RESOLUTION NO. 4259
A RESOLUTION OF THE COUNCIL OF THE CITY OF SAN
RAFAEL PROVIDING FOR CERTAIN OFFICERS, ASSIST-
ANTS, DEPUTIES, CLERKS AND EMPLOYEES OF THE CITY
OF SAN RAFAEL AND FIXING THE COMPENSATION AND
WORKING CONDITIONS THEREOF.
BE IT RESOLVED, by the Council of the City of San Rafael as follows:
Section 1. Classes and Salaries. The following classes of positions
and salary ranges are hereby created.
Section 1.1. Administrative - Professional - Technical - Medical

Section 3, Salary Designations. The salaries herein established are
monthly compensation unless otherwise specified.
Section 4. The Administration of the Pay Plan. Salary advancements
shall be made on the basis of the salary rates, salary ranges and salary
steps set forth opposite each classification in this resolution. Before
any person is advanced to the next step, a written statement must be filed
by the department head with the City Manager recommending such increase.
The steps of each salary range shall be applied as follows:
The first step is the minimum rate and shall normally be the
hiring rate for the class. In cases where it is difficult to
secure qualified personnel, or if a person of unusual qualifi-

cations is engaged, the City Manager, with the authorization
of the City Council, may hire at a higher step. The remaining
steps represent the ordinary next salary steps for each year
of service, providing the employee is qualified in his work to
receive the next step. All step increases shall be effective
on the first day of July for an employee hired prior to January
1, 1967, and on the anniversary date of an employee hired
after December 31, 1966. Anniversary date shall be interpreted
as the 1st day of the month for those employees entering the
service between the 1st and 15th of the month, and on the 1st
day of the next month of those entering the service after the
15th of a month.
Section 5. Appointments and Salaries. The City Manager, upon
the request of the Department Head, may recommend to the City Council
the appointment in accordance with the Personnel Rules and Regulations,
of prospective employees to a position in a class for which the salary
is herein provided, to designate the definite salary rate or salary
step at which such person is appointed, and the salary so designated
is hereby fixed as the salary of such employee for such position, pro-
vided, further, that the City Manager, upon request of the Department
Head, may recommend to the City Council from time to time the increase
or decrease of the salaries of persons so appointed in accordance with
provisions of Section 1, provided that the salary so fixed is within
the ranges established for that class.
Section 6. Part Time Employment. Employees appointed to any of
the positions referred to herein and employed or working on a part-time
basis shall be paid in proportion to the time worked and described in
their appointment.
Section 7. Additional Pay for Police Department. Police Department
personnel assigned to the following duties shall receive additional com-
pensation amounting to five (570) per cent of their basic monthly salary:
(a) Police Sergeant serving as Investigative Supervisor.
(b) Police Sergeant serving as Juvenile Officer.

(c) Patrolman serving in Investigative Division.
(d) Patrolman serving in Juvenile Division.
(e) Operation of a solo -motorcycle for more than 5076 of
his work month.
Female employees who are requested to perform the duties of Police
Matron shall receive $2.50 per hour in addition to their regular hourly
rate of pay for only actual time served in this capacity.
Section 8. Additional Pay for Street Department. As authorized by
the Supervisor of Public Works, one employee of the Street Maintenance
Department shall be assigned standby duty on Saturdays, Sundays and holi-
days. Said employee shall receive four (4) hours pay at straight time,
and in addition will be paid at the rate of time and one-half for any
work required over and above the four hour standby duty.
Section 9. Volunteer Firemen. The pay rates for volunteer fire
services are as follows:
Still Alarms $2.00 per hour
Box Alarms $3.00 for the first hour
and
$2.00 per hour thereafter
Section 10. Holidays. All employees excepting Police and Fire
Department shift personnel, who are required to work on a day designated
as an authorized holiday other than a day which an election is held
throughout the State, shall be paid in addition to their regular salary
for the number of hours worked during such a day at the rate of straight
time, or shall be given compensatory time off at a straight time rate at
the discretion of the City Manager.
Section 11. Automobile Allowances. (a) Monthly automobile allowances
are hereby granted to city employees for the use of their private cars
while on official city business to reimburse them for expenses thus neces-
sarily incurred in the performance of their official duties, as follows:

Recreation Supervisor $50.00
Assistant Recreation Supervisor 50.00
Recreation Center Director 10.00
(b) All other employees and city officials shall be reimbursed for use
of their private cars when traveling on authorized city business at the
rate of ten (10Q) cents per mile.
Section 12. Uniform Allowance. All members of the Police and Fire
Departments, with the exception of certain designated clerical personnel,
shall receive a uniform allowance in the amount of $75.00 at the completion
of each six months of service ending June 30 and December 31; a proration
of the rate of $12.50 per month may be given for a portion of the first and
last six months of service upon recommendation of the Department Head and
approval of the City Manager.
Section 13. Title of Resolution. This resolution shall be known as
the Position and Salary Resolution and shall be referred to as such.
Section 14. This resolution shall take effect forthwith upon its adop-
tion and the several compensations and allowances herein provided shall be
in full force and effect as of and from July 1, 1972.
