REPORT TO MAYOR AND CITY COUNCIL
SUBJECT: Approve Resolution Authorizing the Temporary Closure of City Streets for the Youth in
Arts Italian Street Painting i �Festival 2009 on June 13 - 14, 2009.

RECOMMENDATION:
Approve resolution authorizing the following street closures:
1. Fifth Avenue from B Street to Court Street Wednesday, June 101i from 9:00 a.m. to 4:30 p.m. for
application of seal coat, and from 10:00 p.m. Thursday, June I I 1 until Monday, June 151' at 4:30 p.m.
2. Julia Street and A Street from Wednesday, June I Oh at 8:00 a.m. until Monday, June 151' at 4:30 p.m.
Tenant access to parking lots on Julia Street will be available throughout the event's street closures.
3. In the event of rain, street closures will occur on the following week beginning Wednesday, June 17'h
and ending June 22'1
4. Youth in Arts may also use the Downtown City Plaza as an Information -Sponsor area beginning
Friday, June 121i for set up and ending Sunday evening, June 14`h. No street painting will take place
in the San Rafael City Plaza.
FISCAL IMPACT:
Estimated costs for Public Works staff time, event coordination, and purchase of an arts square total
approximately $4,500, all of which is paid by the Redevelopment Agency's event budget. There will also
be lost revenue for the meters taken out of operation beginning on June 101i.
OPTIONS:
1. Approve street closures.
2. Disapprove street closures.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SAN RAFAEL AUTHORIZING THE TEMPORARY
CLOSURE OF CITY STREETS FOR THE YOUTH IN
ARTS ITALIAN STREET PAINTING FESTIVAL 2009
ON JUNE 13 - 149 2009
WHEREAS, the Youth in Arts Italian Street Painting Festival 2009 necessitates the temporary closure of
city streets as specified below:
1. Fifth Avenue from B Street to Court Street on Wednesday, June 10"' from 9:00 a.m. to 4:30 p.m. for
application of seal coat, and from 10:00 p.m. on Thursday, June 11'h until Monday, June 15'h at 4:30 p.m.
2. Julia Street and A Street from Wednesday, June 10"' at 8:00 a.m. until Monday, June 15"' at 4:30 p.m.
3. In the event of rain, street closures will occur on the following week beginning on Wednesday, June 17'b.

WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has determined and
recommended that, in the interest of the safety and welfare of pedestrian and auto traffic in the Downtown
area, the above streets should be temporarily closed to through traffic for the dates and times described
above.
THE CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of Vehicle Code section 21101(e), for the safety and protection of persons,
both pedestrians and vehicle drivers, the City Council hereby authorizes the temporary closure of the
above listed streets and parking lots for the dates and times described above.

Resolution was duly and regularly introduced and adopted at a regular meeting of the City Council of the
City of San Rafael, held on Monday, the sixth day of April, 2009, by the following vote, to wit:
