Member Cohen stated he thought his motion at the previous meeting had included
changing the posted speed from 30 mph to 25 mph in the section between Bellam Blvd.
and 'A' Street. After discussion, Council agreed to posting the speed limit at 25
mph along the entire Andersen Drive extension and to coordinate the signals with the
posted speed.
Member Cohen moved and Member Thayer seconded, to adopt the Resolution certifying

the Final Environmental Impact Report, as amended.
RESOLUTION NO. 94-10 - CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT FOR THE
ANDERSEN DRIVE EXTENSION PROJECT FROM BELLAM TO A STREET,
INCLUDING THE FOLLOWING PARCELS (18-013-07, 08; 18-011-64,
65, 66; 18-061-05; 13-012-13; 13-021-16, 20; 13-031-10,
52, 53, 55; 13-081-40; 13-094-04; 18-011-52, 64) (Section
14f. amended to post a low speed limit of 25 mph between
Bellam Blvd. and A Street, and include signal progression
generally corresponding to this speed.)

timetable and work program for the design work that remains to be done on the 'A'
Street terminus.

Chairman Boro thanked the staff, and Senior Planner Katie Korzun in particular, for
the schedule they put together and indicated it is very ambitious and very thorough.
AGENCY CONSIDERATION
4. APPROVAL OF YOUTH SERVICES PROJECT AT 519 FOURTH STREET (RA) - File R-140 #8
Assistant Executive Director Jake Ours stated that 519 Fourth Street is a building
owned by the Agency that is presently being used for storage. Juvenile Officer John
Childress, Youth Services Bureau, San Rafael Police Department, suggested involving
members of the community in a mural project on this building.
Officer Childress, stated that as a part of his job with the Youth Services Bureau,
he tries to make the children of San Rafael feel a part of the community and have a
degree of ownership in the community. To further that goal, he approached the Art
Club at San Rafael High School to come up with a mural for the building at 519
Fourth Street.

Tia Warner, art teacher at San Rafael High School, thanked the Agency for consider-
ing this project, which was started to bring the students into the community, and
they have been preparing for it since September, 1993. She stated she has full
confidence in the students' capabilities to execute this project. Ms. Warner
announced that 30 students worked for a month to create the drawing, and Autumn
Harrison, a freshman at San Rafael High School came up with the design. It symbol-
izes a multicultural theme.
Erica Garcia, student of San Rafael High School and one of the presidents of the Art
Club, stated there are 15 artists willing to spend their weekends and after school
time, and will have the project completed in two months. She presented a drawing of
the proposed mural, and stated the Art Club will guarantee it stays in the original
form for one year.
Officer Childress explained their budget for this project is approximately $2,000,
and the majority of it will be coming from a crime prevention grant and Youth
Services Bureau funds. He stated Mrs. Dolly Nave has also been instrumental in
finding other people to contribute.
Member Zappetini asked if any other schools had been contacted to assist with the
mural. Officer Childress stated San Rafael High School is the only one at this
time.
Chairman Boro commended Officer Childress, Ms. Warner and the art class for bringing
this together, and stated the Agency looks forward to being there the day the mural
is unveiled.

a mural project at 519 Fourth Street.

5. REPORT ON ESTABLISHMENT, MEMBERS AND ACTIVITIES OF DOWNTOWN TREE GROUP PROPOSED BY
THE DOWNTOWN VISION COMMITTEE (RA) - File R-304 x (SRCC) 11-6
Assistant Executive Director Ours introduced Cyr Miller, initiator of the Downtown
Tree Group.
Cyr Miller, member of the Downtown Vision Committee, and Phil Abey, member of the
Downtown Advisor Group, presented to each Agency member a copy of the book, The Man
Who Planted Trees by Jean Giono, as well as a small tree. They also gave a box of
spring bulbs to Member Cohen to plant with his children at his new home. Mr. Miller
explained that in October, 1993, the Downtown Vision Committee decided on a short-
term implementation strategy to plant trees throughout downtown. Phil Abey offered
his professional services pro bono in the survey and mapping of the trees downtown,
the selection of species and sites, and development of a maintenance program. Mr.
Miller and Mr. Abey planted a liquid -amber tree on 'C' Street, which was purchased
by Smoothhill Sports, as a symbol of the urban forest that is in the vision for
downtown. The Planning Department has agreed to maintain the tree. The following

Mr. Miller asked the following of the Agency, to:
1. Endorse the formation and intent of the Group.
2. Suggest people or organizations to be included in the Group.
3. Appoint as liaison to the Group, Katie Korzun, Senior Planner of the Redevelop-
ment Agency, to facilitate coordination between the Group and the Agency and
City actions regarding street trees.
4. Approve consultation to the group by Tom Rothenberger, the City's Tree
Specialist, on the history, existing experience with the Downtown area, and
planning for trees in San Rafael.
5. Provide existing Agency base map information for tree location survey.
6. Allow the Group to use City meeting rooms for monthly meetings.
Chairman Boro thanked Mr. Miller and Mr. Abey for bringing life to the Vision.
Member Zappetini asked how many trees they estimate planting. Mr. Miller answered
they do not know yet; they are doing a survey to determine that. Mr. Zappetini
asked if the Redevelopment Agency would be obligated to purchase the trees, and Mr.
Miller explained it would all be private financing, and no funds would be required
from the Public Works Department for maintenance.
Member Heller stated she is delighted to work on this Committee.
Member Thayer moved and Member Cohen seconded, to accept the report of the Downtown
Tree Group and approve their recommendations.
Member Zappetini stated there are no funds for maintenance in our budget, and he is
concerned that though the intention is good, he does not want this to become a
liability to the City further down the road.
Mr. Ours stated that when they began the Downtown Vision, it was understood City
money would not be available to carry out desired projects. However, the intent of
this particular project is to use no public money, only public support, such as the
Planning Department's agreement to care for the sample tree. The plan is to have no
trees planted until there is a commitment that each one will be cared for.
