ADVANCED MOBILITY GROUP
FOR ENGINEERING SERVICES
This Agreement is made and entered into this '2. V day of V1 Co , 2018, by and
between the CITY OF SAN RAFAEL (hereinafter "CITY"), and ADVANCED MOBILITY GROUP, a
California corporation (hereinafter "CONSULTANT").
RECITALS
WHEREAS, the CITY has determined that professional engineering services are required in
connection with the CITY project entitled "A TSPM and A TCS Deployment" in which 54 signalized
intersections in Central San Rafael wiII be equipped with ATSPM and ATCS capabilities; and
WHEREAS, the CONSULTANT has agreed to render such services;
AGREEMENT
NOW, THEREFORE, the parties hereby agree as follows:
I. PROJECT COORDINATION.
A. CITY'S Project Manager. The Director of Public Works is hereby designated the
PROJECT MANAGER for the CITY, and said PROJECT MANAGER shall supervise all aspects of the
progress and execution of this Agreement.
B. CONSULTANT'S Project Director. CONSULTANT shall assign a single PROJECT
DIRECTOR to have overall responsibility for the progress and execution of this Agreement for
CONSULTANT. Joy Bhattacharya, PE is hereby designated as the PROJECT DIRECTOR for
CONSULTANT. Should circumstances or conditions subsequent to the execution of this Agreement require
a substitute PROJECT DIRECTOR, for any reason, the CONSULTANT shall notify the CITY within ten
( I 0) business days of the substitution.
2. DUTIES OF CONSULTANT.
CONSULTANT shall perform the duties and /or provide the services described in
CONSULTANT'S Proposal dated May 18, 2018. marked as Exhibit "A," attached hereto, and
incorporated herein.
3. DUTIES OF CITY.
CITY shall compensate CONSULTANT as provided in Paragraph 4, and shall perform the
duties as described in Exhibit" A" attached hereto and incorporated herein.
4. COMPENSATION.
For the full performance of the services described herein by CONSULTANT, CITY shall pay
CONSULTANT on a time and materials basis for services rendered at the hourly rates shown in the
"Cost Estimate" included in Exhibit "A" attached hereto, with a total not-to-exceed amount of $168,880
for costs and services of CONSULT ANT provided under this Agreement.

Payment will be made monthly upon receipt by PROJECT MANAGER of itemized invoices
submitted by CONSULTANT .
5. TERM OF AGREEMENT.
The term of this Agreement shall commence upon the date of execution of this Agreement and end
on June 30, 2022 , unless the parties agree to extend this Agreement for another 90 days , as approved in
writing by City Manager.
6. TERMINATION.
A. Discretionary . Either party may terminate this Agreement without cause upon thirty (30)
days written notice mailed or personally delivered to the other party.
B. Cause . Either party may terminate this Agreement for cause upon fifteen (15) days written
notice mailed or personally delivered to the other party, and the notified party's failure to cure or correct the
cause of the termination , to the reasonable satisfaction of the party giving such notice, within such fifteen (15)
day time period .
C. Effect of Termination . Upon receipt of notice of termination, neither party shall incur
additional obligations under any provision of this Agreement without the prior written consent of the other.
D. Return of Documents . Upon termination, any and all CITY documents or materials
provided to CONSULTANT and any and all of CONSULTANT's documents and materials prepared for or
relating to the performance of its duties under this Agreement, shall be delivered to CITY as soon as
possible, but not later than thirty (30) days after termination.
7. OWNERSHIP OF DOCUMENTS .
Upon completion of all work under this Agreement , ownership and title to all reports , documents,
plans, specifications, and estimates produced as part of this Agreement will automatically be vested in the
CITY; and no further agreement will be necessary to transfer ownership to the CITY . CONSULTANT
shall furnish to CITY all necessary copies of data needed to complete the review and approval process.
8. INSPECTION AND AUDIT.
Upon reasonable notice , CONSULTANT shall make available to CITY, or its agent, for inspection
and audit, all documents and materials maintained by CONSULTANT in connection with its performance of
its duties under this Agreement. CONSULTANT shall fully cooperate with CITY or its agent in any such
audit or inspection.
9. ASSIGNABILITY.
The parties agree that they shall not assign or transfer any interest in this Agreement nor the
performance of any of their respective obligations hereunder, without the prior written consent of the other
party, and any attempt to so assign this Agreement or any rights, duties or obligations arising hereunder shall
be void and of no effect.

10. INSURANCE.
A. Scope of Coverage. During the tenn of this Agreement, CONSULTANT shall maintain, at
no expense to CITY, the following insurance policies:
I. A commercial general liability insurance policy in the minimum amount of one
million dollars ($1,000,000) per occurrence/two million dollars ($2,000,000) aggregate, for death, bodily
il~ury, personal injury, or property damage.
2 . An automobile liability (owned, non-owned, and hired vehicles) insurance policy in
the minimum amount of one million dollars ($1,000,000) dollars per occurrence.
3. If any licensed professional perfonns any of the services required to be perfonned
under this Agreement, a professional liability insurance policy in the minimum amount of one million dollars
($1,000,000) per occurrence/two million dollars ($2,000,000) aggregate, to cover any claims arising out of
the CONSULTANT's perfonnance of services under this Agreement. Where CONSULTANT is a
professional not required to have a professional license, CITY reserves the right to require CONSULTANT
to provide professional liability insurance pursuant to this section.
4. If it employs any person, CONSULT ANTshall maintain worker's compensation
insurance, as required by the State of California, with statutory limits, and employer's liability insurance
with limits of no less than one million dollars ($1,000,000) per accident for bodily injury or disease.
CONSULTANT's worker's compensation insurance shall be specifically endorsed to waive any right of
subrogation against CITY.
B. Other Insurance Requirements. The insurance coverage required of the CONSU L T ANT in
subparagraph A ofthis section above shall also meet the following requirements:
I. Except for professional liability insurance, the insurance policies shall be
specifically endorsed to include the CITY, its officers, agents, employees, and volunteers, as additionally
named insureds under the policies.
2. The additional insured coverage under CONSULTANT'S insurance policies shall
be primary with respect to any insurance or coverage maintained by CITY and shall not call upon CITY's
insurance or self-insurance coverage for any contribution. The "primary and noncontributory" coverage in
CONSU L T ANT'S policies shall be at least as broad as ISO fonn CG20 0 I 04 13.
3 . Except for professional liability insurance, the insurance policies shall include, in
their text or by endorsement, coverage for contractual liability and personal injury.
4 . By execution of this Agreement, CONTRACTOR hereby grants to CITY a
waiver of any right to subrogation which any insurer of CONTRACTOR may acquire against CITY by
virtue of the payment of any loss under such insurance . CONTRACTOR agrees to obtain any
endorsement that may be necessary to effect this waiver of subrogation , but this provision applies
regardless of whether or not CITY has received a waiver of subrogation endorsement from the insurer.
5. If the insurance is written on a Claims Made Fonn, then , following tennination of
this Agreement, said insurance coverage shall survive for a period of not less than five years.
6. The insurance policies shall provide for a retroactive date of placement coinciding
with the effective date of this Agreement.
7. The limits of insurance required in this Agreement may be satisfied by a combination of
primary and umbrella or excess insurance. Any umbrella or excess insurance shall contain or be endorsed to
contain a provision that such coverage shall also apply on a primary and noncontributory basis for the benefit
of CITY (if agreed to in a written contract or agreement) before CITY'S own insurance or self-insurance
shall be called upon to protect it as a named insured.

8 . It shall be a requirement under this Agreement that any available insurance proceeds
broader than or in excess of the specified minimum insurance coverage requirements and/or limits shall be
available to CITY or any other additional insured party. Furthermore, the requirements for coverage and
limits shall be: (I) the minimum coverage and limits specified in this Agreement; or (2) the broader coverage
and maximum limits of coverage of any insurance policy or proceeds available to the named insured;
whichever is greater.
C. Deductibles and SIR's. Any deductibles or self-insured retentions in CONSULTANT's
insurance policies must be declared to and approved by the PROJECT MANAGER and City Attorney, and
shall not reduce the limits of liability. policies containing any self-insured retention (SIR) provision shall
provide or be endorsed to provide that the SIR may be satisfied by either the named insured or CITY or other
additional insured party . At CITY's option, the deductibles or self-insured retentions with respect to CITY
shall be reduced or eliminated to CITY's satisfaction, or CONSULTANT shall procure a bond guaranteeing
payment oflosses and related investigations, claims administration, attorney's fees and defense expenses.
D. Proof of Insurance. CONSULTANT shall provide to the PROJECT MANAGER or
CITY'S City Attorney all of the following: (I) Certificates of Insurance evidencing the insurance coverage
required in this Agreement; (2) a copy of the policy declaration page and/or endorsement page listing all
policy endorsements for the commercial general liability policy , and (3) excerpts of policy language or
specific endorsements evidencing the other insurance requirements set forth in this Agreement. CITY
reserves the right to obtain a full certified copy of any insurance policy and endorsements from
CONSULTANT. Failure to exercise this right shall not constitute a waiver of the right to exercise it later.
The insurance shall be approved as to form and sufficiency by PROJECT MANAGER and the City
Attorney.
II . INDEMNIFICATION.
A. Except as otherwise provided in Paragraph B ., CONSULTANT shall, to the fullest
extent permitted by law, indemnity, release, defend with counsel approved by CITY, and hold harmless
CITY, its officers, agents, employees and volunteers (collectively, the "City Indemnitees"), from and
against any claim, demand, suit, judgment, loss, liability or expense of any kind, including but not limited
to attorney's fees, expert fees and all other costs and fees of litigation, (collectively "CLAIMS"), arising
out of CONSULTANT'S performance of its obligations or conduct of its operations under this
Agreement. The CONSULTANT's obligations apply regardless of whether or not a liability is caused or
contributed to by the active or passive negligence of the City Indemnitees. However, to the extent that
liability is caused by the active negligence or willful misconduct of the City Indemnitees, the
CONSULTANT's indemnification obligation shall be reduced in proportion to the City Indemnitees'
share of liability for the active negligence or willful misconduct. In addition, the acceptance or approval
of the CONSULTANT's work or work product by the CITY or any of its directors, officers or
employees shall not relieve or reduce the CONSULTANT's indemnification obligations. In the event the
City Indemnitees are made a party to any action, lawsuit, or other adversarial proceeding arising from
CONSULTANT'S performance of or operations under this Agreement, CONSULTANT shall provide a
defense to the City Indemnitees or at CITY'S option reimburse the City Indemnitees their costs of
defense, including reasonable attorneys' fees, incurred in defense of such claims.
B. Where the services to be provided by CONSULTANT under this Agreement are design
professional services to be performed by a design professional as that term is defined under Civil Code
Section 2782.8, CONSULTANT shall, to the fullest extent permitted by law, indemnify, release, defend
and hold harmless the City Indemnitees from and against any CLAIMS that arise out of, pertain to, or
relate to the negligence, recklessness, or willful misconduct of CONSULTANT in the performance of its
duties and obligations under this Agreement or its failure to comply with any of its obligations contained
in this Agreement, except such CLAIM which is caused by the sole negligence or willful misconduct of

CITY. In no event shall the cost to defend charged to the design professional exceed the design
professional's proportionate percentage of fault.
C. The defense and indemnification obligations of this Agreement are undertaken in
addition to, and shall not in any way be limited by, the insurance obligations contained in this Agreement,
and shall survive the termination or completion of this Agreement for the full period of time allowed by
law.
12. NONDISCRIMINATION.
CONSULTANT shall not discriminate, in any way, against any person on the basis of age, sex,
race, color, religion, ancestry, national origin or disability in connection with or related to the performance of
its duties and obligations under this Agreement.
13. COMPLIANCE WITH ALL LAWS.
CONSULTANT shall observe and comply with all applicable federal, state and local laws,
ordinances, codes and regulations, in the perfonnance of its duties and obligations under this Agreement.
CONSULTANT shall perfonn all services under this Agreement in accordance with these laws, ordinances,
codes and regulations. CONSULTANT shall release, defend. indemnity and hold hannless CITY, its
officers, agents and employees from any and all damages, liabilities, penalties. fines and all other
consequences from any noncompliance or violation of any laws, ordinances, codes or regulations.
14. NO THIRD-PARTY BENEFICIARIES.
CITY and CONSULTANT do not intend, by any provision of this Agreement, to create in any third
party, any benefit or right owed by one party, under the terms and conditions of this Agreement, to the other
party .
15. NOTICES.
All notices and other communications required or permitted to be given under this Agreement,
including any notice of change of address. shall be in writing and given by personal delivery, or deposited
with the United States Postal Service. postage prepaid. addressed to the parties intended to be notified.
Notice shall be deemed given as of the date of personal delivery, or if mailed, upon the date of deposit with
the United States Postal Service. Notice shall be given as follows:

16. INDEPENDENT CONTRACTOR.
For the purposes, and for the duration, of this Agreement, CONSULTANT, its officers, agents and
employees shall act in the capacity of an Independent Contractor, and not as employees of the CITY.
CONSULT ANT and CITY expressly intend and agree that the status of CONSU L T ANT, its officers,
agents and employees be that of an Independent Contractor and not that of an employee of CITY.
17 . ENTIRE AGREEMENT -AMENDMENTS .
A. The terms and conditions of this Agreement, all exhibits attached, and all documents
expressly incorporated by reference, represent the entire Agreement of the parties with respect to the subject
matter of this Agreement.
B. This written Agreement shall supersede any and all prior agreements, oral or written,
regarding the subject matter between the CONSULT ANT and the CITY.
C. No other agreement , promise or statement, written or oral, relating to the subject matter of
this Agreement, shall be val id or binding , except by way of a written amendment to this Agreement.
D. The terms and conditions of this Agreement shall not be altered or modified except by a
written amendment to this Agreement signed by the CONSULT ANT and the CITY.
E. If any conflicts arise between the terms and conditions of this Agreement, and the terms and
conditions of the attached exhibits or the documents expressly incorporated by reference, the tenns and
conditions of this Agreement shall control.
18. SET-OFF AGAINST DEBTS.
CONSULTANT agrees that CITY may deduct from any payment due to CONSULTANT under
this Agreement, any monies which CONSULTANT owes CITY under any ordinance , agreement , contract
or resolution for any unpa id taxes, fees , licenses , assessments, unpaid checks or other amounts.
19. WAIVERS.
The waiver by either party of any breach or violation of any term, covenant or condition of this
Agreement, or of any ordinance, law or regulation, shall not be deemed to be a waiver of any other term,
covenant, condition, ordinance , law or regulation, or of any subsequent breach or violation of the same or
other term, covenant, condition, ordinance, law or regulation. The subsequent acceptance by either party of
any fee , perfonnance , or other consideration which may become due or owing under this Agreement , shall
not be deemed to be a waiver of any preceding breach or violation by the other party of any term , condition,
covenant of th is Agreement or any applicable law, ordinance or regulation .
20 . COSTS AND ATTORNEY'S FEES.
The prevailing party in any action brought to enforce the terms and conditions of this Agreement, or
ansIng out of the perfonnance of this Agreement, may recover its reasonable costs (including claims
administration) and attorney's fees expended in connection with such action.
21. CITY BUSINESS LICENSE / OTHER TAXES.
CONSULTANT shall obtain and maintain during the duration of th is Agreement , a CITY business
license as required by the San Rafael Municipal Code CONSULT ANT shall pay any and all state and

federal taxes and any other applicable taxes. CITY shall not be required to pay for any work performed
under this Agreement, until CONSULTANT has provided CITY with a completed Internal Revenue Service
Form W-9 (Request for Taxpayer Identification Number and Certification).
22. APPLICABLE LA W.
The laws of the State of California shall govern this Agreement.
IN WITNESS WHEREOF, the parties have executed this Agreement as of the day, month and year

Deployment and Project Management
Dear Ms. Davini,
Advanced Mobility Group (AMG) is excited to provide our Project Management services
for the IDEA grant funded by the Metropolitan Transportation Commission (MTC). The
IDEA grant would deploy Automated Traffic Signal Performance Measure (ATSPM) at 54
intersections within the City of San Rafael. The ATSPM will enable the City to proactively
monitor the health of their signal systems, and thereby improve arterial operations and
enhance safety. The City also has plans to upgrade the intersections to operate with
Adaptive Traffic Control System (ATCS), which would dynamically adapt the operations
of the traffic signal based on traffic volume on the roadway. The combination of ATSPM
and ATCS will enable the City to proactively manage and operate the traffic signals and
would increase the overall signal performance and safety at all the intersections. To
assist the City in the deployment of the signal system, AMG has put together a team of
traffic engineering professionals who have demonstrated capabilities to meet the
technical and managerial challenges expected on this assignment.
I, Joy Bhattacharya, PE, PTOE, will serve as the Project Manager for this assignment. In
addition, we have assembled a team of experienced professionals to serve the needs for
providing traffic signal system related services to your agency. AMG’s team is proficient
and thoroughly experienced in all of the required service areas, including Systems
Engineering, ATSPM deployment, ATCS deployment, signal timing and coordination,
signal system design, signal system communication including SIC, Fiber and wireless
communication services. Our team is responsive and delivers quality, cost-efficient
designs and solutions.
Our proposed team has provided on-call project management and engineering services
for various agencies including Citrus Heights, Stockton, San Francisco, Alameda, Orinda,

Elk Grove, Monterey County, MTC, Orange County, SamTrans, AC Transit, and other
organizations. We are currently on-call with SFCTA, SFMTA, SamTrans, Caltrans, and
various other local cities. Our on-call services with Oakland, Alameda, Stockton, and
Hayward include traffic signal system upgrades and providing support with preparing
and updating ATSPM and ATCS implementation. We have a proven track record of
completing projects on time and within budget to our client’s satisfaction for all our
assignments.
The following are highlights of our experience that demonstrate how we are qualified to
perform traffic signal system consulting services for the City of San Rafael:
• I am currently serving as the Systems Manager for the Category 1 or 2
implementation of the MTC’s IDEA grant program for the Contra Costa
Transportation Authority (CCTA), City of Concord, City of Dublin, City of Alameda,
and City of Hayward. All projects completed thus far have been completed on time
and within budget.
• AMG is setting up a CAV Traffic Signal Lab (CAV-Sig Lab) at the GoMentum Station
testing facility. This facility would be made available to the City of San Rafael to test
the ATSPM and ATCS operations prior to implementing in the field. The City staff
would not need to use their own maintenance shop and scarce resources for
testing the new system.
• I have been directly or indirectly involved with multiple adaptive signal systems
implemented in Northern California. I was the technical reviewer of the San Ramon
ATCS, provided technical assistance for the Santa Rosa system, designed and
implemented the City of Hayward adaptive system, deployed the adaptive system
for City of Dublin and City of Fremont, and designed and integrated the InSync
system for two corridors in Salinas.
• All work will be performed by engineers at our local office in Walnut Creek. We are
approximately 30 minutes away from your City. We can respond to any traffic
signal emergency and support you immediately.
• Our project team has extensive experience with Econolite controllers and Centracs
traffic signal system. We have worked closely with their signal system on multiple
projects.
• Our team is experienced with ATSPM and adaptive signal system deployment.
Joanna Liu is currently supporting the City of Dublin in preparing reports from their
ATSPM system to proactively identify traffic signal related issues and providing
solutions to fix the issue. Utilizing the detailed data from the ATSPM reports,
Joanna can determine the performance measures of the signal systems, including

Purdue Coordination Diagram, arrival on green and red, approach delay, etc. This
information is being used to time signals along corridors to improve performance
measures.
• We have a team of technology communications experts that provide support with
traffic signal communication through copper, fiber or wireless technology.
• I teach signal operation and ATCS at UC Berkeley, which covers detail configuration
of four off-the-shelf adaptive signal systems.
• We are able to proactively manage the projects and act as extended City staff as
needed.
• We believe in the efficient use of resources and cost-effective solutions, as such we
are committed to adherence to the project schedule and budget.
• We have assembled the most qualified engineers with over 25 years experience
and knowledge of ATSPM and ATCS implementation, system engineering, fiber and
signal interconnect design.
• The project team will not change without prior consent from the City.
• When you work with AMG, you work with local people who are passionate about
traffic signal systems and making them work most efficiently in communities where
we live, work, and play.
I am authorized by the firm to negotiate a contract with the City and hereby certify that
the information and data submitted in this proposal is true and complete to the best of
my knowledge. The sample Professional Services Agreement has been reviewed by
AMG and is acceptable as-is.

Project Understanding
The City of San Rafael has proactively applied for and received IDEA grant funding from
the Metropolitan Transportation Commissions (MTC) for the deployment of Automated
Traffic Signal Performance Measures (ATSPM) throughout the Central San Rafael area.

services for the City of San Rafael. MTC does not expect the same level of SE analysis to
be needed for the ATSPM project, however, since the City is planning for ATCS in future,
it would be in the City’s best interest to prepare a comprehensive SE analysis. Therefore,

agreement with MTC for IDEA Grant ATSPM deployment and for simultaneous project
management of adaptive signal system deployment for the City.
AMG staff has prior experience with the development of SE documents for multiple
Signal System and Adaptive Signal System projects. With this prior experience and
knowledge, AMG staff will assist the City with management of the SE services and City
representation through all the stages of development and implementation – beginning
with preparation of the SEMP, to the deployment and verification of the ATSPM/ATCS
system.
The overall schedule for the ATSPM and ATCS project will be mainly governed by the SE
process as administered by MTC and influenced by the City’s Controller installation and
Fiber implementation projects. AMG is committed to proactive management of the
project and strict adherence to the schedule and budget.

To provide project management and oversight services for the project, AMG proposes a
detailed working program as outlined in our Approach and Scope of Services.
Approach and Scope of Services
TASK 1: PROJECT MANAGEMENT AND COORDINATION
AMG will provide technical oversight and updates to the City with regards to project
status. AMG will maintain regular communications with City staff to ensure that the
project goals are being met and progress is being made. This would be provided
through regular project management-related tasks including invoicing, budget
oversight, adherence to scheduling, and project coordination.
AMG staff will attend a kick-off meeting with MTC and the SE consultant at the
beginning of the project to establish a mutual understanding of project scope, roles,
schedule and deliverables. AMG staff will periodically attend meetings with the City to
discuss the project, present design options, review alternatives, and provide
recommendations. AMG staff will set up monthly meetings with City staff, and SE
consultant if needed, which would continue throughout the expected three-year life
span of the project.
AMG staff will assist with the procurement and vendor selection support for the project
using the “best value” approach, which would make it compulsory for the vendors to
satisfy each requirement identified for the system. AMG staff would support the City in
the assessment of requirement compliance from each vendor and prepare evaluation
criteria to compare submittals from each vendor.
AMG staff will help prepare the Request for Proposals (RFP), attend pre-proposal
meetings, provide clarifications to vendor’s questions, review submitted bids, and assist
in award recommendations. AMG staff will assist with all coordination between the City
and the selected vendor for the project deployment. AMG staff will provide deployment
oversight support services including attending pre-deployment meetings, provide shop
drawing review, review the vendor’s planned system installation and acceptance test
procedures, oversee verification tests, document test results, and coordinate between
vendors and City staff.
AMG staff will provide monthly schedule updates in conjunction with invoice submittals
and will assist the City in requests for reimbursement from MTC.

TASK 2: EVALUATION OF EXISTING INVENTORY
Understanding the existing traffic signal system, including the types of controllers,
detection, communication, and backend software is the key to a successful deployment
of an ATSPM/ATCS system. AMG staff will start with the evaluation of the City’s existing
inventory, which was prepared by the City as part of the IDEA grant application package.
The City is currently using both Aries and Centracs as their traffic signal management
software provided by Econolite. Aries is no longer supported by Econolite and therefore
cannot support an ATSPM/ATCS system. Currently, of the 54 signals that are included as
part of this project, 20 signals are on Centracs, 30 signals are on Aries, and 4 signals are
running offline. The 34 signals that are running on Aries and offline are ACS2 or older
signals that need to be upgraded to ASC 3 or newer controllers before they can be
supported through the Centracs system. The City plans to upgrade the controllers and
operate them through the Centracs software. In addition, AMG staff will verify the signal
interconnect (communications) between the intersections, types of cabinets, detection
and conduit at all the study intersections. In order to have an effective ATSPM or an
ATCS implementation, all stop-bar and advanced detection should be separated out by
lanes. This information is critical, and AMG staff will verify this information by reviewing
the as-built drawings for the study intersection. A thorough review would identify any
detection modification that may be needed at the intersections. AMG staff will work
closely with the MTC’s SE consultant to identify these modifications as part of the
implementation requirements.
AMG staff will work with the City to understand projects that are expected to occur
simultaneously that would impact the project including; upgraded controllers, and
cabinet and fiber installation. AMG staff will coordinate the schedules of those projects
and modify the implementation plan if need be for the IDEA grant.

TASK 3: SYSTEMS ENGINEERING MANAGEMENT PLAN (SEMP)
MTC’s SE consultant will prepare a Systems Engineering Management Plan (SEMP),
which would identify the items that needs to be delivered, integrated, installed, verified,
and supported for the successful implementation of the system. AMG staff will review all
findings of the SEMP to identify missing elements that need to be considered to
complete the system and also be prepared for the ATCS deployment. AMG staff will
assist the City to review the roles and responsibilities for the project and also assist in
developing the testing procedures for the project.
AMG will review and comment on the SEMP document prepared by the SE consultant. If
needed, an addendum to the SEMP document would be prepared for the simultaneous
deployment of ATSPM and ATCS.

TASK 4: USER NEEDS
Determining the User Needs for the project is a critical step for any advanced
technology deployment. AMG staff will work with the City and the SE consultant to
identify the user needs that meets the City’s overall goals, objectives, and strategies for
the project. During this stage the specific details of the ATSPM user interface, hosting
information, operational performance details, visualization, and other requirements
would be determined. The user needs should be developed with the deployment of the
ATSC in mind for the future as well as identifying all aspects of detection,
communication, and controller upgrade that support an adaptive system
implementation.
The City has already prepared a detailed inventory of its signal system. AMG staff will
assist the City in updating the inventory and provide it to the SE consultant.
At a minimum, the visualization and operational performance of the traffic signals
should be capable of providing: Arrivals on Green; Arrivals on Red; Cycle Length; Flow

CONCEPT OF OPERATIONS | The Concept of Operations is prepared to document the
system operator’s perspective. AMG staff will assist the City in describing the City’s
needs and objectives succinctly to determine what functions are proposed for the
system to ensure the capabilities of the system are fulfilled. This document is the key to
the success of the project. As part of the review process, we will relate the expected
capabilities and potential benefits to the City’s identified deficiencies and limitations.
The capabilities should include the future implementation of ATCS.
SYSTEM REQUIREMENTS | AMG staff will work with the City staff and SE consultant to
prepare the functional requirements, performance requirement, constraints, interface
requirements, data requirements, and future requirements for the traffic signal system.

TASK 6: VERIFICATION PLAN
The Verification Plan will ensure that the system deployed meets the requirements
developed under the systems engineering activities. AMG staff will make sure that the
Verification Plan ensures traceability, such that each system requirement will have a
test(s) with an associated requirement or set of requirements. AMG staff will review the
Traceability Matrix to check that it has been accomplished for the project.

The ability to look at performance measures such as “percent arrivals on red” and look
at occurrences of split failures for individual intersections, or groups of intersections, is
revolutionizing the overall Traffic Signal Maintenance and Operations (TSM&O)
performance at progressive cities and DOTs.
AMG staff is assisting in the deployment of ATSPM to manage and monitor signal
systems for multiple cities and jurisdictions including the City of Irvine, City of Hayward,
City of Concord, and City of Dublin. Our professionals are working alongside the City of
Dublin to set up the software for ATSPMs and assist city staff to understand the

ATSPM stores detector data and SPAT data in the controller every 0.1 seconds and

be estimated by a model.

NETWORKS
With the convergence of all technology toward Ethernet protocol, networks
have become the modern-day equivalent to backbone systems of old. These

a Pandora's box to the unprepared. Unlike the systems of old, Ethernet

California transition their traffic signal infrastructure to a forward-looking, proactive

implementation. Kasra is experienced in working on information technology projects as

In Joanna’s most recent role, she was responsible for helping Trafficware to fine-tune
the adaptive traffic signal system in SynchroGreen along Dublin Boulevard corridor,
generating various Automated Traffic System Performance Measures (ATSPM) reports
to support the before-after study. Joanna is also responsible for maintaining the
adaptive system health through weekly ATSPM reports.

Project Status
Future development and redevelopment plans along the
western estuary and within the cities of Alameda and
Oakland will significantly increase traffic demand in the
Posey and Webster Tubes, the two parallel underwater
tunnels connecting the cities of Oakland and Alameda. A
study of expected 2030 conditions anticipates traffic
volumes in the Posey Tube will increase by 45 percent
during the p.m. peak hour and traffic in the Webster Tube
will increase by 75 percent in the a.m. peak hour. Current
traffic conditions within the tubes result in significant
traffic congestion as traffic backs up into Alameda and
Oakland.

This award-winning project was designed to reduce
congestion in downtown Hayward to accommodate current
and projected future traffic demand in the corridor and
improve accessibility to Cal State Hayward College and
Moreau High School. The project added travel lanes on
Foothill Boulevard north of Mission/Foothill/Jackson
intersection by removing parking during the peak hours,
and south of Mission/Foothill/Jackson up to Palisades
Street. The project involved spot widening at Mission
Boulevard/ Carlos Bee Boulevard and improvements and
upgrades at 32 intersections along the SR 238 corridor.
The project constructed a one-way loop system in
downtown Hayward by converting Foothill Boulevard
between Jackson and A Street to six lanes northbound, A
Street between Foothill Boulevard and A Street to five lanes
westbound, and Mission Boulevard to five lanes
southbound between A Street and Jackson Street. The
project also included additional landscaping, sidewalks and
LED street lighting along the corridor.
The project included evaluation and design of an Advanced Traffic Management
System with adaptive coordination capabilities, designing the City’s fiber network with
96-strands of fiber and setting up the City’s TMC. ITS services for the project included,
Developing the ATMS functional requirements, Preparation of draft and Final Concept
of Operations reports, analysis of traffic detection and communications requirements,
and evaluation of adaptive control traffic signal systems and selecting the system that
most effectively meets the City’s signal system requirements.

The City of Salinas received initial funds for the
improvement of traffic signal operations on North Main
Street that serves numerous retail shopping centers as well
as provides access to interchange with US 101. The primary
project goal was to update the signal timing to provide
coordination along North Main Street for seven signalized
intersections. With the successful completion of that
project, AMG staff assisted the City will the application
process for local air quality grants to implement
adaptive signal control for the entire Main Street corridor
and Boronda Road corridor. Due to the close spacing of the
signals, traffic backed up from one intersection through
another during the peak hours, and on Saturday and Sunday
because of the high volumes from the major shopping
center.
AMG staff prepared the basic timing plans for the adaptive
system, designed and implemented the adaptively system,
and conducted the “before” and “after” study for the project.
The average reduction in travel times through the corridor
was 42 percent; the average increase in speed through the
corridor was 69 percent; and the average fuel savings was 33
percent.

This project included operational improvements and
implement Intelligent Transportation Systems (ITS)
strategies, such as adaptive ramp metering and incident
management, from the San Francisco-Oakland Bay Bridge
Toll Plaza to the Carquinez Bridge. The project will utilize
ITS technologies on freeways and arterials to enhance the
efficiency of the existing transportation network. The
project provides a balanced, responsive, and equitable
system that will monitor traffic, and improve the safety and
mobility of the users. Systems included hardware, software,
ITS devices, computer, and communication technologies
that make transportation systems operate more efficiently
and safely and provide users with real-time traffic and
transit information.
AMG staff conducted the Corridor System Management
Plan for the corridor and identified the near term,
intermediate-term, and long-term improvements for the
corridor. Integrated Corridor Mobility strategies included
freeway management systems such as Adaptive Ramp
Metering, Active Traffic Management and advisory variable
speed harmonization; incident management, arterial
management; transit management; advanced traveler
information systems; traffic surveillance; and monitoring
systems.
AMG’s Systems Integration team was responsible for the
preparation of the detailed design for Center to Field (C2F)
and Center to Center (C2C) communications, and upgrades
to the Transportation Management Centers, Transit and
Traffic Signals systems integration, and sub-systems and
systems verification. Coordination with local cities and
agencies was required to establish a communication
network between transportation centers and field devices.

In addition to preparing traffic signal, pavement delineation and signing
plans, Joy also designed the detection and fiber optic/copper signal
interconnect at 32 intersections for Phase I and 15 intersections for Phase 2.
Joy prepared the PS&E for an ATMS that includes layout of the signal
interconnect cable from the field traffic signal controller to the control room,
SIC wiring and control room layout, and control room detail. The design was
prepared to meet the requirements of SCATS installation for all the 47
intersections. In addition, 8 additional intersections were added to the
SCATS system by upgrading the communication, controller, and detection at
those intersections.
Beyond the Route 238 Corridor Improvements Project the Advanced Traffic
Management System will be expanded to most corridors within the city of
Hayward in future phases.
LAVTA Adaptive Signal Control Technology Services, Dublin, CA
(Project Manager)
As a sub consultant, Mr. Bhattacharya managed the signal detector and
communication evaluation, field implementation and fine-tuning of
SynchroGreen in Dublin. The purpose of the project was to implement the
strategies of adaptive signal control and replace the existing coordinated
traffic signal system, to provide real time changes to signal timing
parameters in response to changes in the traffic conditions along Dublin
Boulevard in the City of Dublin. The project location is along a 2.87 mile
stretch of Dublin Boulevard from San Ramon Road to Hacienda Drive,
consisting of 16 traffic signals. The adaptive system was implemented with
the capability of providing Queue Jump feature for transit at one of the
study intersection.
Adaptive Traffic Control System (ATCS) for Boronda Road and N. Main
Street Project, Salinas, CA (Project Manager)
Mr. Bhattacharya supervised the upgrade of the City’s signal system to the
state-of-the-art ATCS system provided by Rhythm engineering. Mr.
Bhattacharya designed the signal system upgrade for the North Main Street
study consisting of 6 signal system upgrades to InSync adaptive system.
Based on the “Before” and “After” study conducted under Mr. Bhattacharya’s
supervision not only showed improvement in traffic flow, but substantial
reduction in emission and air pollution.
With the study results, Mr. Bhattacharya assisting the City is preparing a
grant application to secure funding from the Air District’s Emission
Reductions Program. The grant funding was used to implement InSycnc at 7
intersections along Boronda Road between N. Main Street and
Independence Boulevard. Mr. Bhattacharya conducted the field review,
provided design upgrades, supervised the implementation of the InSync
system along the Boronda Road corridor in Salinas.

Fremont Boulevard Adaptive Signal Control Technology Project,
Fremont, CA (Project Manager)
As a sub consultant, Mr. Bhattacharya managed the signal detector and
communication evaluation, field implementation and fine-tuning of
SynchroGreen in the City of Fremont. The purpose of providing the adaptive
control along Fremont Boulevard is to overcome delay and manage queues
due to periodic traffic volume fluctuations. The project extent is 2.2 miles
consisting of 9 traffic signals, of which 7 signals belongs to the City and
Caltrans owns the remaining 2 signals.
Mr. Bhattacharya conducted field review of the existing signal system,
recommended upgrade of detection and communication systems to enable
the adaptive system functionality of SynchoGreen. Multiple areas of
improvements were identified within the constraints of having the
availability of limiting detector channels. The adaptive system is
implemented through fine-tuning of the system in the field. Currently, the
system is being tested prior to the final approval.
I-80 Integrated Corridor Mobility Project, Alameda CTC, Alameda and
Contra Costa County, CA, (Project Manager)
AMG staff were responsible for evaluating the existing system and providing
solution by designing, developing and implementing communication
between the field elements and the TMC and between the City TMC and
Regional TMC. Staff worked closely with 11 cities and 2 transit agencies to
implement the system. AMG staff is responsible for the successful
implementation and operation of all the advanced strategies implemented
as part of the project. The project included the implementation and
integration of traffic and transit operations strategies including adaptive
ramp metering, ramp metering priority for transit, traffic operations systems,
active traffic management, and incident management along a 19.5-mile
section of I-80 between the Bay Bridge Toll Plaza and the Carquinez Bridge.
In addition to the freeway improvements, the project consists of local arterial
and transit improvements along San Pablo Avenue, including signal
synchronization, transit signal priority and flush plan for incidents.
Webster Street SMART Corridor Project, Alameda County, Ca. (Project
Manager)
Joy was as the Project Manager for the Webster Street SMART Corridor
Project. The project the developed a TSP system to reduce travel time along
five AC Transit lines; designed traffic signal coordination systems along
Webster Street and Constitution Way/Lincoln Avenue; designed a new traffic
signal at Webster/Pacific Avenues and signal modifications at five
intersections; designed and implemented an Advance(VDS); designed and
implemented a CCTV system; and implemented an ATIS.

As Systems Engineer, Kasra is the systems engineer for the CCTA’s
GeMentum Station CV/AV comprehensive program, testing, and verifying
systems in one of largest test-bed facilities in the world with more than 20
miles of paved roadway, railroads, bridges, tunnels, buildings, and

a Fleet Management System for AVs.
I-80 Integrated Corridor Management Project (ICM) – Systems
Engineering, System Integration, and Software Development, San
Francisco, California (IT Specialist and IT Project Manager)
Kasra managed IT tasks of the project, conducted a feasibility study of a
proposed system, and evaluated proposed functional requirements and
improvements to District 4 ATMS. He also developed technical reports such
as systems high-level design, systems specification, system validation plan,
and system and sub-systems verification plan. Kasra actively participated in
the development of Concept of Operations (ConOps) and Functional
Requirements. Kasra prepared detailed systems design, systems integration
plan, Center to Field (C2F) and Center to Center (C2C) communications
verification, and performed actual testing, configuration, systems integration,
and systems verification. The project components include: Freeway
Management Systems; Adaptive Ramp Metering; Active Traffic Management;
Speed Harmonization; Incident Management; Arterial Management Systems;
Transit Management Systems; Advanced Traveler Information Systems;
Traffic Surveillance; Monitoring Systems. Kasra is currently performing
routing maintenance of the C2C and C2F networks and traffic control
systems for I-80 ICM that consists of devices in multiple cities such as
Berkeley and Oakland, Contra Costa County, and Caltrans.
SR-4 Integrated Corridor Management Project (ICM) – Systems
Engineering, Concord, California (IT Project Manager)
Kasra constantly met with project stakeholders and led the project meetings
to collect needs and requirements of proposed system and inform project
stakeholders of the project process on monthly basis. Kasra developed
project’s Systems Engineering Management Plan (SEMP), ConOps, and High-
Level System Requirements (SysReq). As part of the process Kasra identified
risks, necessary disaster recovery plan, necessary procedures during failure
or incidents and identified appropriate solutions for daily operation of City
Traffic Engineers, first responders such as California Highway Patrol, local
Police Departments, and Fire Departments. SysReq also documented
necessary routine procedures for operation, support, and maintenance of
the system, its sub-systems, and components.

Plano Traffic Management Center (TMC), Plano, Texas (Systems
Engineer)
As Systems Engineer, Kasra performed the needs assessment, field review,
feasibility study report, concept of operations report for City of Plano TMC
improvement study. The work included evaluation of current and future
traffic operation needs and proposing features of a new/upgraded TMC
including communications with field and external systems and other system
entities. The system is consisting of 220 signalized intersections, Wireless
Mesh network, PTZ cameras, five consoles, and primary and backup
operation centers.
I-580 Center to Center (C2C) Hub Design and Implementation Project,
Tri-Valley, California (IT Engineer)
As IT Engineer, Kasra performed analysis of needs and technical
requirements; developed inventory of existing communication infrastructure;
proposed solution and high-level designs; performed coordination and led
technical workers during implementation of fiber communication ring of Tri-
Valley cities (Dublin/Pleasanton/Livermore) and Cisco SONET Hub for
communication with Walnut Creek hub and Fremont hub; verified proposed
configuration of Cisco ONS, Cisco Routers, Servers, and firewalls.
I-580 Systems Integration Project, Tri-Valley, California (Systems Integrator)
Kasra conducted analysis of detailed design and technical requirements;
developed system implementation plan, sub-systems verification plan, and
system verification plan. He also performed coordination between technical
workers; performed on-site inspection; verified stand-alone test results;
integrated sub-systems with District 4 TMC and Tri-Valley Cities TOCs, and
East Bay SMART Corridors. The project components include: Microwave
Vehicle Detection System (MVDS), Changeable Message Signs (CMS),
Extinguishable Message Signs (EMS), Closed-Circuits Television (CCTV),
Highway Advisory Radio (HAR), Vehicle Detection Systems (VDS), traffic
signal controllers, Transit Signal Priority (TSP), and Emergency Vehicle
Preemption (EVP).
Traffic Light Synchronization Project (TLSP) - Communication Design,
Laguna Hills, California (Systems Integrator and IT Project Manager)
Kasra managed IT tasks of the project, prepared field network design and IP
Schemas, procured devices, and performed verification of communication
between TMC and field devices. He also verified configuration of serial to
Ethernet converters and Ethernet switches, verified communication between
field devices and servers, configured and verified configuration of TMC
switches, firewalls, and servers. Field devices such as Traffic Controllers, VDS,
and CCTV cameras were integrated into Econolite CENTRACS ATMS Software
as part of this project.
