SUBJECT: RESOLUTION AUTHORIZING TEMPORARY CLOSURE OF FOURTH STREET FROM "F"
STREET TO "H" STREET FOR THE DOWNTOWN SAN RAFAEL WEST END -FALL FARMERS' MARKET
CELEBRATION EVERY THURSDAY IN OCTOBER 2009

RECOMMENDATIONS:
1. Approve closure of Fourth Street from "F" Street to "H" Street from 4:00 p.m. to 9:00 p.m.
2. Approve closure of "G" Street between Fifth Avenue and Second Street, and Ida Street between Second
Street and Fourth Street to through traffic from 4:00 p.m. to 9:00 p.m.
BACKGROUND:
The Downtown Farmers' Market Festival is a flagship weekly event for the community and county. It provides
entertainment, nutritious foods, crafts, and clothing, and brings shoppers to Downtown. The Downtown Farmers'
Market Festival thrives even in these fragile economic times. This annual event ends at the end of September each
year. At the request of several West End Village merchants, we are proposing to have a seasonal fall Farmers'
Market in October located between F and H Streets on Fourth Street for the benefit of the west end of our
Downtown. The proposed market will run from 5:00pm — 8:00pm. The energy of the Market can easily meld into
the West End Village as a fall celebration and entice an active commerce for the merchant community. We will
pursue continual contact and feedback from the local merchants and the residents to make sure that this is a positive
endeavor with minimal impact to the surrounding community. Staff and the market personnel will survey the
opinions of all participants, merchants and residents to ensure that this event is a desired and good fit for the West
End.
In addition to Council approval of the street closures, the production of these markets is contingent upon a
successful farmer and vendor participation rate, which will be determined over the next week.
FISCAL IMPACT:
The Downtown Farmers' Market Festival requires support from Police and Event Operations Staff. The event
producers will be responsible for the all related costs with regards to Police, clean up and additional equipment. City
Staff will provide and engage road closure equipment and operations.
OPTIONS:
1. Disapprove street closures.

RESOLUTION AUTHORIZING TEMPORARY STREET CLOSURE OF
FOURTH STREET FROM F STREET TO H STREET FOR THE DOWNTOWN SAN
RAFAEL WEST END -FALL FARMERS' MARKET CELEBRATION
EVERY THURSDAY IN OCTOBER 2009
WHEREAS, the Downtown San Rafael West End -Fall Farmers' Market Celebration necessitates
the temporary closure of Downtown streets on Thursday evenings from October 1 through October
22, 2009 as specified below:
1. Fourth Street from "F" Street to "H Street" from 4:00 p.m. to 9:00 p.m.
2. "G" Street between Fifth Avenue and Second Street, and Ida Street between Second Street
and Fourth Street to through traffic from 4:00 p.m. to 9:00 p.m; and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined
and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the
downtown area, the above streets should be temporarily closed to through traffic for the dates and
times described above.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES
AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and
protection of persons, both pedestrians and vehicle drivers, the City Council hereby
authorizes the temporary closure of the above listed streets for the dates and times
described above.

of the City of San Rafael, held on Monday, the twenty-first day of September, 2009, by the
