A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL ADOPT-
ING THE CITY OF SAN RAFAEL EMERGENCY PLAN AND PORTIONS OF THE
COUNTY OF MARIN AND MARIN OPERATIONAL AREA EMERGENCY PLAN (COMMA EP)
WHEREAS, the Council of the City of San Rafael passed Ordinance No.
1085 on November 8, 1972, establishing the Emergency Services Organization
as required by the State of California Emergency Services Act of 1970; and
WHEREAS, this City passed Resolution No. 4324 on the 8th day of
November, 1972, making it a member of the unified Emergency Services
Organization known as the Marin Operational Area, of which the County and
other cities and towns in the County of Marin are also members; and
WHEREAS, this City's emergency plan which was approved and adopted by
the City Council on the 7th day of May, 1973, is out of date and a new
emergency plan has been developed and approved by the State Office of
Emergency Services encompassing all necessary authority, organization,
operational concepts and responsibilities for the functioning of this City
government during emergencies; and
WHEREAS, this City recognizes its dependence on the County of Marin
and Marin Operational Area Emergency Services Organization for certain
emergency and resource services this City might not be able to provide for
itself during a local emergency, state of emergency, or state of war emer-
gency condition, as contemplated by the State of California Emergency Ser-
vices Act of 1970:
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
San Rafael hereby adopts the City of San Rafael Emergency Plan dated September,
1975 copy of which is on file in the office of the City Clerk;
BE IT FURTHER RESOLVED that the City Council of the City of San Rafael
hereby adopts the County of Marin and Marin Operational Area Emergency Plan
dated January, 1974, and those attachments and annexes of that plan which may
be meaningfully applied to this City, as integral portions of the City of San
Rafael Emergency Plan, September, 1975, for those war or peacetime emergencies
with which this City cannot cope within its own resources as contemplated by
the California Master Mutual Aid Agreement and the Operational Area Joint
Resolution referred to in paragraph two above, to which this City is signatory.

I, MARION A. GRADY, Clerk of the City of San Rafael, do hereby
certify that the foregoing resolution was duly and regularly introduced
and adopted at an adjourned regular meeting of the Council of said City
held on Monday the 22nd day of September 1975, by
the following vote, to wit:
AYES: COUNCILMEN: Jensen, Miskimen, Mulryan, Nixon and Mayor Bettini
NOES: COUNCILMEN: None
