Boro, Chairman Paul M. Cohen, Member Barbara Heller, Member Joan Thayer, Member David J. Zappetini, Member Absent: None Also Present: Gary T. Ragghianti, Agency Attorney Jeanne M. Leoncini, Agency Secretary ORAL COMMUNICATIONS OF AN URGENCY NATURE None. CONSENT CALENDAR Member Thayer moved and Member Cohen seconded, to approve the recommended action on the following Consent Calendar items: ITEM RECOMMENDED ACTION 1. Approval of Minutes of Regular Meeting of Approved as submitted. March 21, 1994 (AS) 2. Approval of Temporary Closure of Public Parking Lot at Third and Lindaro for Flea-Tique on June 4, 1994 (RA) - File R-140 #8 x (SRCC) 11-19 Approved staff recommendation (2 City parking lots - including upper deck of the Third & Lootens West lot); also closure of Lindaro Street between 2nd & 3rd Streets between 6:00 a.m. and 10:00 a.m. to facilitate set-up of the event. 3. Resolution Accepting Proposal from Don Blayney RESOLUTION NO. 94-12 - AUTHOR - Associates (Landscape Architects) for Lindaro IZING ACCEPTANCE OF PROPOSAL Street to "A" Street Concept Design for Andersen FROM DON BLAYNEY ASSOCIATES FOR Drive Extension (PW) - File R-344 x R-246 x LINDARO STREET TO "A" STREET (SRCC) 2-5-13 x 10-2 CONCEPT DESIGN FOR ANDERSEN DRIVE EXTENSION NOT EXCEEDING $9,651.00. REPORT ON CLASSIC CAR PARADE FUNDING - MAY 21, 1994 (RA) - File R-181 x R-140 #8 Assistant Executive Director Jake Ours reported this is the seventh year for the Classic Car Parade and noted staff is recommending that we advance funds prior to the parade to assist with cash-flow problems. He indicated this is the first time SRRA MINUTES (Regular) 4/4/94 Page 1 SRRA MINUTES (Regular) 4/4/94 Page 2 participation fees are being charged to be in the parade. Member Thayer asked if there was a guarantee there will be sufficient funds to reimburse the City, and do we have first priority on receiving money? Mr. Ours answered there is no guarantee we will be paid back, but it is certainly the intent. Greg Borrelli, parade organizer, explained the parade has been structured to create less of a traffic hardship by splitting the attendees, half being in the parade and the other half "Show and Shine" participants. He stated the charge is $10 per car, with 300 cars being solicited. T-shirts will be $12, giving a $7 profit per shirt, plus the Marin Coupe and Roadster Club will also sell T-shirts and split the profit. Mr. Borrelli pointed out that the Business Improvement District has been looking for a signature event, and he believes this event has that potential. He stated his goal is that this event will be both self-sufficient and a source of commerce for the City. Mr. Borrelli indicated that a gentleman from Reno who stages a $60 million event there in August will be attending our Classic Car Parade. He stated that both San Rafael Lions Clubs have volunteered to be parade monitors which will ease the burden on the Police Department. Member Thayer stated this event has been fantastic in the past. Member Heller asked who is Mike Bartel and what is the $800 for as shown on the Expenses Sheet? Mr. Borrelli answered that Mike Bartel has a review of live music and impersonations and will be performing in addition to Disc Jockey, Gary Mora. Chairman Boro commented that the event in Reno has become its biggest annual event with 3500 cars, and he believes our event has potential to grow. Member Cohen stated this is a wonderful event and deserves our support even if it does not return all advanced monies. Member Cohen moved and Member Thayer seconded, to accept the report and approve the initial funding as requested.
