MANAGERS ASSOCIATION
Pursuant to the provisions of the Meyers-Milias-Brown Act ("MMBA"), this Agreement is entered into on
[date] between the City of San Rafael ("City") and the San Rafael Police Mid Managers Association
("SRPMMA"). The City and SRPMMA have entered into a Memorandum of Understanding dated [insert
dates] ("MOU). The City and SRPMMA have met and conferred in good faith concerning the terms and
conditions of this Agreement:

The City and SRPMMA have reached agreement regarding the plan described below on how to address
compaction.
The City is currently considering ways it could increase the City's general fund revenues and one possible
mechanism is through a new sales tax measure. If the City is able to establish a new general fund revenue
source after the beginning of the fiscal year on July 1, 2019 through the passing of a future sales tax
measure, the City will re-evaluate the compensation of all City employees at that time based on a total
compensation market analysis and staff will recommend adjustments to those positions that are the farthest
behind market when comparing to the comparable agencies as identified in each MOU, to the extent that
funds are available to do so. In the meantime, the City is implementing an Educational Incentive pay of
$529 per month for POST management certification pay which will increase compensation of the SRPMMA
members and begin addressing the compaction issue.
