Chairman Boro announced in Open Session that the Redevelopment Agency would be going into
Closed Session to discuss the following Closed Session item:

3. PUBLIC HEARING - TO CONSIDER ADOPTION OF THE CENTRAL SAN RAFAEL REDEVELOPMENT
PROJECT IMPLEMENTATION PLAN FOR 1994/95 THROUGH 1999/2000 (RA) - File R-140 XIV
Chairman Boro declared the Public Hearing opened.

Assistant Director Ours stated that last year the State passed AB1290 - the
Redevelopment Reform Act, with the requirement that each Redevelopment Agency
prepare a plan setting forth the goals and objectives and how it will be eliminating
blight over the next five years. Mr. Ours explained that we have been doing 3 -year
projections, which is when the money will run out unless there is new money, plus
how we will be spending the housing funds in the two years after that. Tonight's
report is the best estimate of what has been approved, and what we think we will be
doing in the next five years.
Chairman Boro asked if anyone in the audience wished to speak. As no one wished to
speak, Chairman Boro closed the Public Hearing.
Chairman Boro indicated a letter was received this evening from the Citizens'
Advisory Committee stating they had reviewed the Redevelopment Plan and have
unanimously endorsed the Plan.
Member Cohen moved and Member Zappetini seconded, to adopt a Resolution Adopting
Central San Rafael Redevelopment Project Implementation Plan for 1994/95 through
1999/2000.
Member Thayer stated that a lot of the Redevelopment money is used for projects that
are ordinarily within the province of Public Works, such as streets, road building
and drainage. She asked if this is typical of Redevelopment Agencies elsewhere.
Mr. Ours stated Redevelopment Agencies are the last source of funds available for
this type of thing, noting all of the projects listed in our Plan are tied into the
economic well-being of the City. He stated it is not a maintenance of what is going
on, but rather to create economic improvements. Mr. Ours pointed out that Redevelop-
ment Funds are very important to the City of San Rafael.
