RESOLUTION DESIGNATING REDEVELOPMENT
SURVEY AREA A.
WHEREAS, the Community Redevelopment Law of the State of
California (Health and Safety Code Sections 33310 through 33312)
provides authority for the designation and description by resolution
of the City Council of Survey Areas in order to determine if a redevelop-
ment project or projects within said area are feasible; and
WHEREAS, the City Council of the City of San Rafael hereby
finds and determines that the area described below requires study
to determine whether a redevelopment project or projects within said
area are feasible,
NOW THEREFORE, BE IT RESOLVED by the City Council of the City
of San Rafael, California:
1. That pursuant to the authority conferred by the Community
Redevelopment Law of the State of California, the City Council of
the City of San Rafael hereby designates the following described areas
as "Redevelopment Area A":
Beginning at the intersection of Lindaro Street and
Jordan Street in San Rafael, Marin County, California;
thence southeasterly on Jordan Street to Lovell Avenue;
thence southeasterly on Lovell Avenue to Woodland Avenue;
thence easterly on Woodland Avenue to the easterly City
Limit line; thence southeasterly and southerly along
said City Limit line to its southerly terminus; thence
southeasterly along said City Limit line across U. S.
Highway 101 to East Sir Francis Drake Boulevard; thence
continuing southesasterly along said City Limit line
across East Sir Francis Drake Boulevard 2,400 feet, more
or less; thence leaving said City Limit line, northerly
and easterly of the East San Rafael levee to the San
Rafael City Limit line distant 600 feet more or less
southeasterly from Bay Way; thence along said City Limit
line to Bay Way and along Bay Way; thence northerly to
Bellevue Avenue; thence northeasterly and northerly
along said City Limit line and Bellevue Avenue to Point
San Pedro Road; thence westerly and southwesterly along
said City Limit line and Point San Pedro Road to the
terminus of said City Limit line near Point San Pedro
Road and Royal Court; thence southwesterly along Point
San Pedro Road to the San Rafael City Limit line; thence
southerly and westerly and northerly along said City
Limit line to the intersection of Mooring Road and
Point San Pedro Road; thence leaving said City Limit
line northwesterly along Third Street to Union Street;
thence northerly on Union Street to Mission Avenue;
thence northwesterly on Mission Avenue to Grand Avenue;
thence northerly and westerly on Grand Avenue to Irwin
Street; thence crossing U. S. Highway 101 westerly to
Laurel Place; thence westerly on Laurel Place to a
point westerly of Wilkins Street; thence northerly to
Robert Dollar Scenic Drive; thence northwesterly and
southwesterly between Culloden Park Road and El Cerrito
Avenue to a point on Forbes Avenue; thence southwesterly
to the intersection of Fifth Avenue and H Street;
thence westerly to the terminus of El Camino Avenue;
thence southwesterly across Fourth Street and West End
Avenue and along Marquard Avenue; thence southeasterly
from Marquard Avenue to Clayton Street; thence south-
easterly on Clayton Street to E Street; thence easterly
on Frances Street to D Street; thence southerly on D
Street to Ross Street; thence easterly to the intersection
of Albert Park Lane and B Street; thence easterly on Albert
Park Lane to Lindaro Street and to the point of beginning.
A map of said area is attached hereto as Exhibit A and by this
reference made a part hereof.
2. That said area requires study to determine whether a
redevelopment project or projects within said area are feasible.
3. That the City Planning Commission is hereby directed to make
the preliminary plans and studies required by the Community Redevelop-
ment Law for the redevelopment of all or any portion of the area.
Said preliminary redevelopment plan or plans shall be prepared in
accordance with said Community Redevelopment Law and shall include
a preliminary financial analysis of the proposed redevelopment.
I, MARION A. GRADY, Clerk of the City of San Rafael, California,
HEREBY CERTIFY that the foregoing resolution was duly and regularly
introduced at a regular meeting of the Council of said City on
the lst day of May , 1972, by the following vote, to -wit:
AYES: COUNCILMEN : Barbier, Jensen, Miskimen, Mulryan and Mayor Bettini
NOES: COUNCILMEN None
