HomeMy WebLinkAboutPD Click It or Ticket GrantAgenda Item No: 3 Meeting Date: September 21, 2009 SAN RAFAEL CITY COUNCIL AGENDA REPORT Department: Police Department Prepared by: Glenn McElderry, Lieutenant City Manager Approval: SUBJECT: A RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING USE OF STATE OF CALIFORNIA OFFICE OF TRAFFIC SAFETY GRANT FUNDS IN THE AMOUNT OF $29,225.00 FOR "CLICK IT OR TICKET" MINI GRANT SEATBELT EDUCATION AND ENFORCEMENT PROGRAM OCT 1, 2009 THROUGH SEPT 8, 2010 RECOMMENDATION: Staff recommends the Council adopt resolution authorizing the Police Chief to use the OTS funding for "Seatbelt Compliance" enforcement from October 1, 2009 through September 8, 2010. BACKGROUND: For the past nine years, the Office of Traffic Safety (OTS) for the State of California has funded the City of San Rafael Police Department to act as liaison agency for The Marin Police Chiefs Association for the purpose of coordinating the "Avoid the Marin 13" DUI reduction campaign. In 2005, OTS funded the Police Department to coordinate a statewide "Avoid" publicity campaign to educate other cities and counties on successful publicity programs. In 2006, OTS awarded to the Police Department $377,517 to enforce DUI/Drivers License violations. In 2007, OTS awarded to the Police Department $24,900 for seatbelt compliance enforcement. In 2008, OTS awarded the Police Department $5,000.00 to enforce seatbelt compliance in the City of San Rafael. This year, OTS has awarded $29,225.00 for a year long seatbelt education and enforcement program. Analysis: The project goal of OTS is to increase seatbelt use statewide to 95%. The San Rafael Police Department will assist OTS in achieving this goal by enacting a "Click it or Ticket' seatbelt compliance enforcement program from October 2009 through September 2010. Data will be collected and evaluated in comparison to previous years. RESOLUTION N RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING USE OF STATE OF CALIFORNIA OFFICE OF TRAFFIC SAFETY GRANT FUNDS IN THE AMOUNT OF $29,225.00 FOR "CLICK IT OR TICKET" MINI GRANT SEATBELT EDUCATION AND ENFORCEMENT PROGRAM OCTOBER 1, 2009 THROUGH SEPTEMBER 8, 2010 Whereas, the State of California, Office of Traffic Safety granted the City of San Rafael $29,225.00 in grant funds; and Whereas, this grant money may be spent to pay overtime costs associated with the "Click it or Ticket' seatbelt compliance enforcement campaign: and Whereas, the City of San Rafael will conduct surveys and car stops during the enforcement period of October 1, 2009 through September 8, 2010; and Whereas, the Department will use those funds for overtime personnel costs of lieutenants, sergeants, police officers, police service specialists, dispatchers and administrative personnel; NOW, THEREFORE BE IT RESOLVED, that the City Council approves the use of $29,225.00 in grant funds.
