SUBJECT: Resolution authorizing Grant to Rebuilding Together in the amount of $10,000
RECOMMENDATION: Staff recommends that the Agency adopt the attached resolution
authorizing a grant to Rebuilding Together for a housing program in the amount of $ 10,000.
BACKGROUND: Rebuilding Together Marin is a non-profit organization that partners with
community volunteers to rehabilitate houses occupied by low-income households. The organization
has requested Agency financial assistance to purchase materials for San Rafael projects in the
amount of $ 10,000. This is the eleventh year the Agency has provided financial assistance to the
Rebuilding Together organization.
The workday is scheduled for the last Saturday in April. On that day, City employees, their families
and other service organizations from San Rafael will be assisting on several projects in San Rafael.
The organization is in the process of evaluating the 2009 projects that assist low-income
homeowners and non -profits. In previous years Bob Parr, SRFD (Retired), spent many hours
working with Rebuilding Together staff, local contractors and the property owners to develop the
workday schedules and to order all of the materials.
ANALYSIS: Agency funds will be utilized for materials for the San Rafael projects involving
housing. Agency assistance for a housing rehabilitation program such as Rebuilding Together
furthers the housing objectives of the Agency by providing the volunteer and organizational
assistance necessary to rehabilitate affordable housing for low and moderate -income households.
Agency funds will be used for materials not for organizational overhead.
FISCAL IMPACT: The grant shall total $ 10,000 and would be charged to the housing fund.
ACTION REQUIRED: Adopt the attached resolution.

It was a pleasure speaking with you today about our Non-profit Rebuilding Together
Marin.
On behalf of the Board of Directors; I would like to once again thank the City of
San Rafael and it's Redevelopment Agency Board for considering Rebuilding
Together Marin as a recipient of a $10,000 grant from their Low and Moderate
Income Housing Fund. We are enormously appreciative for your past involvement in
helping us and volunteers of the community make warm and safe homes for our
neighbors in need in the city of San Rafael.
We are also grateful for the group of concerned employees who have helped in the
past. Sherry Mason and Bob Parr have acted as co -captains and have lead a team
on a couple of projects, we took forward to partnering with them again. We are
also excited about a new working relationship we will be having in the very near
future with two hometown Rotary Clubs; The Rotary Club Mission San Rafael and
The Rotary Club of San Rafael, which Mayor Al Boro is currently a member.
Please allow me to introduce Rebuilding Together to you.
Rebuilding Together Marin, an affiliate of Rebuilding Together USA, is a non-profit
community-based organization dedicated to assisting low-income homeowners,
particularly the elderly, disabled, and families with children to live in warmth,
safety and independence through volunteer repair of owner -occupied homes and
non-profit community facilities serving these groups. We do these repairs at no
expense to the homeowner or facility. Since 1995, over 3,500 volunteers have
worked at, repaired and rehabilitated over 125 homes and non-profit facilities that
support low-income families throughout Marin County.
For the low-income, elderly and/or disabled in Marin County, property maintaining
a home can be an impossible task. Many of our neighbors are placed in the position
of choosing between vital necessities, such as food, medicine, or safety issues.
Many choose food and medicine over safety issues, foregoing much needed repairs
on heaters, roofing, flooring, toilets, tubs, showers, plumbing, electrical, kitchen
fixtures, and weatherization and having working appliances.

At Rebuilding Together Marin, we work to ensure that as many of these families as
possible do not have to make the difficult choices as mentioned.
We currently have several projects in San Rafael that need our immediate
attention. One such project is the Sylvia way home Isaak 8 Lyubor Dubinovsky have
lived in for over 10 years. Mrs. Dubinovsky is disabled and uses a walker to get
around in her home, their daughter has conveyed that the house is in an advanced
state of deterioration. We have a team that is in the process of assessing the home
to see where we can accomplish the greatest amount of work. Along with
individual homeowners, we also assist many local non -profits, like Casa Allegra,
Lifehouse and the Canal Alliance. Casa Allegra has two projects that have asked for
immediate attention.
All repairs are made possible through financial as well as material donations from
local and National sponsors. Materials such as lumber, paint, paint brushes,
carpeting, windows, doors, hardware, appliances etc. are either donated outright,
purchased at cost or at discounts provided by local and national sponsors. With
each dollar leveraged by a minimum factor of 3, home sponsorships of $3,000 -
$4,500 translate to a minimum renovation dollar value of between $9,000 -
$13,500; non profit sponsorships of $3,500 - $5,000 translate to a minimum
renovation dollar value of between $10,500 - $15,000. As you can see we try to
maximize the funds that are donated to us and turn them around to benefit the
community and our neighbors in need.
In closing, I wish to again thank the San Rafael Redevelopment Agency Board
members and the city of San Rafael for considering this grant and for continuing
partnering with Rebuilding Together.

What is Rebuilding Together Marin?
Rebuilding Together Marin, an affiliate of Rebuilding Together USA, is a non-profit
community-based organization dedicated to assisting low-income homeowners,
particularly the elderly, disabled, and families with children to live in warmth, safety
and independence through volunteer repair of owner -occupied homes and non-profit
community facilities serving these groups. Rebuilding Together USA began in Midland,
Texas in 1972 under the name Christmas in April and became a national organization
in 1988. Christmas in April Marin began in 1995 and received its independent 501(c)(3)
status in 1997. `Rebuilding Together' was introduced nationally as the new corporate
name in the spring of 2001, in response to requests by national corporate sponsors for
a name that more clearly reflected the nature of our services.
Why is Rebuilding Together Marin needed?
For the low-income, elderly and/or disabled in Marin County, properly maintaining a
home can be an impossible task. Many of our neighbors are placed in the position of
choosing between vital necessities, such as food or medicine, or deferred safety
maintenance issues. RT Marin works to ensure that as many of those families as
possible do not have to make these difficult choices. Since 1995, over 3,500
volunteers have worked at, repaired and rehabilitated over 125 homes and non-profit
facilities throughout Marin County.
Who sponsors Rebuilding Together Marin?
Sponsorship funds are received from small and large businesses, corporations, local
governments and Foundations, service organizations and clubs, churches/synagogues,
associations and individuals. Local as well as national businesses also provide in-kind
donations of materials and needed supplies. All funds received are tax-deductible.
Who is eligible for Rebuilding Together Marin services?
Low-income homeowners, particularly elderly, physically challenged and families with
children who are physically not able to do and cannot afford to pay for the work
themselves from their limited income are eligible, as are the non-profit facilities that
serve them. If you are, or know someone who may be eligible, please contact us for
an application.
How are Rebuilding Together Marin projects selected?
Community organizations, service groups, churches/synagogues and individuals, etc.
refer projects to Rebuilding Together Marin. Individual homeowners may request our
services directly. Upon qualification of the application, members of the House
Selection Committee, along with a skilled trades person make a preliminary site visit.

The Rebuilding Togther Marin Board of Directors makes the final decision, based on
established criteria, need and sponsorship and resource availability.
Who can volunteer for Rebuilding Together Marin?
Anyone fourteen and older can be a Rebuilding Together volunteer. Volunteers come
from businesses, schools, community service organizations, corporations, associations,
churches andsynagogues and the community at large. They represent all professions
including white and blue collar, homeowners and students etc. Volunteers do not
need to be skilled at home repairs, and any skills, as simple as a willingness to help,
will be well utilized.
Where do the skilled trade's people come from?
Numerous community minded skilled individuals contractors, plumbers, electricians,
roofers, etc. and building, contracting, flooring, roofing, and lumber companies etc.,
donate their time, services and expertise as well as providing trucks, equipment and
tools. Without such skilled workers and assistance, many repairs could not be
undertaken.
Who pays for the Rebuilding Together Marin repairs?

RESOLUTION AUTHORIZING A GRANT TO
REBUILDING TOGETHER
IN THE AMOUNT OF $10,000
WHEREAS, the San Rafael Redevelopment Agency (the "Agency") has set objectives
for affordable housing in accordance with the Amended and Restated Redevelopment Plan (the
"Agency Plan") for the Central San Rafael Redevelopment Project Area; and
WHEREAS, in order to serve the objectives of the Agency Plan, the Agency desires to
secure and maintain affordable housing; and
WHEREAS, the Agency has established a Low and Moderate Income Housing Fund
(the "Fund") pursuant to Health and Safety Code Section 33334.3; and
WHEREAS, Rebuilding Together, a non-profit organization operates a housing program
which will further the objectives of the Agency; and
WHEREAS, the Agency desires to assist Rebuilding Together by making a grant in the
amount of Ten Thousand Dollars ($10,000) (the "Grant") from the Fund to purchase materials to
improve several properties in San Rafael serving low and very low income persons;
NOW, THEREFORE, IT IS HEREBY RESOLVED that the Agency Board
hereby approves allocating Ten Thousand Dollars ($10,000) from the Fund to fund the Grant to
Rebuilding Together as a lawful expenditure of the Fund under the California Community
Redevelopment Law, Health and Safety Code Section 33000.
I, ESTHER C. BEIRNE, Agency Secretary of the San Rafael Redevelopment Agency,
hereby certify that the foregoing resolution was duly and regularly introduced and adopted at a
regular meeting of the members of said Agency held on the 6a' day of April 2009, by the
