a. Transactions and Use Tax: (CM)
Consideration of A) an Ordinance of the City of San Rafael Amending Chapter 3.19 of the San Rafael Municipal
Code Extending and Increasing the Existing Transactions and Use Tax Administered by the State Board of
Equalization, Subject to Approval of a Majority of the Electors Voting on the Tax Measure at the General Municipal
Election to be held on Tuesday, November 5, 2013, and B) a Resolution Ordering the Submission to the Electors of
the City of San Rafael, a Ballot Measure Proposing an Amendment to Chapter 3.19 of the Municipal Code of the City
of San Rafael to Extend and Increase the Existing Transactions and Use Tax at the General Municipal Election to be
held Tuesday, November 5, 2013, as called by Resolution No. 13529 and Ordering the Publication Thereof; and
Requesting Consolidation with any Other Election Conducted on the Same Date; and Requesting Election Services
by the Registrar of Voters; and Requesting the City Attorney to Prepare an Impartial Analysis of the Measure.

b. Baypoint Lagoons Landscaping and Lighting District: Resolution Confirming Diagram and Assessment and Levying
Assessment for Fiscal Year 2013-2014 — Baypoint Lagoons Landscaping and Lighting District (Pursuant to the
Landscaping and Lighting Act of 1972) (PW)

c. Point San Pedro Median Landscaping Assessment District: Resolution Confirming the Engineer's Annual Levy
Report for the Pt. San Pedro Median Landscaping Assessment District; the Assessment Diagram Connected
