CONSENT CALENDAR Member Thayer moved and Member Heller seconded, to approve the recommended action on the following Consent Calendar items: ITEM RECOMMENDED ACTION 1. AUTHORIZATION OF FUNDING FOR IMPLEMENTATION OF NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) PROGRAM (PW) - File R-340 x (SRCC) 4-4-6 x R-103 Member Zappetini asked if the $7,400 to fund the Redevelopment portion of the NPDES Program was money that will be recovered. Assistant Executive Director (Public Works) David Bernardi answered that this is a cost that will not be recovered. Member Heller moved and Member Thayer seconded, to adopt Resolution authorizing the funding for implementation of National Pollutant Discharge Elimination System SRRA MINUTES (Regular) 2/7/94 Page 1 SRRA MINUTES (Regular) 2/7/94 Page 2 (NPDES) Program in the amount of $7,400 for that portion within Redevelopment boundaries. STATUS REPORT ON THE RAFAEL THEATER (RA) - File R-324 Redevelopment Agency Assistant Executive Director Jake Ours reported that the relocation of 20/20 Optical has been completed. Ann Brebner of the Northern California Film Institute reported on fundraising activities, noting that there are two lead donors plus a substantial contributor to the Rafael Theater project. The first lead donor is George Lucas, whose donation is a combination of cash and in-kind gifts. The second donor is anonymous and negotiations will be complete in approximately two months. Ms. Brebner stated that they are also pursuing several foundations and in active conversation with the National Endowment for the Arts, the Marin Community Foundation and the Kresge Foundation. She stated that the community campaign will be launched in September, 1994 to raise $900,000, of which $500,000 will come from the sale of seats. Ms. Brebner indicated there are naming opportunities for the complex itself, for the individual theaters and the grand staircase. Mark Fishkin, also of the Northern California Film Institute, reported that they are attempting to find the best use for the retail space that accompanies the Rafael Theater to compliment the theater and also to be in line with the planned visioning process for the downtown. Mr. Fishkin stated that they are holding negotiations with major funders interested in creating an interactive video cafe on the ground floor of the building. Chairman Boro, on behalf of the Agency, thanked Ms. Brebner and Mr. Fishkin for the report and for all the work they have done. Irving Litchfield, resident of San Rafael, stated that the Rafael Theater has been out of business for 20 years, and believes there is no chance to make the theater into an art center because the people will not support it. He stated the people should vote on this project and noted that if this project is continued, he will file an injunction to stop it. Bob Cooper, member of the Redevelopment Citizens Advisory Committee, but speaking as a citizen, quoted a line from a recent movie, "If you build it, they will come." 7. AGENCY MEMBER REPORTS: None.
