AGENCY CONSIDERATION
3. APPROVAL OF SELECTION OF BOND COUNSEL FOR REDEVELOPMENT III (RA)

Mr. Jake Ours, Assistant Executive Director (Redevelopment) reported that Redevelopment is
moving along quite well in negotiations with all the various taxing entities for the
Redevelopment III funding. He stated that one of the more important things that we do
is to hire Bond Counsel, noting that the Bond Counsel is responsible for making a number
of determinations as far as legality and tax -exemption of the bonds; that the Bond Counsel
works very closely with the issuers, with the Agency and with our own Counsel, Goldfarb
and Lipman. Three proposals were sent out and three proposals were returned. We
recommend that you select Nossaman, Guthner, Knox and Elliott (NGKE) as our Bond Counsel.
He stated that all three firms were competent to do the work, though the price difference

presented by Nossaman, et al was significant to the Agency ($30,000), and that was one
of the reasons for our selection.
Member Zappetini asked, according to the fee schedule, what have fees averaged typically on
spending for Redevelopment II? Mr. Ours stated that totals on the past bond issues were
actually higher, more like $50,000 average.
Member Heller asked who has been used for Bond Counsel in the past? Mr. Ours replied that
Redevelopment has used Orrick, Herrington & Sutcliffe for the most part. Nossaman, et
al has done things for the Sanitation District in the past. Mr. Ours stated that he
is personally satisfied with the selection of the recommended Bond Counsel.
Member Phillips moved and Member Zappetini seconded, to accept the selection of Nossaman,
Guthner, Knox & Elliott (NGKE) as Bond Counsel for Redevelopment III Bond Issue.

4. PRESENTATION RE: GRAFFITI REMOVAL (RA) - File R-140 #8 x (SRCC) 13-9
Mr. Ours explained that Redevelopment has been trying to figure out what to do with City signs
to reduce the vandalism problem and we have come across the product called KrystalKote,
which is a plastic material applied to the base of the a sign which encapsulates and
seals anything underneath it. Mr. Ours showed a sample sign with a graphic symbol on
it (approx. 14" x 14" x 1/8" sheet metal) to the Agency. He noted the sign has been
treated with KrystalKote over top of the graphic symbol and various types of graffiti
have been applied with black and yellow spray paint, indelible black magic markers and
a few stickers glued on.
Mr. Ours explained, in answer to question from Member Phillips, that KrystalKote does not
remove the graffiti, it coats the sign so it is easier to remove the graffiti.
R. D. Atkins, the KrystalKote Representative, with the help of Robert Calvert and Sandy Alvarez,
other manufacturer reps, provided a brief graffiti removal demonstration outside the
Council Chamber, using their products GT -1000 and GT -2000, 97% water soluble spray
solutions which liquefy graffiti paint. Mr. Calvert used his fingers to rub the solution
into the paint, demonstrating it was non-toxic to the touch. As the KrystalKote graffiti
paint began to liquefy, Mr. Calvert further pointed out that KrystalKote works on porous
materials like cement block surfaces as well as on tree trunks. Mr. Atkins mentioned
that KrystalKote does not yellow; that it lasts up to 12 years, and that it has been
applied to garbage trucks in the City of Los Angeles, to lead bricks at Lawrence Livermore
Laboratory and U.S. Coast Guard cutters as well. City of San Rafael test sites have
been established at "B" & 3rd Streets as well as 5th and Lincoln Streets. The result
was a slight ghost effect remaining where the permanent marker lines had been, whereby
Mr. Atkins mentioned that another application of the GT -2000 would remove the shadow.
He also pointed out that Member Heller's stickers were still sealed under the coating.
Suzanne Golt, Assistant City Manager asked if the KrystalKote would remove "reflectivity"
of a sign. Mr. Atkins answered it would not. Member Zappetini asked how expensive it
was? Mr. Atkins stated, approximately $40.00 - $50.00 per sign for the coating and
approximately $30.00/pint for the removal solution. It was also mentioned that perhaps
the City signs would not have to be taken down, merely cleaned and sealed with KrystalKote
to save time; that the problem with graffiti is keeping up with the cleaning; and that
it takes patience.
Chairman Boro requested a report on further research and cost estimates be brought back to
