Please be advised that pursuant to Government Code Section 54954.2, the City Council is not permitted to discuss or take action on any matter not on the agenda unless it determines that an emergency exists, or that there is a need to take immediate action which arose following posting of the agenda. Comments may be no longer than two minutes and should be respectful to the community. CITY MANAGER’S REPORT: 3. City Manager’s Report 2 CONSENT CALENDAR: The opportunity for public comment on consent calendar items will occur prior to the City Council’s vote on the Consent Calendar. The City Council may approve the entire consent calendar with one action. In the alternative, items on the Consent Calendar may be removed by any City Council or staff member, for separate discussion and vote. 4. Consent Calendar Items: a. Approval of Minutes Approval of Minutes of City Council /Successor Agency Regular Meeting of March 19, 2018 (CC) Recommended Action – Approve as submitted b. Demographic Services for Forming Voting Districts Resolution Authorizing the City Manager to Execute an Amended Professional Services Agreement with National Demographics, Inc. for Demographic Services Relating to Establishing City Electoral Districts, to Increase the Contract Compensation by Up to $6,000 for a Total Contract Amount Not to Exceed $45,500 (CA) Recommended Action – Adopt Resolution c. Workers’ Compensation Claims Administration Resolution Approving Claims Administration Agreement for Workers’ Compensation Claims Adjusting Services Between the City of San Rafael and LWP Claims Solutions, Inc. (HR) Recommended Action – Adopt Resolution d. Resolution of Appreciation for Margaret Stawowy Resolution of Appreciation for Margaret Stawowy, Librarian II, Employee of the 4th Quarter, 2017 (Lib) Recommended Action – Adopt Resolution e. Copy/Print Hardware Lease and Services Agreement Resolution Authorizing the City Manager to Execute a Copy/Print Hardware Lease and Services Agreement with the Ray Morgan Company for a 39-Month Term (PD) Recommended Action – Adopt Resolution f. Body-Worn Cameras Upgrade Resolution Authorizing the City Manager to Execute a Five-Year Agreement for $246,275 between the City of San Rafael and VIEVU, LLC for Equipment and Services to Upgrade and Supply the San Rafael Police Department’s Body-Worn Cameras (PD) Recommended Action – Adopt Resolution SPECIAL PRESENTATION: 5. Special Presentation a. Presentation of Resolution of Appreciation to Margaret Stawowy, Employee of the 4th Quarter, 2017 3 PUBLIC HEARING: 6. Public Hearing: a. District-Based City Elections Consideration of An Ordinance of the City of San Rafael Establishing a By-District Election Process in Four Council Districts Pursuant to California Elections Code § 10010 & California Government Code §§ 34871(C) & 34886 (CA) Recommended Action – Select a preferred district map and pass ordinance to print COUNCILMEMBER REPORTS / REQUESTS FOR FUTURE AGENDA ITEMS: (including AB 1234 Reports on Meetings and Conferences Attended at City Expense) 7. Councilmember Reports: SAN RAFAEL SUCCESSOR AGENCY: 1. Consent Calendar: None ADJOURNMENT: Any records relating to an agenda item, received by a majority or more of the Council less than 72 hours before the meeting, shall be available for inspection in the City Clerk’s Office, Room 209, 1400 Fifth Avenue, and placed with other agenda-related materials on the table in front of the Council Chamber prior to the meeting.
