RECOMMENDATION: Approve resolution authorizing temporary closure of Fourth Street from A
Street to B Street for the Christopher B. Smith Rafael Film Center Ten Year Anniversary Celebration
from 6 p.m. to 11 p.m. on Sunday, June 21, 2009.
BACKGROUND: This is the third free outdoor viewing proposed by the Christopher B. Smith Rafael
Film Center. The Film Center will project the first Beatle's film "A Hard Day's Night" onto the fagade of
the building located next to the Rafael Film Center from a scissor lift located across the street from the
theatre.
The Film Center has long been the pride of Downtown San Rafael. The Film Center is an active
ingredient in the personality of the Downtown and provides quality film entertainment and education to
the public. The intent of the Film Center is to celebrate the ten year anniversary of the Christopher B.
Smith Rafael Film Center with the public. Sharing this celebration adds another level of excellent cultural
entertainment to the Downtown corridor. Instead of inviting the public into the limited confines of the
theatre, the theatre goes out to the street to be more inclusive and less restrictive to anyone who may enjoy
this celebration.
Street to be closed from 6 pm to 11 pm: Fourth Street from A Street to B Street.
The proposal has been coordinated with the Police, Fire, Downtown merchants and Public Works.
FISCAL IMPACT: City staff will be posting the "No Parking" signs and putting out crowd control
barricades. Cleanup is being handled by the event. Promoters will notify all affected merchants and
residents prior to event.
ACTION REQUIRED: Approve temporary closure of Fourth Street from A Street to B Street for the
Christopher B. Smith Rafael Film Center Ten Year Anniversary Celebration from 6 p.m. to 11 p.m. on
Sunday, June 21, 2009.

CENTER TEN YEAR ANNIVERSARY CELEBRATION

WHEREAS, the Christopher B. Smith Rafael Film Center Five -Year Anniversary Celebration
necessitates the temporary closure of a Downtown street on Sunday, June 21, 2009:
Street to be closed from 6 p.m. to 11 p.m.:
1. Fourth Street from A Street to B Street
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined
and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the
downtown area, the above street in the Downtown area should be temporarily closed to through
traffic for the date and times described above.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES
AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and
protection of persons, both pedestrians and vehicle drivers, the City Council hereby
authorizes the temporary closure of the above listed street for the date and times
described above.
