary signs shall consider that
orientation and the reasonable distance from which the sign will be
seen. The following sign standards shall be used in the review:
1. The image of the individual business is to be emphasized
over a corporate branch image.
2. Personalized handcrafted signs making use of professional
artists, designers and craftsmen are encouraged.
3. Materials of natural, traditional, or soft texture and color,
such as exposed wood, ceramic, bronze and gold leaf are
preferable.
4. Surface brightness, movement or lighting intensity beyond
that which is necessary to attract adjacent automobiles or
pedestrians is discouraged.

5. Message simplification, including the use of graphic symbols is
encouraged.
6. Lettering should be chosen for legibility, simplicity, elegance
and appropriateness to the image of the buildings.
7. Signs shall be designed as an integral part of the building's
architectural design.
8. Overly large and/or projecting signs which are primarily located
to be viewed by automobile traffic shall not be permitted.
Window Signs
Permanent window signing, such as the name of the store, is not restricted
by any spatial requirement, but shall be considered in accordance with the
Design Review procedures of these guidelines and the sign standards listed
in this section.

"Window signs: No more than twenty-five (25) percent of the '
area of any one window may be used for a sign. Window signs
shall be permitted only in windows located on.the ground floor
of a structure. They must be on the inside of the windows or
painted on the windows. The maximum square footage permissible
for window signs.is one hundred (100) square feet per structure.
Permanent window signs shaZZ, in general, be treated as wall
signs and shall come within the area limitations stated for a
particular use below...."
