RECOMMENDATION:
It is recommended that the City Council interview the following four (4) applicants to fill two, four-year
terms on the Fire Commission, with terms to expire the end of March 2009.

TWO VACANCIES - CITY OF SAN RAFAEL
FIRE COMIVIISSION
APPLICATIONS to serve on the Fire Commission, City of San Rafael, for two, four-year terms
to the end of March, 2009, may be secured at the City Clerk's Office, Room 209, City Hall,
1400 Fifth Avenue, San Rafael. The deadline for filing applications is Tuesday, March 15,
2005 at 12 noon.
There is no compensation paid to Fire Commissioners.
ONLY RESIDENTS OF THE CITY OF SAN RAFAEL MAY APPLY.
The Fire Commission regularly meets on the second Wednesday of every other month at
7:30 p.m. in the City Manager's Conference Room 201.
Interviews are to be scheduled for a Special Council Meeting to be held on Monday, March 21,
2005, commencing at 6:30 p.m., to fill two, four-year terms to the end of March, 2009.

2.16.010 Board of fire commissioners.*
A board of fire commissioners is created. (Ord. 889 § 2,
1967: Ord. 825 § 1, 1965: Ord. 422).

2.16.011 Board membership—Compensation.
The board of fire commissioners shall consist of five
members appointed by the city council, one of whom may
be a councilman. The chief of the fire department shall be
an ex officio member of the commission, but shall not be
entitled to vote as a member of the commission. All mem-
bers of the commission shall serve without compensation.

2.16.012 Board term of office and removal.
The members of the board of fire commissioners shall
serve for a term of four years and shall be subject to re-
moval by the affirmative vote of three members of the
council. The terms of office of members of the commis-
sion shall be staggered in the manner provided by resolu-
tion of the city council. (Ord. 889 § 3 (part), 1967).
2.16.013 Board powers and duties.
Subject to the direction and control of the city council,
as provided in Section 2.04.030 of this code, the powers
and duties of the board of fire commissioners shall be:
To review and recommend concerning the future needs
of the fire department in respect to long-range capital
needs, including buildings, training facilities, and water
mains and hydrant replacements;
To review the relationship of the fire department with
other governmental agencies and private entities concern-
ing topics which the commission feels present a true and
pressing need for the city's fire service, i.e., mutual aid
and the fire rating system of the Independent Insurance
Office;
To review, comment and make recommendations
regarding the annual operating budget of the department;
To recommend to the fire chief and the city council
action concerning initial adoption and future amendments
to the fire prevention code, the building code, and other
such ordinances which pertain to the prevention of fires
within the community;
To receive monthly reports from the department head
concerning the general operations and functions of the
department;
To perform such other duties as may be prescribed by
the city council. (Ord. 1131 § 1, 1974: Ord. 889 § 3 (part),
1967).
2.16.020 Park and recreation commission.*
A park and recreation commission is created. (Ord. 889
§ 4, 1967: Ord. 511).

2.16.021 Commission membership—
Compensation.
The park and recreation commission shall consist of

2.16.023 Commission powers and duties.
Subject to the direction and control of the city council,
as provided in Section 2.04.030 of this code, the powers
and duties of the parks and recreation commissioners shall
be:
To assist in the preparation and adoption of a review
annually and revise as necessary a long-range plan for
parks including neighborhood parks, community -wide
parks, special use facilities and open space lands;
To focus public attention upon the need for adequate
parks and healthful and creative year-round supervised
recreation for all age groups;
To assist in promoting the public recreation programs;
To solicit to the fullest extent possible the cooperation
of school authorities and other public and private agencies
interested therein;
To assist the parks and recreation director in establish-
ing general policies and procedures in respect to park us-
age;
To review, comment and make recommendations
regarding the annual operating budget of the department;
To receive periodic reports from the department head
concerning the general operations and functions of the
department;
To perform such other duties as may be prescribed by
the council. (Ord. 1131 § 2, 1974: Ord. 889 § 5 (part),
1967).
2.16.030 Board of library trustees.
A board of library trustees is created. (Ord. 889 § 6,
1967).

I have worked closely with Fire Departments throughout the country when I worked with Neighbor-
hood Reinvestment. As a Councilwoman in New Jersey, I was extremely proud of our Volunteer Dept.,
and for the past twelve -plus years, I've tried to do my best working to help train neighborhoods in
wildfire prevention with our superb Fire Department. I hope you will permit me to continue.

Civic Activities: Pomona College, Claremont: Vice -President of the Student Body.

Move from SF to San Rafael in 1957, taught 2 years at Sleepy Hollow School, active in AAUW, staff work
on 1960 State Senate election, appointed Presidential Elector 1960.
Bob's job with Rheem transferred us to New Jersey, Jan. 1961.

Return to San Rafael, Spring, 1986 when husband's job transferred us back to Bay Area. Serve on
Marin Grand Jury 1989, (served as Foreman Pro Tem), helped form Fed. of S. R. Neighborhoods, work
with Fairhills Neighborhood Assoc., help form Coro National Alumni Assoc., Pres. of AAUW (1990-91),
appointed to Board of Marin Symphony Assoc. (1991 to current).
Serve as Fire Commissioner, 1993 to today. Help develop FireSafe Marin, by-laws, rental space, funding
and serve as Pres. and am still on the FSM Board. Work with several neighborhoods, doing wildfire safety
training, developing literature, working on Chipper Days (including Loch Lomond, Los Ranchitos,
Fairhills). Obtain grant funds ($38,000) from Bureau of Land Management for San Rafael and do 3 more
neighborhood wildfire prevention programs: Lincoln -San Rafael Hill, Southern Heights and a portion of
Dominican. Have frequently given talks and developed materials for neighborhoods on wildfire safety in
neighborhoods and organizations throughout the County.
Civic Activities: New Jersey (1961-1986): Elected to City Council 1971-1986, served as Council Presi-
dent 1978-1986, resigning the night before the moving van came to return us to San Rafael (had been asked
to stay until we finished the budget). Council activities/major projects included: establishing a Recycling
Center, Flood Control facilities, a new Sewer Plant, and Railroad Bridge improvements (major problem --
train tracks on a bridge had been moved by a truck passing -and getting stuck -underneath), Senior Center
(for 600+), new park the "Commons" (our Bi -Centennial project) etc.. Other community service included
V.P. local United Way (received 1981 Citizen of the Year Award), Library Board (1969-71), Board of N.J.
Elected Women Officials.
Civic Activities: Union County, N.J.: City rep. to Board of Freeholder meetings; elected by County to
serve as first Chair of Union County Community Development Block Grant Committee (responsible for
developing agreements among 18 cities representing 365,000 people, distributing $8,000,000 to
$20,000,000 each year).
New Jersey State: Served on the NJ Civil Rights Commission, worked on state committees which devel-
oped the rules and regulations for: Green Acres funding, Flood Plain Management, Library funding, Gar-
den State Arts Center Commission, and was a representative to the National League of Cities for N.J.
Personal, with remuneration: Represented Coro Foundation on East Coast from 1964 to 1978 visiting
candidates at various colleges, universities and cities, attending all selection programs throughout the
country. Consultant to Danforth Foundation (St. Louis) as they worked with Coro Foundation; Consultant
to Federal Home Loan Bank Bd. (this ultimately became Neighborhood Housing Services, and I commuted
to D.C. from N.J.. Our main office was (is) in Washington, D.C.) My job was Associate Director, Training
and Development, and I worked throughout the country, usually getting to New Jersey on week -ends plus
Mondays for City Council meetings. Our major role was to "turn neighborhoods around". My husband'9s
job changed in 1986, and we returned to San Rafael!

Dear Mr. Mayor & Council Members:
It is my pleasure to apply for and to earn an appointment as a Commissioner to the San Rafael
Fire Commission.
I have been active in City of San Rafael sponsored Civic Activities for the last three years since
returning to Marin. My professional background is in local government redevelopment. In other
communities, I have been appointed to the City of Loma Linda Historic Commission (oldest CA
Mission), acted as Staff Manager of City of Upland's CDBG program to guide members of the
Upland Community Block Grant Commission (included special HUD regulation review/funding of a
Thermal Imaging Camera for the Upland Fire Department and related Programs), and I have
sought/implemented two state funded tree grants and regional bikeway grants for other cities.
Presently, I serve as an Alternate to San Rafael's Parks and Recreation Commission.
I have participated and graduated from both the San Rafael Citizens Police Academy and the Fire
Academy. In Richmond, I serve on the City's Emergency Operations Center team as a
department representative and assisted in the operation of a first emergency drill in over ten
years. In San Rafael, I am a North San Rafael DART Steering Executive Committee member.
Other members of this team include SRFD's PIO and two volunteer trainers currently educating
San Rafael citizens in the current offering of the City of San Rafael's DART program.
My desire to serve the Fire Commission is to seek enhancement of San Rafael's facilities,
programs and services that improve the quality of life.
