CONSENT CALENDAR:
The opportunity for public comment on consent calendar items will occur prior to the City
Council’s vote on the Consent Calendar. The City Council may approve the entire consent
calendar with one action. In the alternative, items on the Consent Calendar may be removed by
any City Council or staff member, for separate discussion and vote.

b. San Rafael City Schools District General Election
Resolution Proposing a San Rafael City Schools District General Election to Be Held on
Tuesday, November 6, 2018; Requesting the Board of Supervisors to Consolidate with
Any Other Election Conducted on the Same Date; Requesting Election Services by the
Registrar of Voters and Reaffirming Policy Regarding Number of Words in Candidate’s
Statement of Qualifications and Providing that the Cost of Printing and Handling
Statement of Qualifications Shall Be Borne by the Candidate and Paid for at the Time
Nomination Papers are Filed (CC)

Resolution Supporting the $4 Billion Veterans and Affordable Housing Bond Act on the

Second Reading and Final Adoption of Ordinance No. 1960 - An Ordinance of the City
Council of the City of San Rafael Amending Chapter 10.96 of the San Rafael Municipal
Code Entitled “Medical Cannabis Business” to Authorize an Additional Category of
Cannabis Business License within City Limits for Medical Cannabis Distribution (ED)

Deployment and Project Management in an Amount Not to Exceed $168,880 (PW)

g. FY 2017-18 Local Transportation Sales Tax Measures A & B Allocation
Resolution Authorizing the City Manager to Execute Funding Agreement A-FY18-14
Between the Transportation Authority of Marin and the City of San Rafael, Thereby
Authorizing the Allocation of $678,233 in Local Measure A Funding for FY 2017-2018 (PW)

h. D Street and Via Sessi Storm Drain Improvements
Resolution Awarding, and Authorizing the City Manager to Execute, a Construction
Agreement for the D Street and Via Sessi Storm Drain Improvements to Ghilotti Bros. Inc., in
the Amount of $174,735; and Authorizing Contingency Funds in the Amount of $19,265 for a
Total Appropriated Amount of $194,000 (PW)

a. Animal Control Ordinance & Master Fee Schedule (CM)
1) Second Reading and Final Adoption of Ordinance No. 1959 - An Ordinance of the
City Council of the City of San Rafael Amending Chapter 6.10 of the San Rafael
Municipal Code Entitled "Animals" to Adopt by Reference the Animal Control
Regulations Set Forth in Title 8 of the Marin County Code, as Recently Amended,
and to Amend Section 6.10.50 of the San Rafael Municipal Code Prescribing the
Applicable Penalties for Violation of Animal Control Regulations
Recommended Action – Approve final adoption of Ordinance No. 1959
2) Resolution Amending the Master Fee Schedule to Update the Animal Control Fees
