Nancy Mackle, Economic Development Director Ken dhoff, City Manager DATE: August 12, 2009 RECOMMENDATION: Approve Resolution authorizing temporary closure of A Street from Fourth Street from to Fifth Avenue for the Christopher B. Smith Rafael Film Center Ten Year Anniversary Celebration and Dine Around Free Movie Event from 6:00pm to 12:00am on Wednesday, September 23, 2009. BACKGROUND: This is the fourth free outdoor viewing by the Christopher B. Smith Rafael Fihn Center. Unique in this case is a partnership with the Downtown Dine Around event. The movie scheduled to be played is Walt Disney's full feature animation "Ratatouille". The Film Center has long been the pride of Downtown San Rafael and their free Downtown movies are incredibly popular with the local residents. The Film Center is an active ingredient in the personality of the Downtown and provides quality film entertainment and education to the public, hi this partnership with the Downtown Dining event, this adds an additional opportunity to celebrate the ten year anniversary and the upcoming film festival at the Christopher B. Smith Rafael Film Center with the public as well as add a unique nightcap to the Downtown Dine Around. Sharing this celebration adds another level of excellent free entertainment to the San Rafael Downtown corridor. Instead of inviting the public into the limited confines of the theatre, the theatre goes out to the street, adding the unique outdoor element to this celebration. Street to be closed from 6:00pm to 12:00am: A Street from Fourth Street to Fifth Avenue. The proposal has been coordinated with the Police, Fire, Downtown merchants and Public Works, FISCAL IMPACT: City staff will be posting the "No Parking" signs and putting out crowd control barricades. Cleanup is being handled by the event. Promoters will notify all affected merchants and residents prior to the event. The Redevelopment Agency will contribute funds to pay for the film production out of the current year's events budget. RESOLUTION AUTHORIZING TEMPORARY CLOSURE OF A STREET FROM FOURTH STREET TO FIFTH AVENUE FOR THE CHRISTOPHER B. SMITH RAFAEL FILM CENTER TEN YEAR ANNIVERSARY CELEBRATION AND DOWNTOWN DINE AROUND EVENT FROM 6:00PM TO 12:OOAM ON WEDNESDAY SEPTEMBER 23RD, 2009 WHEREAS, the Christopher B. Smith Rafael Film Center Ten Year Anniversary Celebration and Downtown Dine Around Event necessitates the temporary closure of A Street from Fourth Street to Fifth Avenue from 6:00pm—12:OOam on Wednesday, September 23rd, 2009: and WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the Downtown area, the above street should be temporarily closed to through traffic for the date and times described above. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed street for the date and times described above.
