1. NON AGENDA ITEMS
No one was in the audience at this time to bring up an item not on the agenda.
2. KIDS COUNT SCHOOL FUNDING MEASURE
Ann Song -Hill reviewed with the City the history of the voted funding measures for schools
and updated them on the Kids Count campaign.
3. NEW LEGISLATION RE GANG -RELATED ACTIVITIES
John Childress reviewed with the group the new Gang Legislation. Most of the legislation
is not new; however, some of the graffiti legislation is. Graffiti is an arrestable
offense, and the new legislation has fine-tuned that portion, and students may now be
expelled for it. Under the new legislation, "painters" may now be assigned to
Community Betterment (cleaning up graffiti). In San Rafael, the "catch and arrest"
record is very high. San Rafael Schools updated their policy 2 years ago, so they
are fairly up-to-date.
Regarding drug-free zones: All school sites and parks are drug-free zones.
4. OAKVIEW SCHOOL
Judy Tipple reported that Dixie has submitted the preliminary application to the Planning
Department, staff has been assigned and the geotechnical report is in. After meeting
with the Planning Commission, we will probably start neighborhood meetings again. We
have a meeting arranged with Easter Seals and have Marin Community Foundation
Funding. Oakview is fully occupied. The only issue is the reconstruction of the
rooms to be made suitable for tenants. This has been in progress for 4 years and is
good for the community.
5. PARENTING EDUCATION
Florence Webb began the discussion on parent education: How do we view our roles?
Concerns raised by the group included:
- People are not getting parenting coaching;
- Day care/partnerships with schools;
- PTA meetings, etc. child care offered;
- Schools are asked to provide more and more;
- Kids' needs are being required to be met more and more by the schools;
- Kids are raising themselves;
- How do we provide services so these kids can grow up to be productive people?
- Community members will be asking us to take on more and more responsibility to
raise these kids;
- Some day parents will say, "give me back my children";
- Has the SRSD been approached as to the location of the Teen Center?
- Nothing in Marin for young people to do;

- Maybe a collaborative effort between city/school to find some place for teens to
come in the evening and weekends;
- Kids must be involved in these decisions, if we make the plans, they will not
participate.
6. LIBRARIES
Could Davidson Middle School link up with the County libraries? Can we have access to the
library with school computer labs and school libraries? Pamela Nicolai will talk
with City Librarian Vaughn Stratford, and he will contact Jeff Blackwell and Larry
Lyon.
7. GRAFFITI/CLEAN UP DAY
- Any possibility kids can help?
- Ask Corporal Jeff Franzini, San Rafael Police Department
8. COLEMAN SITE LEADERSHIP TEAM'S REQUEST TO MAKE SAN RAFAEL DRIVE ONE WAY
Coleman Site Leadership Team's request was discussed at the City Council meeting and
denied. The City will work with the school/parents/neighborhood to find a better
solution.
9. GUN EXCHANGE
John Childress asked if anyone had any ideas or interest in a gun exchange? Anyone
interested should call him.
10. VEHICLES
Jeff Blackwell discussed the compliance issues for school vehicles:
- by 1997, they must be environmentally safe;
- we will be replacing our fleet;
- Sonoma has already changed - electric cars; natural gas, methane;
- we will meet with an energy company to see if any grants are available;
- anyone else interested?
- SRCS would like to purchase with other districts/businesses in order to negotiate
a better price.
There being no further business, the meeting was adjourned at 9:40 PM
