BKF ENGINEERS
FOR ON-CALL PROFESSIONAL LAND SURVEYOR SERVICES
This Agreement is made and entered into this LP day of ALAam&A , 2019, by and between
the CITY OF SAN RAFAEL (hereinafter "CITY"), and BKF ENGINEERS, a corporation authorized to do
business in California (hereinafter "CONSULTANT").
RECITALS
WHEREAS, the CITY has determined that professional services are required for land surveying
associated with multiple capital improvement and land development projects; and
WHEREAS, the CONSULTANT has agreed to render such services;
AGREEMENT
NOW, THEREFORE, the parties hereby agree as follows:
1. PROJECT COORDINATION.
A. CITY'S Project Manager. The Director of Public Works is hereby designated the PROJECT
MANAGER for the CITY, and said PROJECT MANAGER shall supervise all aspects of the progress and
execution of this Agreement.
B. CONSULTANT'S Project Director. CONSULTANT shall assign a single PROJECT
DIRECTOR to have overall responsibility for the progress and execution of this Agreement for
CONSULTANT. Jason Kirchmann is hereby designated as the Project Director for CONSULTANT. Should
circumstances or conditions subsequent to the execution of this Agreement require a substitute PROJECT
DIRECTOR, for any reason, the CONSULTANT shall notify the CITY within ten (10) business days of the
substitution.
2. DUTIES OF CONSULTANT.
As requested from time -to -time by the PROJECT MANAGER, CONSULTANT shall perform the
duties and/or provide the land surveying services outlined in the CONSULTANT'S "On -Call Land Surveyor
Services Statement of Qualifications" dated May 22, 2019, marked as Exhibit "A," attached hereto, and
incorporated herein.
3. DUTIES OF CITY.
CITY shall compensate CONSULTANT as provided in Paragraph 4, and shall perform the duties as
described in Exhibit "A" attached hereto and incorporated herein.

4. COMPENSATION.
For the full performance of the services described herein by CONSULTANT, CITY shall pay
CONSULTANT on a time and materials basis for services rendered at the hourly rates shown in
CONSULTANT'S Appendix (Professional Personnel Services Fees) included in Exhibit "A" attached, in a
total contract amount not to exceed $75,000, including reimbursable expenses.
Payment will be made monthly upon receipt by PROJECT MANAGER of itemized invoices
submitted by CONSULTANT.
5. TERM OF AGREEMENT.
The term of this Agreement shall commence upon the date of execution of this Agreement and end one
year thereafter, unless the parties agree to extend this Agreement, as approved in writing by the Public Works
Director. At the CITY'S discretion, and subject to proper authorization by the CITY, this Agreement may be
extended for up to three additional one-year periods with a not to exceed annual fee of $75,000.
6. TERMINATION.
A. Discretionary. Either party may terminate this Agreement without cause upon thirty (30) days
written notice mailed or personally delivered to the other party.
B. Cause. Either party may terminate this Agreement for cause upon fifteen (15) days written
notice mailed or personally delivered to the other party, and the notified party's failure to cure or correct the
cause of the termination, to the reasonable satisfaction of the party giving such notice, within such fifteen (15)
day time period.
C. Effect of Termination. Upon receipt of notice of termination, neither party shall incur
additional obligations under any provision of this Agreement without the prior written consent of the other.
D. Return of Documents. Upon termination, any and all CITY documents or materials provided
to CONSULTANT and any and all of CONSULTANT's documents and materials prepared for or relating to
the performance of its duties under this Agreement, shall be delivered to CITY as soon as possible, but not later
than thirty (30) days after termination.
7. OWNERSHIP OF DOCUMENTS.
The written documents and materials prepared by the CONSULTANT in connection with the
performance of its duties under this Agreement, shall be the property of CITY. CITY may use said property for
any purpose, including projects not contemplated by this Agreement. CONSULTANT may retain and use
copies of the above-described documents and materials. CONSULTANT shall assume no responsibility for the
unintended use by others of work products and instruments of service which are not related to the scope of the
services of the individual Task Orders under this Agreement. CONSULTANT is not liable for claims,

liabilities, or losses arising out of, or connected with the modification, or misuse by CITY of the machine-
readable information and data provided by CONSULTANT under this contract; or connected with any use
by CITY of the such written documents and materials on other projects, for additions to this project, or for
the completion of this project by others, except only such use as many be authorized in writing by
CONSULTANT.
8. INSPECTION AND AUDIT.
Upon reasonable notice, CONSULTANT shall make available to CITY, or its agent, for inspection and
audit, all documents and materials maintained by CONSULTANT in connection with its performance of its
duties under this Agreement. CONSULTANT shall fully cooperate with CITY or its agent in any such audit or
inspection.
9. ASSIGNABILITY.
The parties agree that they shall not assign or transfer any interest in this Agreement nor the
performance of any of their respective obligations hereunder, without the prior written consent of the other party,
and any attempt to so assign this Agreement or any rights, duties or obligations arising hereunder shall be void
and of no effect.
10. INSURANCE.
A. Scope of Coverage. During the term of this Agreement, CONSULTANT shall maintain, at no
expense to CITY, the following insurance policies:
A commercial general liability insurance policy in the minimum amount of one million
dollars ($1,000,000) per occurrence/two million dollars ($2,000,000) aggregate, for death, bodily injury, personal
injury, or property damage.
2. An automobile liability (owned, non -owned, and hired vehicles) insurance policy in the
minimum amount of one million dollars ($1,000,000) dollars per occurrence.
3. If any licensed professional performs any of the services required to be performed
under this Agreement, a professional liability insurance policy in the minimtun amount of one million dollars
($1,000,000) per occurrence/two million dollars ($2,000,000) aggregate, to cover any claims arising out of the
CONSULTANT's performance of services under this Agreement. Where CONSULTANT is a professional
not required to have a professional license, CITY reserves the right to require CONSULTANT to provide
professional liability insurance pursuant to this section.
4. If it employs any person, CONSULTANT shall maintain worker's compensation
insurance, as required by the State of California, with statutory limits, and employer's liability insurance with
limits of no less than one million dollars ($1,000,000) per accident for bodily injury or disease.
CONSULTANT's worker's compensation insurance shall be specifically endorsed to waive any right of
subrogation against CITY.
B. Other Insurance Requirements. The insurance coverage required of the CONSULTANT in
subparagraph A of this section above shall also meet the following requirements:
1. Except for professional liability insurance and worker's compensation insurance, the
insurance policies shall be specifically endorsed to include the CITY, its officers, agents, employees, and
volunteers, as additional insureds under the policies.
2. The additional insured coverage under CONSULTANT'S insurance policies shall be
primary and noncontributory with respect to any insurance or coverage maintained by CITY and shall not call
upon CITY's insurance or self-insurance coverage for any contribution. The "primary and noncontributory"
coverage in CONSULTANT'S policies shall be at least as broad as ISO form CG20 0104 13.
3. Except for professional liability insurance, the insurance policies shall include, in their
text or by endorsement, coverage for contractual liability and personal injury.
4. By execution of this Agreement, CONSULTANT hereby grants to CITY a waiver
of any right to subrogation which any insurer of CONSULTANT may acquire against CITY by virtue of the
payment of any loss under such insurance. CONSULTANT agrees to obtain any endorsement that may be
necessary to effect this waiver of subrogation, but this provision applies regardless of whether or not CITY
has received a waiver of subrogation endorsement from the insurer.
5. If the insurance is written on a Claims Made Form, then, following termination of this
Agreement, said insurance coverage shall survive for a period of not less than five years.
6. The insurance policies shall provide for a retroactive date of placement coinciding with
the effective date of this Agreement.
7. The limits of insurance required in this Agreement may be satisfied by a combination of
primary and umbrella or excess insurance. Any umbrella or excess insurance shall contain or be endorsed to
contain a provision that such coverage shall also apply on a primary and noncontributory basis for the benefit of
CITY (if agreed to in a written contract or agreement) before CITY'S own insurance or self-insurance shall be
called upon to protect it as a named insured.
8. It shall be a requirement under this Agreement that any available insurance proceeds
broader than or in excess of the specified minimum insurance coverage requirements and/or limits shall be
available to CITY or any other additional insured party. Furthermore, the requirements for coverage and limits
shall be: (1) the minimum coverage and limits specified in this Agreement; or (2) the broader coverage and
maximum limits of coverage of any insurance policy or proceeds available to the named insured; whichever is
greater.

C. Deductibles and SIR'S. Any deductibles or self-insured retentions in CONSULTANT's
insurance policies must be declared to and approved by the PROJECT MANAGER and City Attorney, and
shall not reduce the limits of liability. Policies containing any self-insured retention (SIR) provision shall
provide or be endorsed to provide that the SIR may be satisfied by either the named insured or CITY or other
additional insured party. At CITY's option, the deductibles or self-insured retentions with respect to CITY shall
be reduced or eliminated to CITY's satisfaction, or CONSULTANT shall procure a bond guaranteeing payment
of losses and related investigations, claims administration, attorney's fees and defense expenses.
D. Proof of Insurance. CONSULTANT shall provide to the PROJECT MANAGER or CITY'S
City Attorney all of the following: (1) Certificates of Insurance evidencing the insurance coverage required in
this Agreement; (2) a copy of the policy declaration page and/or endorsement page listing all policy
endorsements for the commercial general liability policy, and (3) excerpts of policy language or specific
endorsements evidencing the other insurance requirements set forth in this Agreement. CITY reserves the right
to obtain a full certified copy of any insurance policy and endorsements from CONSULTANT. Failure to
exercise this right shall not constitute a waiver of the right to exercise it later. The insurance shall be approved as
to form and sufficiency by PROJECT MANAGER and the City Attorney.
IL INDEMNIFICATION.
A. Except as otherwise provided in Paragraph B., CONSULTANT shall, to the fullest extent
permitted by law, indemnify, release, defend with counsel approved by CITY, and hold harmless CITY, its
officers, agents, employees and volunteers (collectively, the "City Indemnitees"), from and against any
claim, demand, suit, judgment, loss, liability or expense of any kind, including but not limited to attorney's
fees, expert fees and all other costs and fees of litigation, (collectively "CLAIMS"), arising out of
CONSULTANT'S performance of its obligations or conduct of its operations under this Agreement. The
CONSULTANT's obligations apply regardless of whether or not a liability is caused or contributed to by the
active or passive negligence of the City Indemnitees. However, to the extent that liability is caused by the
active negligence or willful misconduct of the City Indemnitees, the CONSULTANT's indemnification
obligation shall be reduced in proportion to the City Indemnitees' share of liability for the active negligence
or willful misconduct. In addition, the acceptance or approval of the CONSULTANT's work or work
product by the CITY or any of its directors, officers or employees shall not relieve or reduce the
CONSULTANT's indemnification obligations. In the event the City Indemnitees are made a party to any
action, lawsuit, or other adversarial proceeding arising from CONSULTANT'S performance of or
operations under this Agreement, CONSULTANT shall provide a defense to the City Indemnitees or at
CITY'S option reimburse the City Indemnitees their costs of defense, including reasonable attorneys' fees,
incurred in defense of such claims.
B. Where the services to be provided by CONSULTANT under this Agreement are design
professional services to be performed by a design professional as that term is defined under Civil Code
Section 2782.8, then, to the extent permitted by law including without limitation, Civil Code sections 2782,
2782.6 and 2782.8, CONSULTANT shall indemnify and hold harmless the CITY and its officers, officials,
and employees (collectively City Indemnitees) from and against damages, liabilities or costs (including
incidental damages. Court costs, reasonable attorney's fees as may be determined by the Court, litigation
expenses and fees of expert witnesses incurred in connection therewith and costs of investigation) to the
extent they are caused by the negligence, recklessness, or willful misconduct of CONSULTANT, or any
subconsultants, or subCONSULTANT or anyone directly or indirectly employed by them, or anyone for
whom they are legally liable (collectively Liabilities). Such obligation to hold harmless and indemnify any
indemnity shall not apply to the extent that such Liabilities are caused in part by the negligence or willful
misconduct of such City Indemnitee.
C. The defense and indemnification obligations of this Agreement are undertaken in addition to,
and shall not in any way be limited by, the insurance obligations contained in this Agreement, and shall
survive the termination or completion of this Agreement for the full period of time allowed by law.
12. NONDISCRIMINATION.
CONSULTANT shall not discriminate, in any way, against any person on the basis of age, sex, race,
color, religion, ancestry, national origin or disability in connection with or related to the performance of its duties
and obligations under this Agreement.
13. COMPLIANCE WITH ALL LAWS.
CONSULTANT shall observe and comply with all applicable federal, state and local laws, ordinances,
codes and regulations, in the performance of its duties and obligations under this Agreement. CONSULTANT
shall perform all services under this Agreement in accordance with these laws, ordinances, codes and
regulations. CONSULTANT shall release, defend, indemnify and hold harmless CITY, its officers, agents and
employees from any and all damages, liabilities, penalties, fines and all other consequences from any
noncompliance or violation of any laws, ordinances, codes or regulations.
14. NO THIRD PARTY BENEFICIARIES.
CITY and CONSULTANT do not intend, by any provision of this Agreement, to create in any third
party, any benefit or right owed by one party, under the terms and conditions of this Agreement, to the other
party.
15. NOTICES.
All notices and other communications required or permitted to be given under this Agreement, including
any notice of change of address, shall be in writing and given by personal delivery, or deposited with the United

States Postal Service, postage prepaid, addressed to the parties intended to be notified. Notice shall be deemed
given as of the date of personal delivery, or if mailed, upon the date of deposit with the United States Postal
Service. Notice shall be given as follows:

For the purposes, and for the duration, of this Agreement, CONSULTANT, its officers, agents and
employees shall act in the capacity of an Independent CONSULTANT, and not as employees of the CITY.
CONSULTANT and CITY expressly intend and agree that the status of CONSULTANT, its officers, agents
and employees be that of an Independent CONSULTANT and not that of an employee of CITY.
17. ENTIRE AGREEMENT -- AMENDMENTS.
A. The terms and conditions of this Agreement, all exhibits attached, and all documents expressly
incorporated by reference, represent the entire Agreement of the parties with respect to the subject matter of this
Agreement.
B. This written Agreement shall supersede any and all prior agreements, oral or written, regarding
the subject matter between the CONSULTANT and the CITY.
C. No other agreement, promise or statement, written or oral, relating to the subject matter of this
Agreement, shall be valid or binding, except by way of a written amendment to this Agreement.
D. The terms and conditions of this Agreement shall not be altered or modified except by a written
amendment to this Agreement signed by the CONSULTANT and the CITY.
E. If any conflicts arise between the terms and conditions of this Agreement, and the terms and
conditions of the attached exhibits or the documents expressly incorporated by reference, the terns and
conditions of this Agreement shall control.
18. SET-OFF AGAINST DEBTS.
CONSULTANT agrees that CITY may deduct from any payment due to CONSULTANT under this
Agreement, any monies which CONSULTANT owes CITY under any ordinance, agreement, contract or
resolution for any unpaid taxes, fees, licenses, assessments, unpaid checks or other amounts.

19. WAIVERS.
The waiver by either party of any breach or violation of any term, covenant or condition of this
Agreement, or of any ordinance, law or regulation, shall not be deemed to be a waiver of any other term,
covenant, condition, ordinance, law or regulation, or of any subsequent breach or violation of the same or other
term, covenant, condition, ordinance, law or regulation. The subsequent acceptance by either party of any fee,
performance, or other consideration which may become due or owing under this Agreement, shall not be deemed
to be a waiver of any preceding breach or violation by the other party of any term, condition, covenant of this
Agreement or any applicable law, ordinance or regulation.
20. COSTS AND ATTORNEY'S FEES.
The prevailing party in any action brought to enforce the terms and conditions of this Agreement, or
arising out of the performance of this Agreement, may recover its reasonable costs (including claims
administration) and attorney's fees expended in connection with such action.
21. CITY BUSINESS LICENSE / OTHER TAXES.
CONSULTANT shall obtain and maintain during the duration of this Agreement, a CITY business
license as required by the San Rafael Municipal Code CONSULTANT shall pay any and all state and federal
taxes and any other applicable taxes. CITY shall not be required to pay for any work performed under this
Agreement, until CONSULTANT has provided CITY with a completed Internal Revenue Service Form W-9
(Request for Taxpayer Identification Number and Certification).
22. SURVIVAL OF TERMS.
Any terms of this Agreement that by their nature extend beyond the term (or termination) of
this Agreement shall remain in effect until fulfilled and shall apply to both Parties' respective
successors and assigns.
23. APPLICABLE LAW.
The laws of the State of California shall govern this Agreement.
24. COUNTERPARTS AND ELECTRONIC SIGNATURE.
This Agreement may be executed in any number of counterparts, each of which shall be
deemed an original, but all of which together shall constitute one document. Counterpart signature
pages may be delivered by telecopier, email or other means of electronic transmission.

BKF Engineers (BKF) is pleased to present this Statement of Qualifications to demonstrate that our experience,
professional staff, and use of cutting edge technologies make us the most qualified land surveying firm to help
support the City of San Rafael. BKF is a local firm who has been working in the San Francisco Bay Area for over 104
years providing quality land surveying and civil engineering services. Our experience gained over the last 4 years
serving as the City's on-call surveyor put us in a unique position to seamlessly integrate with the City's Staff and
support it's wide range of surveying needs. BKF has worked on numerous other on-call contracts with several public
agencies in Marin and Bay Area Counties. The City of San Rafael may rest assured knowing that the entire BKF team is
committed to the successful and timely completion of any task requested through this on-call contract.
Experienced & Dedicated Project Manager with Local Knowledge
Our team has significant experience working for the City of San Rafael Department of Public Works and throughout
Marin County. We have developed excellent relationships with key stakeholders and the agencies involved. Jason
Kirchmann, PE, PLS, QSP/D has been the lead Project Manager for the City's current on-call agreement going back
to 2015. He is proud of the service BKF has provided to the City in its capacity as the on-call surveyor under his
management. He is intimately knowledgeable regarding private land survey archives which are vital to boundary
surveying in Marin County.
Jason grew up in San Rafael, a proud graduate of Terra Linda High School. His family has roots in San Rafael and
Marin. His father Jeffrey Kirchmann served on the City of San Rafael's Planning Commission for 15 years. The local
knowledge of public processes learned while discussing projects at the dinner table or reviewing plans in the living
room has shaped his understanding of San Rafael development in a unique way. He is very enthusiastic about the
opportunity to work on projects which involve the City and which are so important to him and his family.
As the Project Manager, Jason will be responsible for the day to day activities of the field crews and technical office
staff. He will be the City's primary point of contact for this project. Jason is supported by a talented team of field and
office surveyors including Ralph Thomas, PLS and Jonathan Shattuck, PLS will be utilizing their more than 57 years of
combined land surveying experience.
BKF's local San Rafael office is one of 13 offices strategically located across California. Our San Rafael office serves both
our public and private clients throughout Marin with the local touch they deserve. The field crews primarily utilized
in previous on-call tasks provided for the City and those anticipated under the upcoming contract are dispatched out
of our San Rafael office. Jason and BKF are professionally and personally dedicated to the City of San Rafael and its
potential survey needs. The body of this SOQ will demonstrate why the City of San Rafael will benefit from BKF's land
surveying services.
Experienced Project Team
BKF has the ability to tackle the surveying needs anticipated for the City of San Rafael, regardless of the size of the
project, from topographic mapping to boundary surveying. We understand that fluctuating staffing needs are a norm
for On -Call contracts and BKF has the management experience and the company resources to be nimble in order
to meet the City's project timelines, objectives, and funding commitments. For this contract, our seasoned survey
manager will be Jason Kirchmann who understands the complexities of On -Call task orders. He is knowledgeable with
the City and Counties standards and expectations. His survey team is comprised of individuals who are experts in their
field, have experience with the City of San Rafael and have worked together on a multitude of public works projects
very similar in nature to the City's anticipated projects.

acceptable as -is.

UNDERSTANDING
BKF understands that the City of San Rafael is seeking to utilize an on-call land surveying professional to support
and augment existing staff resources on various "routine" Capital Improvement Projects and private development
related projects. The primary surveying support services required for each project will vary, but primarily include
topographic base mapping (utilizing traditional 3D Scanning and GPS data collection methods), research and field
work to determine boundary lines, rights of way and easements, preparation of legal descriptions and plats for
acquisitions, property divisions and mergers.While not every project will require all of these tasks, the City needs a
surveying consultant who has the knowledge, resources and expertise to complete each of these tasks in a timely and
professional matter. BKF is this surveying consultant. We have performed thousands of surveys in conjunction with
public agencies to help facilitate design, construction and land acquisition for their Capital Improvement Projects.
BKF understands that the key to providing an effective response to the City for each task order is in our ability to fully
understand each project's scope and organize our project team appropriately. That is why our first order of business
will be to meet with City staff, in person or via phone conference, to confirm each individual project's needs. We can
assemble both project office staff and field survey crews with the specific expertise required to ensure a successful
outcome for each project.
BKF has been providing on-call surveying services to the city of San Rafael since 201S. We know the City's specific
requirements such as spot elevations at every concrete joint for curb ramp projects. We know the City's CAD capabilities,
we know the City's Staff, and they know us!
Our approach to meet the goals for the City of San Rafael's projects will be as we have provided over the recent years
and follows:
METHODOLOGY
A. Define the Scope, Schedule and Budget
Once a task order is issued for a specific project, BKF will promptly discuss the requirements of the work with City
staff to verify assumptions and the level of effort requested. We will determine the timeliest and most cost effective
approach to complete an accurate survey.
B. Determine Methodology
Based on each project and its site requirements, we will select the most suitable and cost efficient methodology for
completing the survey. Whether working with an aerial consultant to provide ground control, or with our in-house
crews, we can help you determine the most suitable topographic survey method.
For developed areas we would propose to use our Leica C10 3D Laser Scanner. The recent advancements in laser
scanning technology and our experience with this technology has allowed us to provide traditional topographic survey
maps utilizing scanner data at almost the same cost. Each project site has its own constraints, however we have found
that utilizing the laser scanner provides a superior product. Once the data is captured, the field condition at the date
of the survey is memorialized with a point cloud density one-tenth of a foot spacing or less. This allows us to access
the data at any time in the future and extract more detailed topographic information in critical areas such as proposed
conforms and detailed pavement rehabilitation areas. In addition to the 3D laser scanning method, we have the ability
to select from the following BKF owned equipment:
- GPS surveys: static or RTK
- Conventional surveys using robotic total stations
- Differential levels with sub -millimeter accuracy readings
C. Assign the Appropriate Staff
Jason as the Project Manager will assign staff based on the specific survey task requirements. While all of our staff
members are highly experienced and qualified surveyors, some have specialized expertise or specific experience that
would aide in reducing the overall hours needed to perform a specific task. BKF has the resources to assign highly
experienced Surveyors to each City project.
E. Project Tracking
Once a project has been identified and an initial meeting has taken place, we will commence the work and monitor the
progress to track the budget and schedule. Since some information can have unknown issues which may impact the
project goals, we will investigate these early to identify and track these issues, minimizing their impact. Throughout the
project, we will keep the City appraised of our progress.

F. Quality Control
BKF will complete an internal review of all project deliverables. A senior team member will check the documents for
errors, technical accuracy, completeness, and presentation before submitting to the City.
G. Response
All efforts described above can and will be provided in the timeliest manner. We will respond and provide an approach
within 24 hours of each request. In most cases we can have a crew on site within a 48 hour mobilization window, if
needed.

Below is sample scope of work for a roadway improvement project requiring topographic
mapping, right-of-way/easement acquisition, and a Record of Survey. Some of these

PREPARATORY WORK
Review City provided information and attend an initial meeting with City staff in person or by phone to verify the

- Determine right -of way and adjoining property accuracy requirements for the project

property line data from County to use as background information on the base maps, if available
- If boundary location is critical to the project or the community, BKF will coordinate with title companies and the
County Surveyor to obtain record parcel data prior to commencing with a boundary survey in the field
- Research County and City records for filed surveys
- Calculate deeds and maps obtained
If accurate underground locating is critical to design, we will subcontract with City approved contractor to provide
pothole location and depths
Review Safety procedures with field crews
TOPOGRAPHIC MAPPING
- Set primary project control network and perform adjustment of control data
- Locate and measure property and construction monuments of record as well as private record monuments such as
wooden hubs and lead plugs.
- Measure cross-sections of the subject streets from right-of-way to right-of-way location including walks, top of
curb, lip of gutter, conforms and street grade breaks at intervals of approximately 25 ft.
- Measure street features such and concrete valley gutters
- Note low -height tree overhangs and general drip lines
- Measure utility structures within the street and right-of-way areas including City facilities such as meters and fire
hydrants
- Note major overhead utility line crossings within the street areas
- If laser scanner is utilized, the above services (excluding control) will be performed using Leica's Virtual Surveyor

UNRECORDED SURVEYS & ANNE T. KENT CALIFORNIA ROOM
San Rafael, Marin's county seat and the host of the 20th Spanish mission, is the physical and proverbial center of Marin
County. The City hosts a diverse landscape with ranging real estate types from large custom estates above Dominican
College to medium density developments in the Canal District and every type in between. The development of real
estate mirrors the development time periods, whether it be early divisions in the early 20th century, unrecorded
subdivisions of the Country Club neighborhood or the tract home developments in the Terra Linda Valley of the SO's
and 60s.
Marin County is notorious for unrecorded survey map archives. Vital to any boundary survey is an inquiry with the
County's six private archive custodians. San Rafael's unrecorded surveys are primarily in the archive started by John C.
Oglesby (JCO). Not only was JCO the City Engineer, he also amassed a collection of previous surveyor's private records.
The collection has continued to grow through the passing on through offices of EFS and Joseph Grippi & Associates.
Jason previously worked for the firm which now houses the archives and understands its critical role in boundary
surveying in San Rafael and Marin County. Whether it be original city block maps by JCO or individual surveys, there is
a treasure of unknown survey points and monuments which can be the deciding factor in a prudent boundary analysis.
Recently, this archive was dedicated to the County of Marin and is currently maintained by the Marin County Free
Library in the Anne T. Kent California Room.
Failure to perform an extensive research of private archives and the Anne T. Kent California Room could lead to a
deficient survey, especially in this area of Marin County. In order to protect both the interests of San Rafael and
the Surveyor, BKF believes it will be an absolute requirement for adequate boundary research associated with any
boundary or right of way project. BKF will discuss the availability of private records and an approach to access said
archives in the project kickoff meeting for each task order.
BKF has and is currently providing surveying and engineering services for the City of San Rafael as well as other
municipalities and agencies within Marin County. These include Sausalito, Mill Valley, Novato, T.A.M., and Marin County
Parks. We understand that as an on-call consultant our main goal is to seamlessly integrate into the City's standards
and procedures. By becoming an extension to the City of San Rafael's staff, BKF will perform services required to
meet the project goals on a requested basis. Having worked closely with various Cities and Agencies in Marin County
on their Capital Improvement Programs, we understand the need for On -Call Support Services and are efficient at

Marin County Parks Land Surveying Projects, b^ - .-.1. -
BKF provided surveying services to assist Marin County Parks and Open Space take possession of the approximately
367 -acre Ring Mountain Open Space Preserve which provides habitat to some very special and rare plant species,
some of which grow nowhere else in the world. BKF located monuments to control the preserve boundary and
setting new boundary monuments for the Parks Department. Surveying services also included locating potential
encroachments and areas of potential introduction of invasive plant species. The survey provided exhibit maps for
coordination of encroachment issues with private land owners. The boundary survey was memorialized with the filing
of a Record of Survey in the public records. As a result of our performance on this project, BKF has repeatedly
been asked to provide land surveying services in order to assist the Marin Parks and Open Space staff with a
wide range of additional projects, ultimately leading to a multi-year on-call contract.

STAFF COMMITMENT & AVAILABILITY
The team we have proposed for this On -Call Agreement has a long and successful history of completing projects
throughout Marin County and the North Bay and have developed professional relationships with local regulatory and
reviewing agencies. As previously stated, Jason Kirchmann will be assigned as the Project Manager. Jason grew
up in San Rafael and has over 16 years of experience surveying Marin County including boundary and private
records research.
The proposed team has been selected based of relevant project history, years of professional experience, and current
workload. The whole team is available for the duration of this agreement. Our staff would be available beyond this
term, if there is the option to extended the agreement.
This team will stay involved in a project for its duration, ensuring continuity and minimizing inefficiencies. Projects
under this agreement will be staffed from our San Rafael office with support from our Santa Rosa office. If needed,
BKF has the resources to provide additional experienced personnel, office support, and/or field staff. As shown in
our Organizational Chart, we have over 21 professionally licensed land surveyors. In addition, we have access to 17
LSIT's, 34 field crews, and over 470 total experienced staff members. With a staff of this size, we have the flexibility to
shift staff resources and schedule multiple field crews simultaneously. These crews are trained to respond to projects
immediately in order to meet deadlines. This structure ensures that we are always able to allocate adequate staff to
meet your needs with respect to schedules.
Based on our prior success and knowledge of local issues, we are poised for a quick response to address issues by
providing early identification and resolution to project concerns. We will assist in developing creative solutions to
challenges as we have done on our other survey projects. The City of San Rafael can rest assured knowing BKF will be
on site to make sure your project goals are achieved.

GREG HURD, PLS, PE, LEED AP I EXECUTIVE VP / PRINCIPAL -IN -CHARGE
Greg is BKF's Executive Vice President and has over 32 years of extensive design and managerial experience related
to major projects. He has coordinated project reviews and approvals among local agencies in Sonoma County
and throughout the North Bay. His years of experience in all aspects of public works, infrastructure, and project
development planning and design will assist the team in assuring that project design meets the project goals.
JASON KIRCHMANN, PLS, PE, QSP/D I SURVEY MANAGER
Jason has extensive land surveying knowledge of the local terrain that he shares with clients. He has over 16 years of
experience and expertise in Marin County boundary and pr'vate record research. Thorough research of private records
is a vital step in surveying boundaries in Marin County.
In his role as the Survey Manager, he will be responsible for managing the project(s) including budgeting, scheduling,
field crew dispatching, and coordinating office and field surveyors. Jason is extremely conscientious of budget creep
with many of his projects billing under budget. His philosophy is to finish the surveying portion of work ahead of
schedule as he understands many clients have internal reviews or other deadlines that they need to get through
before the project is complete. Jason will be the City's Primary Point of Contact for all projects under this
agreement.
JONATHAN SHATTUCK, PLS, PE I PROJECT SURVEYOR
Jonathan has provided design support and surveying for a variety of projects and has prepared project specifications
and facilitated coordination between city, county, and state agencies., Jonathan will oversee the field crew tasks
includ'ng topographic mapping,'boundary reconnaissance, and construction staking using the latest technology
available.
RALPH THOMAS, PLS I PROJECT SURVEYOR
Ralph has experience in all facets of surveying, including boundary, topographic, ALTA surveys, control surveys,
construction staking, tentative maps, final subdivision maps, assessment district maps, parcel maps, and horizontal
control plans for on-site improvements. His responsibility involves project management of survey projects including
schedul'ng, budget tracking, dispatching, supervision of crews, construction calculations and coordination of the
office, contractors/clients and field surveyors. In his 43+ year career, he has directly overseen topographic surveys and
