RECOMMENDATION: Staff recommends that the City Council adopt a resolution appointing
members to the Business Improvement District (BID) Board of Directors.
DISCUSSION: The BID was formed as an assessment district of the City of San Rafael for the
businesses fronting Fourth Street between E and Lincoln and some of the side streets. It includes
retail businesses and excludes financial institutions, service businesses and professionals. The
BID's purpose is to revitalize and promote the downtown business area and they do this through
community events and downtown 1plarketing. The BID also serves informally as a downtown
merchant association, as it brings together merchants and professional people to increase economic
activity for all in the downtown and make the downtown a fun, safe and friendly place.
The BID board is an advisory board to the San Rafael City Council regarding the recommended
expenditures for the funds collected each year. The City Council should therefore take formal
action to appoint its Board members. The BID Board members and officers listed below have been
voted into place by the BID members at their June 5, 2009 meeting, with all terms expiring June 30,
2011. The BID Board usually consists of 15 members, so as more vacancies are filled, staff will
return to City Council for appointment of the additional Board members.

RESOLUTION APPOINTING A BUSINESS IMPROVEMENT DISTRICT (BID)
BOARD OF DIRECTORS
WHEREAS, the Downtown Business Improvement District (BID) has been established
and requires a Board of Directors; and
WHEREAS, the City Council wishes to appoint business community members to the BID
Board of Directors:
NOW, THEREFORE, BE IT RESOLVED that the following shall be appointed to the BID
Board with terms expiring June 30, 2011:
