The Establishment and Duties and
Responsibilities of the
Open Space Action Committee
WHEREAS, the City of San Rafael has, by vote of the citizenry,
over $2,000,000 in bond money for the expressed pur-
pose of preserving open space; and,
WHEREAS, through the development of a new General Plan suit-
able areas having an open space value are identified
and much meaningful information about them is gathered;
and,
WHEREAS, a Citizens Committee representing all geographical
areas of the City previously was appointed by this
City Council and did evaluate and priority rate these
areas; and,
WHEREAS, additional details need be given specific consideration
in order that these broad priority ratings can be trans-
lated into meaningful programs for the utilization of
this bond money and other powers of the City;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of San Rafael shall appoint a Citizens Advisory
Committee which shall be named the "Open Space
Action Committee" and that the committee shall be
charged with the responsibility to perform the fol-
lowing and report back with its recommendations to
the City Council within 90 days of the date of its
first meeting:
A. To thoroughly acquaint themselves with and eval-
uate the following information relevant to each
of the potential open space areas shown on
Map #2 of the 1974 San Rafael General Plan:
1. The priority rankings (based on the meaning -
fullness of the physical aspects of each area
(visual impact, flora, fauna, etc.) by the
previous Citizens Advisory Committee on
Open Space.
2. The division of each area into ownership
parcels.
3. The alternative development potential for
each area as a whole and by parcel.
4. Estimates - to the extent available - as
to when development may occur.
5. The physical impact on the adjoining neigh-
borhoods (traffic, noise, etc.) were the
potential development to take place.
6. The impact on the open space area as a
whole and by parcel were the potential de-
velopment to take place.
B. To utilize the above information by performing
the following:
1. Identifying the key parcels within
each open space area (or the key portions
of larger parcels) which either through the
acquisition of the parcels or the reduction
of the development potential would achieve
a meaningful sense of open space through-
out the City and the planning area.
2. Applying the preservation techniques listed
in the Conservation & Open Space Chapter
of the General Plan (Chapter II, Section C)
to each of these areas and determine whether
full or partial acquisition or some other

technique would suitably preserve the
open space character of each area.
3. Distinguishing between those key parcels
lying within the City and those lying
within the General Plan boundary but
outside of the City limits and recom-
mending a meaningful relationship that
would serve as the basis for a request
to the County and other governmental
jurisdictions to take coordinated counter-
part action within the area of their juris-
diction.
4. Recommending to the City Council
alternative approaches to the
allocation of the open space
bond money and related City actions, each
of which is legally and economically
feasible and sufficiently detailed to be
implemented if selected by the City
Council.

tify that the foregoing resolution was duly and regularly
introduced and adopted at a regul ar meeting of the
Council of said City held on Monday the 21 st
day of October , 1974, by the following vote, to -wit:
