This agreement with the State of California dated July 01, 2019 designated as number CSPP-9283 shall be amended in the
following particulars but no others
The Contractor agrees to comply with the terms and conditions of the Marin County Local Individualized Subsidized Child Care
Plan (hereafter the "MARIN COUNTY PILOT PLAN") as specifically approved by letter from the California Department of
Education, dated July 26, 2019. The Contract must meet the specifications of the STATE PRESCHOOL PROGRAM
REQUIREMENTS except where the MARIN COUNTY PILOT PLAN allows for exceptions.
The Maximum Reimbursable Amount (MRA) payable pursuant to the provisions of this agreement shall be amended by deleting
reference to $232,864.00 and inserting $238,821.00 in place thereof.
The Maximum Rate per child day of enrollment payable pursuant to the provisions of the agreement shall be amended by
deleting reference to $48.28 and inserting $49.85 in place thereof.
SERVICE REQUIREMENTS
The minimum Child Days of Enrollment (CDE) Requirement shall be amended by deleting reference to 4,823.0 and inserting
4,790.8 in place thereof.
Minimum Days of Operation (MDO) Requirement shall be 175. (No change)
EXCEPT AS AMENDED HEREIN all terms and conditions of the original agreement shall remain unchanged and In full force
and effect.

Subject: Marin County Local Individualized Subsidized Child Care Plan
Thank you for submitting your Marin County Local Individualized Subsidized Child Care
Plan (Pilot) Template modification on June 27, 2019. This letter is to inform you that the
California Department of Education (CDE), Early Learning and Care Division (ELCD), is
approving Nlarin County's Pilot modification requests, effective July 26, 20,19.
The following items are approved:
Item 2: A family shall be considered to meet all eligibility and need requirements.
for subsidized child development services, for not less than 24 months, except
for families seeking employment if applicable (California Education Code [Eq
8263 [h][1])•
This item is approved based on the county's goal to increase retention rates. As
described in the county's plan, there are 1,434 children enrolled in subsidized child care
and development programs in Marin County, and in 2016, there were 10.466 children
under 12 years -old eligible for subsidized programs in the county.
Item 3: Children enrolled in part -day California State Preschool Programs may be
eligible for up to two 180 -day periods within a 24 -month period without the family
being certified as a new enrollment each year (EC 8263).
This item is approved based on the county's goal to increase retention rates. As
described in the county's plan, there were are a total of 216 children enrolled in
subsidized part -day CSPP programs in the county and, and as of 2016, there were a
total of 1,361 children el gible for part -day CSPP programs in the county

Item 9: For homeless families andlor those seeking permanent housing, services
shall occur on no more than five (5) days per week and for less than 32.5 hours
per week (California Code of Regulations, Title 5 [5 CCR] 18091).
This item is approved based on the county's goal to increase the feasibility and
accessibility of child care for families experiencing homelessness As described in the
county's plan, there are over 795 children under the age of 12 experiencing
homelessness and no children were reported to have rece ved child care services
based on their families seeking permanent housing
Item 10: For seeking employment, services shall occur on no more than five (5)
days per week and for less than 32.5 per week (5 CCR 15056.5).
This item is approved based on the county's goal to increase access to child rare for
families seeking employment. As described in the county's plan, approximately 12
children received child care in Marin County because their families were certified as
seeking employment. Marin County will identify and share by December 31st, 2019, the
number of eligible children in the county with a need of seeking employment by
collecting data from the Workforce Alliance of North Bay, Marin County will need to
monitor this measurable outcome, as the ELCD Pilot Team will use this as an
evaluation criteria.
To clarify the status of Marin's County Pilot program, listed below are all
contractors and contract types authorized to participate in the program:

• Community Action Marin (CCTR, CFCC, CSPP)
