February 10, 2009 at 12:00 noon in the City Clerk's Office, City Hall, Room 209. SUMMARY/BACKGROUND: The 2 -year terms of Bicycle and Pedestrian Advisory Committee Youth Members Ellen Obletz and Jacob Coleman expire at the end of February, 2009. The Bicycle and Pedestrian Advisory Committee will interview applicants during the week of February 16, 2009, and make appointments. Names will be brought forward for confirmation by the City Council. ACTION: Approve staff recommendations. Enclosures: Vacancy notice Committee guidelines Application Resolution No. 10318 FOR CITY CLERK ONLY File No.: Council Meeting: Disposition: TWO VACANCIES (YOUTH) - CITY OF SAN RAFAEL BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE APPLICATIONS to serve on the Bicycle and Pedestrian Advisory Committee, City of San Rafael, for two positions may be secured at the City Clerk's Office, City Hall, 1400 Fifth Avenue, Room 209, San Rafael, and online at http://www.cityofsanrafael.orWGovemment/City Clerk/Boards and Commissions.htm The 2 -year terms will be for youth representatives to the end of February, 2011. The deadline for filing applications is Tuesday, February 10, 2009 at 12:00 noon, in the City Clerk's Office, City Hall, Room 209. There is no compensation paid to Committee Members. ONLY STUDENTS WHO ARE RESIDENTS OF THE CITY OF SAN RAFAEL AND ARE ATTENDING HIGH SCHOOL MAY APPLY. The Bicycle and Pedestrian Advisory Committee meets twice yearly (to be announced) in the Public Works Conference Room, 111 Morphew Street, San Rafael. These meetings shall comply with all provisions of the Brown Act. Interviews will be conducted during the week of February 16, 2009, by the Bicycle and Pedestrian Advisory Committee at a special meeting, to fill the two, 2 -year terns. Appointments will be confirmed by the City Council. San Rafael City Council Resolution No. 10318, adopted October 5, 1998, outlines the powers and duties of committee members, etc. ESTHER BEIRNE City Clerk City of San Rafael Dated: January 20, 2009 BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE PURPOSE The Bicycle and Pedestrian Advisory Committee meets twice a year to review the City's progress in implementing the San Rafael Bicycle and Pedestrian Master Plan and other related issues as directed by the City Council. The Committee will also promote public involvement and support for bicycling and walking as viable alternatives to driving. QUALIFICATIONS All members of the Bicycle and Pedestrian Advisory Committee must be individuals with a strong interest and enthusiasm for planning and improving bicycle and pedestrian facilities. The Advisory Committee shall consist of seven (7) members. Members of the Committee may either be: Residents of San Rafael; or Business owners within the City of San Rafael Two additional members of the committee shall be youth representatives. Committee members will be appointed by the City Council. TIME COMMITMENT The Advisory Committee shall meet twice a year. The meetings shall comply with all provisions of the Brown Act. The Council hereby establishes a Bicycle and Pedestrian Committee consisting of seven members who are residents or business owners within San Rafael and one member representing the youth community. 2. The Committee shall meet within one month after appointment of its members and select a Chair, Vice Chair, and Secretary. The Committee shall select a regular time and place of meetings (at least every other month). All meetings shall comply with the Brown Act. 3. The Committee shall be advisory to the City Manager and to the City Council and shall have the following goals: • Develop a bicycle master plan; • Participate in the development of the bicycle and pedestrian sub -element of the city's General Plan Update; • Seek grant funding for bicycle and pedestrian projects from Federal, State and County resources. • Assist the City in realizing the bicycles and pedestrian goals as stated in the North San Rafael Vision and the Canal Voice; • Promote bicycling and walking as alternative modes of transportation to the general public; I, JEANNE M.
