RESOLUTION OF THE COUNCIL OF THE CITY
OF SAN RAFAEL, AMENDING RESOLUTION
IJO. 1696 ENTITLED "PERSONNEL SYSTEM
RULES AND REGULATIONS OF THE CITY OF
SAN RAFAEL".
WHEREAS, a recommendation for amendment and revision
of Resolution No. 1696 entitled "Personnel System Rules and Regulations
of the City of San Rafael" having heretofore been made by the City Council
and said amendment having been publicly posted at such places as the City
Council prescribed for at least five (5) consecutive days together with a
notice and date of hearings by the Council on said amendments; and
WHEREAS, a public hearing on said amendments having
been had at which all interested persons could appear and be heard:
GOOD CAUSE APPEARING THEREFORE:
N011, THEREFORE, IT IS RESOLVED that Resolution No. 1696
of this Council is hereby amended to read as follows:
Section 1. Section 8, Rule X entitled "Holidays" shall
read as follows:
The following holidays will be observed: January 1st, February 12th, the
third Monday in February, the last Monday in May, July 4th, the first Monday
in September, September 9th, the fourth Monday in October, the Thursday in
November appointed by the Governor as Thanksgiving Day and the day following,
December 25th, Good Friday from 12:00 noon until 3:00 P.M., every other day
appointed by the Governor for a public fast, thanksgiving, or holiday, with the
exception of Columbus Day, and with the prior consent of the City Council, every
day on which an election is held throughout the State.
When a holiday falls on Saturday or Sunday, the Friday preceeding a Saturday
holiday or the Monday following a Sunday holiday shall be deemed to be a holiday
in lieu of the day observed.
All employees excepting Police and Fire Department shift personnel who are
required to work on a day designated as an authorized holiday other than a day
which an election is held throughout the State, shall be paid in addition to
their regular salary for the number of hours worked during such a day at the
rate of straight time, or shall be given compensatory time off at a straight
time rate at the discretion of the City Manager. The shift personnel in both
the Fire and Police Departments (namely Police Captain -Deputy Police Chief,
Lieutenant, Sergeant, Inspector, Police Identification Officer, Juvenile
Inspector, Patrolman, Radio Telephone Operator, Fire Battalion Chief, Fire
Captain, Fire Engineer, Fire Engineer Mechanic and Fireman) are entitled to
straight time compensations for every holiday in each given year which all
other employees receive as time off. Said compensation shall be paid twice
each year on the firstpay period of December and the firstpay period of June.

Section 2. Rule XV entitled "Training Courses"
Section 1. Educational Incentive Program for Safety
Personnel. To increase the educational level of the employees in the Police
and Fire Departments, and to assist in the recruitment of public safety
members into the fire service and field of law enforcement the City shall pay
an educational incentive i.n accordance with the following:
(a) Those employees possessing a Peace Officers Standards of Training
Intermediate Certificate or having successfully completed 30 accredited
college units of Fire Science shall receive additional compensation.
(Amounting to 21% of their basic monthly salary.)
(b) Those employees possessing a Peace Officers Standards of Training
Advanced Certificate or an A.A. Degree in Fire Science shall receive
additional compensation. (Amounting to 5% of their basic salary.)
To qualify for educational incentive compensation an employee shall have
worked no less than one (1) year for the City.
Section 2. Tuition Reimbursement Program for Miscella-
neous Employees. In addition to the training a miscellaneous employee
receives on the job, the City has a program which provides an opportunity for
additional educational improvement. Upon prior approval of the City Manager
and Department Head, an employee may be reimbursed for a certain amount of
the costs of tuition ar#or books at an accredited or approved school. This
program requires that the schooling must continue to pertain to the employee's
present position, or for an advanced classification within the department.
The maximum amount payable to an employee for any calendar year shall be
Seventy -Five ($75.00) Dollars. A grade of "C" or better must be received by
the employee to qualify for reimbursement.
NOW, THEREFORE, IT IS HEREBY RESOLVED by the City
Council of the City of San Rafael, California, that it is the intention of
the City Council to make this resolution effective retroactive to
September 1, 1972

hereby certify that the foregoing resolution was duly and regularly introduced
and adopted at a rPgāfar meeting of the Council of said City held
Monday the 4th day of December , 1972, by the
