Boards and Commissions Expectations
ADA Access Advisory Committee
The ADA Access Advisory Committee is established to review the City’s progress in implementing
its Settlement Agreement with the Department of Justice regarding Project Civic Access. The
Committee shall serve an advisory role in assisting the City with creating or modifying procedures,
policies, and standards that are necessary to bring San Rafael into compliance with both the
Settlement Agreement and the ADA.
Qualifications: The majority of members of the Committee shall be residents of the City who have
significant experience in the disability community. At least 5 members shall be both residents of
San Rafael and persons with disabilities. Some members of advocacy groups or social service
providers may also be appointed, but no more than three organizations will serve on the
Committee. Also, one member of the Committee shall represent the San Rafael business
community interest.

Bicycle & Pedestrian Advisory
Committee
The goal of the Bicycle and Pedestrian Advisory Committee is to promote bicycling and
walking as viable means of transportation throughout San Rafael; to provide conceptual
input on public bicycle and pedestrian infrastructure projects; and to support the
implementation of the City's Bicycle and Pedestrian Master Plan.
Qualifications: The Advisory Committee shall consist of 7 members. Members of the
Committee may either be residents of San Rafael or business owners within the City of
San Rafael. Two additional members of the committee shall be youth representatives.

Design Review Board
The Design Review Board (DRB) consists of design professionals appointed by the City
Council to provide advice on new development projects and most exterior changes to
existing buildings. Applications are evaluated based on our General Plan and Zoning
Ordinance design policies and criteria, with the goal of having new projects harmonize
with the natural environment and surrounding area. The Board is advisory, with final
permit decisions made by the Planning Division staff, the Zoning Administrator, Planning
Commission or City Council, depending on the complexity of the project. The scope of
the DRB authority is to review and make recommendations on design matters such as
architecture, mass, bulk, site planning, site improvements, color, materials, and
landscaping.
Qualifications: The Design Review Board members shall be qualified as follows:
1. At least two (2) members shall be licensed architects or licensed building designers;
2. At least one member shall be a licensed landscape architect;
3. At least one of the five (5) members shall have background or experience in urban design;
4. The alternate member may have qualifications in any of the above fields of expertise;
5. All board members shall reside in the City of San Rafael; and

Citizen Advisory Committee
on Economic Development and
Affordable Housing
The Citizens Advisory Committee on Economic Development and Affordable Housing (CAC)
advises the City Council on activities related to the economic vitality of the City including the
Economic Vitality Work plan, the Downtown Station Area Plan, the Homeless Action Plan, and
various General Plan policies related to economic development and affordable housing.
Qualifications: Members of the committee shall be residents, property owners, or business people
within the City of San Rafael.

Fire Commission
The Fire Commission was established to review the future needs of the fire department
as it relates to the long-range capital needs, review the relationship between the fire
department and other governmental agencies or public entities, and to review and make
recommendations regarding the annual fire department budget, amendments to the fire
prevention code and other ordinances that pertain to the prevention of fires within the
community.
Qualifications: The commission shall consist of 6 members. Members of the commission
must be residents of San Rafael.

Library Board of Trustees
The Library Board of Trustees is an advisory board that meets monthly with responsibility
to provide support for the Library Director, support the Library Foundation in its quest for
a new library, serve as advocates for the Library to the City Council, and help increase the
visibility of the Library in the community.
Qualifications: Members of the commission must be residents of San Rafael.

Marin County Commission on Aging
The Marin County Commission on Aging is a 23-member federally mandated advisory council to
the Marin County Board of Supervisors. The Commission works closely with the Aging and Adult
Services on behalf of Marin’s older adults. Commissioners are appointed to three-year terms by
either the Board of Supervisors or the 11 incorporated Cities and Towns in Marin. In addition, Marin
County's Senior Assembly Member and Senior Senator, representatives of the California Senior
Legislature (CSL), also serve as ex-officio members for a four-year term.
Qualifications:
According to the Older Americans Act, membership shall be composed of:
a) a majority of persons 60 years or older;
b) service providers;
c) members who reflect the geographic, racial, economic, and social complexion of
the area they represent; and
d) at least one member who represents the interests of the disabled.

Hazardous & Solid Waste Mgmt. JPA
Local Task Force
The Local Task Force serves as an advisory board to the Marin County Hazardous and
Solid Waste Management Joint Powers Authority (JPA). The Local Task Force provides
viewpoints and concerns from different geographical, interest based and industry
associated members. Seats on the Task Force include public members from different areas
of the County, solid waste haulers/facility operators, special districts, and members from
environmental organizations. The Task Force specifically assists in the review of the JPA's
Integrated Waste Management Plan for all areas of Marin County to help the County reach
its zero waste goals.
Qualifications: San Rafael representative must be residents of the City of San Rafael.

Marin/Sonoma Mosquito and Vector
Control District
The Marin/Sonoma Mosquito and Vector Control District protects the health and welfare of the
communities it serves from mosquitoes and vector-borne diseases by utilizing cost-effective,
environmentally responsible integrated vector management practices. The Marin/Sonoma
Mosquito & Vector Control District is governed by a Board of Trustees. Each member represents
his or her city of residence or a county at large. Trustees are appointed by their city council or
county board of supervisors and serve a two or four-year term.
Qualifications: Each member of the Board appointed by the governing body of a City or
Town shall be an elector of the City or Town from which he/she is appointed, and a
resident of that portion of the city/town which is in the District. Trustees are required to
file a Statement of Economic Interest with the State of California, Fa ir Political Practices
Commission, within (30) thirty days after assuming office (and each subsequent year).
The District assists trustees with the necessary paperwork. Each Trustee is sworn in and
he or she signs a Loyalty Oath.

Measure D –
Special Library Parcel Tax Committee
The Measure D Special Library Parcel Tax Committee meets a few times a year with
responsibility to act as an independent citizens oversight committee to ensure that the
Library spends the funds from the parcel tax in a manner consistent with the language of
the ballot measure that approved the tax.
Qualifications: Members of the Committee shall be at least 18 years of age and reside
within the City limits. The Committee may not include any employee or official of the City,
or any vendor, contractor or consultant doing business with the City.

Measure E Oversight Advisory
Committee
The Measure ‘E’ TUT Oversight Committee ensures that all revenues received from the
voter-approved local Transactions and Use Tax (Measure ‘E’) are spent only on permissible
uses, as outlined in Ordinance No. 1913. The Committee does not have any budgetary
decision authority, does not allocate financial resources, and does not make budget or
service recommendations to the City Council. The Committee meets once each fiscal year.
Qualifications: Members of the Committee shall be at least 18 years of age and reside
within the City limits. The Oversight Committee may not include any employee or official
of the City, or any vendor, contractor or consultant doing business with the City

Park and Recreation Commission
This Commission assists the City Council in developing and implementing the long-range
plans for City parks and recreation facilities; monitors current service levels and
community needs; reviews the performance of City partnerships with community groups
in the utilization of facilities and production of programs; reviews and advises on general
policies and procedures in the delivery of park, recreation, child care and cultural services.
Qualifications: Members of the commission must be residents of the City of San Rafael.

Planning Commission
The Planning Commission consists of citizen volunteers appointed by the City Council to
make decisions or advise the Council on land use and property development issues. The
Commission assures that new development is consistent with our long-range General
Plan, State laws and other public policies that advance the interests of our community.
Qualifications: The Planning Commission is composed of 7 members who are appointed
by the City Council to four-year terms. Members of the commission must be residents of
San Rafael.
