SMART to Larkspur
•Construction of central San Rafael to
Larkspur is complete
•SMART active testing of signals and other
infrastructure began August 23
•Overnight testing is scheduled to end Sept
28
•Simulated revenue service will begin after
testing is completed
•Revenue service is anticipated before the
end of 2019

Quiet Zone update
HAWK system installed at Rice Drive
•San Rafael notified FRA and CPUC of
intent to establish a Quiet Zone from
central San Rafael to Andersen Drive on
June 22, 2019
•Jacoby Street not included
•60 day comment period is over
•SMART requested that we postpone the
QZ till revenue service begins
•FRA and CPUC will evaluate all of the
new crossings on Sept 19

Quiet Zone update
Andersen Drive Crossing
•Train horn will continue to sound
during testing
•Once testing is completed and
crossings approved, City can
request Quiet Zone with 30 days
notice to SMART
•SMART must comply with request
•In the initial operating segment,
QZ began at the start of revenue
service

Jacoby Street rail crossing
•Jacoby Street crossing not included in
current Quiet Zone application
•Currently defined as a private crossing
•BY FRA rules, A Quite Zone cannot end at a
private crossing
•Must be converted to public crossing
•Public crossing defined as owned by a
public entity (SMART) and maintained by
the entity with jurisdiction for maintenance
(San Rafael)

•Application to convert Jacoby to public
crossing filed with CPUC on Sept 5
•If no Public Hearing, Final decision in
March 2020
•After final decision, San Rafael must:
•Notify FRA and CPUC of its intent
to establish a Quiet Zone
•Allow 60 days for comment
•Provide 30 days notice to SMART
•Jacoby will be single crossing QZ. No
impact on the rest of the QZ

•Design is 90 percent complete; VE req’d
•Anticipated to go to bid in January 2020
•Award in Spring 2020
•Construction in creek from June to
October
•Engineer’s estimate $2.9 million
•$1.2 million in hand; Urban Greening
Grant
•SR seeking $1 million more from TAM,
decision this fall
•Remaining shortfall; $500-700,000
