SUBJECT: Street closure for Carnegie Centennial Celebration event
RECOMMENDATION: Staff recommends that City Council approve recommendation to close Mission
Avenue between C and E Streets between the hours of 12:00 noon and 6:00pm on Sunday, January 25,
2009, to allow for pedestrian and horse-drawn carriage traffic during the Library's Carnegie Centennial
Celebration event, to be held at the Library and the Falkirk Cultural Center between 12:30 and 5 p.m.
BACKGROUND: The Carnegie Centennial Celebration is an event that will include a wide variety of
featured components, including horse-drawn carriage rides between the Library and the Falkirk Mansion.
The Library will be open for business from 1 to 5 p.m., and the event will be preceded by an outdoor
bagpipe concert at 12:30 p.m. We expect hundreds of people to turn out in celebration of their Public
Library, to patronize the Library, to participate in programs at the Library and at Falkirk, and to attend the
event re-creating the January, 1909 opening of the new Library to the public.
ANALYSIS: Street closure will ensure safe access to the event by pedestrians coming from parking
areas downtown. It will have minimal impact on automobile traffic since the event is on a Sunday.
FISCAL IMPACT: None.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN RAFAEL
AUTHORIZING THE TEMPORARY CLOSURE OF MISSION AVENUE BETWEEN
C STREET AND E STREET FOR THE SAN RAFAEL PUBLIC LIBRARY'S
CARNEGIE CENTENNIAL CELEBRATION
WHEREAS, the San Rafael Public Library's Carnegie Centennial Celebration
necessitates the temporary closure of Mission Avenue between C Street and E Street on
Sunday, January 25, 2009, from 12 noon — 6:00 PM; and
WHEREAS, after reviewing plans for the event and the traffic patterns, City staff has
determined and recommended that, in the interest of the safety and welfare of pedestrian,
horse-drawn carriage, and auto traffic in the downtown area, the above street should be
temporarily closed to through traffic for the date and time described above: and
WHEREAS, Mission Avenue has been closed in the same manner in past years with
success for similar events;
CITY COUNCIL OF THE CITY OF SAN RAFAEL HEREBY RESOLVES AS
FOLLOWS:
1. That all of the above findings are true and correct;
2. That, pursuant to the authority of the Vehicle Code section 21101 (e), for the
protection of persons, both pedestrians and vehicle drivers, the City Council
hereby authorizes the temporary closure of the above listed street for the date
and time described above.

foregoing resolution was duly and regularly introduced and adopted at a Regular meeting
of the City Council of said City held on Monday, the fifth day of January, 2009, by the
