Approve resolution authorizing closure of the following streets on Saturday, May 9, 2009 for Greg Borrelli's May Madness Classic Car Parade: 1. "A" Street from Parking Structure driveway to Fifth Avenue from 8:00 a.m. to 10:00 p.m. 2. Julia Street from "A" Street to "B" Street 8 a.m. to 10:00 p.m. 3. Fourth Street between Lootens and "A" Street from 7:00 a.m. to 11:00 p.m. for pre/post event production. 4. Fourth Street from Lincoln to "D" Street from 11:00 a.m. to 10:00 p.m. S. Cijos from South of Commercial to Fourth Street from 11:00 a.m. to 10:00 p.m. 6. Lootens from Third Street to Apartment Building driveway from 11:00 a.m. to 10:00 p.m. 7. "B" Street from Parking Structure driveway to Fifth Avenue from 11:00 a.m. to 10:00 p.m. 8. "C" Street from Parking Structure driveway to Fifth Avenue from 11:00 a.m. to 10:00 p.m. 9. Lincoln Ave. between Fifth Avenue & Third Street 11:00 a.m. to 10 p.m. for staging. B. Approve posting "No Parking" Tamalpais to Lincoln on Fourth Street and Fifth to Third on Lincoln (for overflow parking) and all streets as noted above, as needed, from 11:00 a.m. to 7:00 p.m. on Saturday, May 9, 2009. BACKGROUND: This will be the 22nd year for this very popular event tradition, which annually draws thousands of people to our Downtown. This is the second year that the event will provide Beer and Wine Tasting in an enclosed area to help pay for the cost of the event, as well as a small classic motorcycle showcase. As always there will be great music provided by local musicians, tasty food booths to entice the attendees, and the immensely popular Show & Shine of Classics and Hot Rods throughout the day before the Car Parade. FOR CITY CLERK ONLY File No.: City Council Meeting: Disposition: Page 2 The most important change for the 2009 May Madness Classic Car Parade is the partnership of the Downtown Business Improvement District (BID) with Community Action Marin (CAM), a local community non-profit. CAM and the BID have joined forces to raise additional sponsorship funds. This alignment significantly improves the profile of this event and also provides a larger funding base. FISCAL IMPACT: Police and Public Works overtime costs estimated at $6,000 which is included in the Agency's annual event budget. OPTIONS: 1. Approve resolution. 2. Not approve resolution authorizing street closures. ACTION REQUIRED: A. Approve resolution authorizing the following street closures on May 9, 2009: 1. RESOLUTION NO. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL AUTHORIZING THE TEMPORARY CLOSURE OF CITY STREETS FOR THE 22nd ANNUAL GREG BORRELLI'S MAY MADNESS CLASSIC CAR PARADE ON MAY 99 2009 WHEREAS, the 22nd Annual Greg Borrelli's May Madness Classic Car Parade necessitates the temporary closure of city streets on May 9, 2009 as specified below: 1. "A" Street from Parking Structure driveway to Fifth Avenue from 8:00 a.m. to 10:00 p.m. 2. Julia Street from "A" Street to "B" Street 8:00 a.m. to 10:00 p.m. 3. Fourth Street between Lootens and "A" Street from 7:00 a.m. to 11:00 p.m. for stage setup and take down. 4. Fourth Street from Lincoln to "D" Street from 11:00 a.m. to 10:00 p.m. 5. Cijos from South of Commercial to Fourth Street from 11:00 a.m. to 10:00 p.m. 6. Lootens from Third Street to Apartment Building driveway from 11:00 a.m. to 10:00 p.m. 7. `B" Street from Parking Stricture driveway to Fifth Avenue from 11:00 a.m. to 10:00 p.m. 8. "C" Street from Parking Structure driveway to Fifth Avenue from 11:00 a.m. to 10:00 p.m. 9. Lincoln Ave. between Fifth Avenue & Third Street 11:00 a.m. to 10 p.m. for staging. WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the downtown area, the above streets should be temporarily closed to through traffic for the date and times described above. THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS: 1. That all of the above findings are true and correct; 2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons, both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the above listed streets for the date and times described above.
