Mizroch It is an honor and privilege to re -apply for the position of Fire Commissioner on the San Rafael Fire Commission. When I first applied for this position in 1992, though naive to the intricacies of the Fire Department, I sought the position to become educated enough to serve and support the best interests of the Department. These years of experience have been extremely valuable to me personally and I hope of some utility to and support for the Fire Department and the City of San Rafael. If re -appointed, I would seek to support Chief Montenero in promoting the continued success of the Department. The Fire Department continues to provide a superb level of service to the city not only in fire suppression, quality paramedic services, but also a variety of community enrichment programs. As a physician leader in the county, I will continue to advocate for enhanced Fire Department recognition and support... particularly the need for Paramedic Tax enhancement. Leoncini, City Clerk City Hall, Room 209 1400 Fifth Avenue San Rafael, CA 94901 Dear Ms. Leoncini: This letter is to inform you that I highly recommend Mr. Craig Murray for a position on the City of San Rafael Fire Commission. In the two years that I have known Craig, he has worked diligently to improve our Emergency Operations Center. Since October, 2004, he has regularly participated as a staff member in the Richmond Emergency Operations Center (EOC). Craig assists in the coordination of training events and serves in the EOC by staffing an assignment in the Planning/Intelligence section. He developed the Emergency Operation Plan for his department, the Community & Economic Development Agency. This plan is used during Richmond EOC drills and in anticipation of a city-wide emergency. This past year, he participated in the following training with the State Office of Emergency Services: • Public Assistance Training and Outreach: Marin County OES Office — September 20, 2005. Received training in understanding proclamations, disaster assistance, preliminary damage assessments and hazard mitigation. RICHMOND FIRE DEPARTMENT 1401 MARINA WAY SOUTH RICHMOND, CA 94804 TELEPHONE (510) 307-8041 FAX (510) 307-8048 • Environmental, Historical and Debris Removal: Richmond City Council Chambers — September 21, 2005. Craig coordinated with State OES representatives to offer this requisite course and training in Richmond. This benefited city of Richmond EOC personnel and employees from other jurisdictions within Contra Costa County and the greater Bay Area. Received training in identifying debris types and disaster characteristics, qualifying contracts and public assistance in the Stafford Act and FEMA 44 CFR and State Title 19 Regulations. Individual Assistance and Local Assistance Center: Training received included general information about local emergency proclamations, levels of disaster assistance, guide for decision makers in establishing a LAC under the five functions within the Standardized Emergency Management System (SEMS) — Management, Planning, Operations, Logistics, and Finance/Administration. Further training received on disaster legislation, declarations and designations, the coordination of damage assessments, various federal disaster assistance and loan types, federal recovery programs and local government examples of recent California LACs. The above training gives city staff an understanding of how to maximize state and federal funding following disasters. • Applied, received and managed two EPA grants totaling $1.5 million to assess and clean up contaminated Richmond properties. If you have any further questions, please do not hesitate to contact me at (510) 307-8041. Sincerely, Michael Banks Interim Fire Chief MB:dc 0 Page 2
