SUBJECT: APPOINTMENT OF DON MAGDANZ, JANE MIDDLETON AND SARA SONNET TO
THREE-YEAR TERMS ON THE BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE
(BPAC) WITH TERMS TO EXPIRE THE END OF NOVEMBER, 2012.
RECOMMENDATION:
It is recommended that the City Council appoint Don Magdanz, Jane Middleton and Sara Sonnet to fill
three, 3 -year terms on the Bicycle and Pedestrian Advisory Committee, with terms to expire the end of
November, 2012.
BACKGROUND:
At the meeting of October 5, 2009, the City Council called for applications to fill five three-year terms
(including two alternate terms) on the Bicycle and Pedestrian Advisory Committee (BPAC), to the end of
November, 2012, due to the expiration of terms of Sean Braniff, Don Magdanz and Sara Sonnet and
alternates Jane Middleton and Kraemer Winslow, and one two-year vacant youth position, to the end of
November, 2011.
Applications for all positions were made available on October 6, 2009. Applications were available on the
City of San Rafael's website, under the City Clerk's page, and in hardcopy at the City Clerk's office. In
addition, flyers advertising the youth position opening was emailed to each of the three high schools
located with the City of San Rafael city limits (Terra Linda High School, San Rafael High School and
Marin Academy) on October 9'", 2009. Flyers were also given to current BPAC members and other
bicycle and pedestrian advocates to pass on to anyone they though might be interested. The application
deadline was October 27`", 2009 at noon for all BPAC positions.
Three applications were received, all from current BPAC members (Don Magdanz, Jane Middleton and
Sara Sonnet). No applications were received for the youth position.
Since all applicants are already members of the BPAC, interviews are not necessary as all applicants
have already been interviewed by _ the City Council at least once. Therefore, staff recommends
appointment all three applicants to permanent positions on the BPAC to last three -years and expire at the
end of November, 2012. Staff also recommends leaving the two alternate positions and the youth
position vacant and to recruit for these positions again when the next round of BPAC terms expire in April,
2011. Staff will request permission to call for applications to fill the vacant positions at that time.
It is recommended that the City Council appoint Don Magdanz, Jane Middleton and Sara Sonnet to fill
three positions on the Bicycle and Pedestrian Advisory Committee to expire at the end of November,
2012 and to keep the youth position and two alternate positions vacant.

The deadline for filing applications is Tuesday, October 27, 2009 at 12:00 Noon.
There is no compensation paid to Committee Members.
ONLY RESIDENTS OF OR BUSINESS OWNERS WITHIN THE CITY OF
SAN RAFAEL MAY APPLY.
The Bicycle and Pedestrian Advisory Committee meets twice yearly (to be announced) in the
Public Works Conference Room, 111 Morphew Street, San Rafael. These meetings shall comply
with all provisions of the Brown Act.
Interviews are to be scheduled at a Special City Council Meeting to be held on Monday,
November 2, 2009, commencing at 6:30 p.m., to fill five, 3 -year terms (including two alternate
terms) to the end of November, 2012.
San Rafael City Council Resolution No. 10318, adopted October 5, 1998, outlines the powers
and duties of committee members, etc., and may be obtained from the City Clerk's Office.
