Subject: RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING USE OF
STATE HOMELAND SECURITY FUNDS IN THE AMOUNT OF $38,715 FOR EQUIPMENT
PURCHASE
Recommendation: Staff recommends the Council adopt resolution authorizing Police Chief to use the
Marin County OES funding for Homeland Security for the purchase of emergency response equipment.
Background: Since the inception of Homeland Security funding, the County of Marin has coordinated
law enforcement and fire departments in determining the needs of the County in responding to
emergency situations. In the first round of funding, Fiscal Year 2002, the State Office of Homeland
Security identified the equipment that was to be made available throughout the fifty-eight counties and
each county applied for those items. In Marin County, a panel of five representatives from County Office
of Emergency Services, the Marin County Police Chiefs and Marin County Fire Chiefs met and analyzed
the state of preparedness of all agencies before determining what items on the list were to be requested.
That funding provided personnel protection equipment (suits, gloves, boots, and gas masks) for law
enforcement and fire.
This year, the County Office of Emergency Services authorized the use of $123,000 for departments in
Marin with a Special Weapons and Tactics Team. Each team was requested to identify specific
equipment needs to address local homeland security issues.
Analysis: The San Rafael Police Department received approval in the State Homeland Security
Grant Program for the purchase of a SWAT Tactical Blanket. The Tactical Blanket is a five panel shield
which will protect officers from most rifle bullets. The blanket can be used to protect officers while
approaching a suspect or scene as well as rescuing citizens or injured officers. The purchase of the item
equips the SWAT team who are the Department's specially trained emergency response unit and will be
deployed when needed in the City of San Rafael and when requested throughout the County of Marin.
The Grant requires use of grant funds to be spent by February 28, 2010.

RESOLUTION OF THE SAN RAFAEL CITY COUNCIL APPROVING USE OF
STATE HOMELAND SECURITY FUNDS IN THE AMOUNT OF $38,715 FOR
EQUIPMENT PURCHASE
Whereas, the State of California, Office of Emergency Services granted the
County of Marin Sheriff Office of Emergency Services $123,000 in grant funds;
and,
Whereas, this grant money may be spent to pay costs associated with the
Homeland Security emergency preparedness in Marin County during Fiscal Year
2009; and,
Whereas, the City of San Rafael Police Department has identified the need for
special equipment to enhance the ability of the Department to respond to
emergency situations more effectively and efficiently; and,
Whereas, the Department will use those funds for a tactical shield system; and,
NOW, THEREFORE BE IT RESOLVED, that the City Council approves the use
of $38,715 in grant funds.

resolution was duly and regularly introduced and adopted at a regular meeting of
