RECOMMENDATION: Staff recommends that the City Council adopt the attached resolution authorizing the use of Federal Justice Assistance Grant Funds in the amount of $26,565 to purchase a new SWAT trailer. BACKGROUND: The San Rafael Police Department proposes the use of this grant funding to purchase a new equipment trailer for the SWAT (Specialized Weapons and Tactics) team. The intended purpose for the trailer is to quickly and efficiently bring the SWAT team's equipment to a critical incident scene where hostile situations can be resolved without further threat of injury or loss of life. The trailer provides an organized home for tactical team and individual operator equipment. It is imperative that this equipment remain organized and in a centralized location, ready for immediate deployment. Grant funds will be used to make a single purchase of the trailer and customized shelving and cabinets. The trailer will allow the team to operate at a much more efficient level, offering storage for all practical pieces of equipment associated with the team. On May 22, 2009, The US Department of Justice (DOJ) released information about this grant opportunity. This grant is specific on equipment eligibility and has a set amount allotted to each city. The total amount authorized to the police department is $26,565. This is a non-competitive grant and is part of DOJ's semi-annual grant opportunities. Additionally, this grant required that the application was made public and an opportunity to comment was provided to citizens and neighborhood or community organizations. This was provided at the City Council meeting on June 15, 2009. The grant application was submitted in July and awarded on September 15, 2009 ANALYSIS: The police department will use this grant money to replace the SWAT trailer, purchasing a larger, more efficient trailer that will house and organize vital equipment for the team. FISCAL IMPACT: The grant will cover the entire purchase up to $26,565. This will be a one time purchase and will not use any city funds. ACTION REQUIRED: Adopt Resolution and approve the recommendation that the Police Department continue with the submittal of an application for the 2009 Local Byrne JAG Grant. Whereas, the United States Department of Justice, Bureau of Justice Assistance granted the City of San Rafael $26,565 in Justice Assistance Grant (JAG) funds; and, Whereas, the Department will use those funds to purchase a new SWAT trailer; and, Whereas, the City Council must approve use of the grant funds to begin the process of grant approval; NOW, THEREFORE BE IT RESOLVED, that the City Council approves the use of and accepts $26,565 in Justice Assistance Grant funds.
