It is recommended that the Redevelopment Agency interview the following applicants to fill four, 4 -year

SUMMARY BACKGROUND:
At the meeting of May 4, 2009, the Redevelopment Agency called for applications to fill four, 4 -year terms
to the end of June, 2013, due to the expiration of terms of Committee Members Gladys Gilliland, Rick
Keefer, Glenn Koorhan and Roger Smith. Committee Members Rick Keefer and Roger Smith indicated
they would not seek reappointment. Seven applications were received by the deadline of Tuesday, May
26, 2009.
ACTION: Approve Agency recommendations.

The deadline for filing applications is Tuesday, May 26 2009, at 12:00 noon, in the City
Clerk's Office.
There is no compensation paid to Committee Members Members must comply with the City's
ethics training requirement of AB 1234 and reimbursement policy. See attached information
ONLY RESIDENTS, BUSINESS PERSONS, AND PROPERTY OWNERS OF THE
CITY OF SAN RAFAEL MAY APPLY.
The Citizens Advisory Committee on Redevelopment regularly meets on the first Thursday of
every month at 7:00 p.m. in City Hall, Conference Room 301, to review and advise the Agency
about programs and policies pertinent to the redevelopment of San Rafael.
Interviews of applicants will be held at a Special Meeting of the San Rafael Redevelopment
Agency on Monday, June 1, 2009, commencing at 6:00 p.m. (time subject to change), to fill four,
4 -year terms to the end of .lune, 2013.
A copy of Resolution No. 74-1, Designating the Role of the Citizens Advisory Committee on
Redevelopment, with updated Exhibit "A" entitled Guidelines for Operation, is attached.

Resolution Designating the Role of
the Citizens Advisory Committee on Redevelopment
Findings and Purpose:
1. The Agency has established the Central San Rafael Redevelopment Project
and has embarked on a Redevelopment Program within the City of San Rafael.
The program will have, over the period of its life, a significant impact on
the community as a whole, and particularly upon that area of the community
within the project boundaries.
2. It .is the desire of the Agency to have the benefit of input and advice from
the community in the formulation of the Agency's programs and activities,
and this advice can best be directed to the Agency's attention through the
formation of a Citizens Advisory Committee.
Resolved:
The Agency hereby establishes a Citizens Advisory Committee on Redevelopment
and adopts the guideline of operations for the Committee, attached hereto as
Exhibit A, and by this reference made a part hereof.

CITIZENS ADVISORY COMMITTEE — REDEVELOPMENT
Guidelines for Operation
1. Purpose - The purpose of the Citizens Advisory Committee is to provide residents, business
people and property owners with a means to express their views regarding the nature and
operations of the various redevelopment projects in an advisory capacity to the Agency. It is
the intent that this will allow the Agency to carry out a program which will fully meet the
needs and desires of the project area and community as a whole.
2. Scope of the Committee - The Citizens Advisory Committee is a special single purpose body
in that its concerns are limited to redevelopment activities as they affect specific project areas
and in the selection of other projects which might be considered by the Agency.
3. Functions - The Citizens Advisory Committee advises the Agency in two ways:
a) The Committee provides ongoing advice, suggestions and feed back to the Agency
staff in a close liaison manner.
b) The Committee makes official recommendations to the Agency members on those
items which may be considered at Agency meetings.
4. Membership - Members of the Committee shall be appointed by the Agency. They shall be
residents, property owners, or business people within the City of San Rafael. While meetings
of the Advisory Committee shall be open to the public, only members of the Committee,
appointed by the Agency, shall have voting rights.
5. Office and Staff - The office of the Committee for the transaction of business shall be the
office of the Redevelopment Agency. Agency staff shall provide all necessary staff services
to the Committee.
6. Meetings - The Committee shall adopt a regularly scheduled meeting time. They shall meet
once a month at a set designated place. That meeting shall be open to the public, and the
Committee may have such other meetings as it deems advisable. Such special meetings may
be called by the Chair, or by a majority of the Committee Members. Notice of each such
meeting shall be given to each member twenty-four (24) hours in advance of the meeting,
either by mail or telephone. A quorum of the meeting shall be constituted if 50 percent of the
members are present.
7. Officers - The Committee shall select from among its members a Chair, a Vice -Chair, and a
Secretary.
Chair - The Chair shall be the Chief Officer of the Committee and shall preside at all
meetings. He/she shall be an ex -officio member of all sub -committees and shall have the
general powers and duties usually vested in the office of Chair.
Vice -Chair - The Vice -Chair shall assume the office of Chair in the absence of the Chair.
Secretary - The Secretary shall keep or cause to be kept at the principal office of the
Committee a book of Minutes of all meetings and record of attendance of all members.
The Secretary shall also keep or cause to be kept such other records as shall be directed
by the Committee.
Officers shall be elected at the first meeting of the Committee each year and shall serve
for a one (1) year term.
8. Disclosure of Interest - All members of the Committee shall file with the Agency's Secretary
a public disclosure statement indicating all property and business interests owned by them
located within any redevelopment project area.

My reasons for desiring to serve are:
1. With professional expertise in both finance and real estate, I believe I can continue to make
meaningful and important contributions to the work of the Committee. To date, I have been able
to contribute by serving as the Committee chairperson for two years (1993-94), as well as on the
Rafael Theater and PG&E/Marriott subcommittees, the Andersen Drive design subcommittee,
and the Macy's developer selection committee.
2. As a resident of San Rafael and as an owner of downtown property, I take an intense interest in
the redevelopment issues facing this city. I would continue to work to the best of my abilities to
further the redevelopment goals of this community and to offer sound advice to the Agency.
3. The Agency's participation in the 3`d and C parking garage, the Rafael Town Center project, the
B Street redevelopment area, affordable housing, and managed economic growth are all important
activities which move us closer to tidly realizing the vision of the Downtown Community Plan.
The achievements of the past several years are to be applauded, and we must continue to work
hard, particularly in these challenging economic times, toward the continued success of these and
other important projects.

MY REASONS FOR WANTING TO SERVE ARE:
I believe strongly that an effective Citizen Advisory Committee should be comprised of
individuals who have a solid understanding of the complexities of municipal government while
having an ability to communicate effectively with individuals of all viewpoints. I believe that my
experience as a community organizer and a member of the budget office of one of the largest
cities in California make me uniquely equipped to be able to meet the many challenges this
position could present. As a Fiscal & Policy Assistant in the Mayor's Office of Public Policy and
Finance, I provide a range of administrative support, assist with policy research, draft
memoranda, while also managing the front office. This front office management places me as
the face of the office; being the initial point of contact for any member of the public with
questions or concerns about budgetary and/or policy decisions.
Redevelopment has a track record of being a very local issue. Often, redevelopment project s
evoke reactions and feelings that can vary from neighborhood to neighborhood, even within the
same city. In the National Federation of the Blind, I have lead efforts to enter both familiar and
unfamiliar communities in order to build local chapters. This required me to quickly learn the
community and find ways to connect with residents. I'm confident that my experience organizing
in communities around the Bay Area has given me the skills needed to interact with San Rafael
residents.
In addition to my professional and volunteer experiences, I am a three and a half year resident
of San Rafael. During this time, I have lived entirely in the Agency's Project Area. San Rafael is
an amazing city, however there are several areas that need assistance from the Redevelopment
Agency to maintain and/or improve their vitality. With the onset of the latest economic downturn,
Central and Eastern San Rafael face unique challenges in the months and years ahead. The
Project Area of the San Rafael Redevelopment Agency holds many places that can benefit
immediately from agency action. The closure of a multitude of small businesses on the 4th Street
corridor along with Circuit City, a Canal District anchor, has left the Project Area in need of
redevelopment. This is a beautiful city that can remain a family friendly area, where business
can thrive and property value remains stable. 1 am eager to become a part of the revitalization of
the seat of Marin County.

• Lead Northern California community organization effort to build local chapters
