Mayor Al Boro & Members of the City Council
City of San Rafael

San Rafael, CA 94915-1560
Dear Mr. Mayor & Council Members:
It is my pleasure to apply for and to earn an appointment as a Commissioner to the San Rafael
Fire Commission.
I have been active in City of San Rafael sponsored Civic Activities for the last four years since
returning to Marin. My professional background is in local government redevelopment. In other
communities, I have been appointed to the City of Loma Linda Historic Commission (oldest CA
Mission), acted as Staff Manager of City of Upland's CDBG program to guide members of the
Upland Community Block Grant Commission (included special HUD regulation review/funding of a
Thermal Imaging Camera for the Upland Fire Department and related Programs), and I have
sought/implemented two state funded tree grants and regional bikeway grants and two
environmental assessment and clean-up grants for other cities. Presently, I serve as an .Alternate
to San Rafael's Parks and Recreation Commission.
I have participated and graduated from both the San Rafael Citizens Police Academy and the Fire
Academy. In Richmond, I serve on the City's Emergency Operations Center team as a
department representative and assisted in the operation of a first emergency drill in over ten
years. In San Rafael, I am a North San Rafael DART Steering Executive Committee member.
I have experience working with State OES and joint EOC related training and functions.
My desire to serve the Fire Commission is to seek enhancement of San Rafael's facilities,
programs and services that improve the quality of life.
Regards,
Craig K. Murray

Since October, 2004, he has regularly participated as a staff member in the
Richmond Emergency Operations Center (EOC). Craig assists in the
coordination of training events and serves in the EOC by staffing an
assignment in the Planning/Intelligence section. He developed the
Emergency Operation Plan for his department, the Community & Economic
Development Agency. This plan is used during Richmond EOC drills and in
anticipation of a city-wide emergency.
This past year, he participated in the following training with the State Office of
Emergency Services:
• Public Assistance Training and Outreach: Marin County OES Office — September 20,
2005. Received training in understanding proclamations, disaster assistance,
preliminary damage assessments and hazard mitigation.

• Environmental, Historical and Debris Removal: Richmond City Council Chambers —
September 21, 2005. Craig coordinated with State OES representatives to offer this
requisite course and training in Richmond. This benefited city of Richmond EOC
personnel and employees from other jurisdictions within Contra Costa County and the
greater Bay Area. Received training in identifying debris types and disaster
characteristics, qualifying contracts and public assistance in the Stafford Act and
FEMA 44 CFR and State Title 19 Regulations.
Individual Assistance and Local Assistance Center: Training received included
general information about local emergency proclamations, levels of disaster
assistance, guide for decision makers in establishing a LAC under the five functions
within the Standardized Emergency Management System (SEMS) — Management,
Planning, Operations, Logistics, and Finance/Administration. Further training received
on disaster legislation, declarations and designations, the coordination of damage
assessments, various federal disaster assistance and loan types, federal recovery
programs and local government examples of recent California LACs.
The above training gives city staff an understanding of how to maximize
state and federal funding following disasters.
