Approval of Minutes of Regular Meeting of Monday, October 21, 1996 (AS) 2. Report on Agreement with Celebrations Event Management for Holiday Crafts Festival (RA) - File R-309 x R-181 Approved as submitted. Accepted report. 3. Approval of Purchase of Holiday Banners RESOLUTION NO. 96-80 for Fourth Street (RA) AUTHORIZING PURCHASE OF - File R-181 x R-140 #8 HOLIDAY BANNERS FOR FOURTH STREET (NOT TO EXCEED $5,876) FROM SIERRA DISPLAY, INC. RESOLUTION AUTHORIZING $125,000 GRANT TO MARIN CENTER FOR INDEPENDENT LIVING FOR SEISMIC UPGRADING (RA) - File R-173 Economic Development Director Jake Ours reported the Marin Center for Independent Living is located at 710 Fourth Street in a two story masonry building, noting they have owned this building for approximately ten years. He stated that under the City's Seismic Upgrade Ordinance, the Center must upgrade their building, and they have approached the Agency to fund part of this project. Mr. Ours stated the grant would be to upgrade the seismic work on the five affordable housing units located on the second floor of the building. He reported the Center had asked for a larger amount of money, and staff took a hard look at what they were asking for; however, he noted approximately $75, 000 of the request was related to office space located on the ground floor, and staff did not feel they could fund this out of the Housing Fund. Mr. Ours stated staff was recommending this grant be approved, and the five handicapped accessible units be kept in our Downtown. Mr. Ours responded the Agency had done this before. Member Heller asked, if the grant were given, how long would it be before the units would be seismically reinforced? Mr. Ours stated he believed they had already begun some of the work, and noted he had scheduled this money to be given to them in December, and the upgrading would happen right away. Member Cohen stated he was in support of both the concept and the recommendation, but asked, when we give this kind of grant funding for construction, if any portion of that comes under the Public Contract Code, or if we are required to pay prevailing wages? Mr. Ours stated he believed, from all the Redevelopment laws he had seen, the only thing the Agency must operate under was the prevailing wages, although he was not sure and could not fully answer this question. He stated we must pay prevailing wages on anything supported by the Agency. Mr. Cohen asked if this meant any work done under grant funding would require payment of prevailing wages, and Mr. Ours stated that was correct. Mr. Cohen asked Mr. Ours to also look into whether or not public bidding would be required in this instance, noting he felt this would likely be a requirement, along with the prevailing wages. Member Heller noted there appeared to be a gap of approximately $75,000 between what the Center had requested from the Agency and what we felt would be "housing" funding. She asked if that gap had been filled, and if the Center was ready to move forward, or if they were still fundraising? Mr. Ours stated the Center was still seeking other funding sources. Bob Roberts, Executive Director of the Marin Center for Independent Living, reported the Center was approximately $80,000 short in their funding at this time. He stated MCF (Marin Community Foundation) had not yet committed, but were considering funding $50,000, and noted on Saturday the Center was having an awards dinner, which would also be a benefit for the Center. He stated they do have other "irons in the fire", and were moving forward in a direction to close this gap. Member Phillips referred to the Center's letter of October 5, 1996, in which they stated they had raised $171,000, which represented 38% of their total goal of $450,000. He asked if this meant the Center was within $80,000 of raising their total goal of $450,000, noting he was concerned about what would happen if the Center did not raise all of the money, and where that would leave the Agency with all the money we are putting into this project? Mr. Phillips asked if this was still a viable project or not? Mr. Roberts stated that in the worst case scenario, they would end up doing all the seismic work and renovating the apartments, and the downstairs offices would just end up being a big room with makeshift dividers. Mr. Roberts stated he had full faith that they would raise the entire amount of money, but if they did not, they would then scale back what they were doing as far as painting and putting rugs down, and do those things at a later date. Mr. Phillips asked if the Agency could be assured that if they put in $125,000, they would preserve the existing housing? Mr. Roberts stated that was correct, noting the five apartments are very important to the Center. Member Cohen moved and Member Miller seconded, to adopt the Resolution authorizing $125,000 grant to the Marin Center for Independent Living for seismic upgrading. RESOLUTION NO. 96-81 - RESOLUTION OF THE SAN RAFAEL REDEVELOPMENT AGENCY APPROVING VARIOUS ACTIONS TO FUND A GRANT FOR THE REHABILITATION OF AFFORDABLE HOUSING AT 710 FOURTH STREET, MARIN CENTER FOR INDEPENDENT LIVING (In amount of $125,000). RESOLUTION AUTHORIZING $28,531 GRANT TO HOMEWARD BOUND FOR ROOF REPAIRS (RA) - File R-173 Economic Development Director Ours reported the second housing issue before the Agency was a grant of $28,531 for roof repair to the property at 190 Mill Street. He stated this was a site the Agency had supported in the past with two other grants, in order to get them up and going, and explained the roof needed to be repaired because of the damage that occurred last winter. Mr. Ours reported staff had been aware there were other issues that would also be coming up from this provider, and asked them to give the Agency a full list of everything they might be asking for in the future. He stated the staff report shows a total of what may be $310,000 in grants in the future, of which $258,000 is for projects within the City of San Rafael. Mr. Ours stated they asked that these needs and wishes be prioritized, noting the roof repair came out Number One. Mr. Ours stated the other projects would be discussed at some point in the future, and the only issue before the Agency at this time was the $28,531 for the roof repair, work that Mr. Ours explained had already been started because the rain began last week, and they had to do something to keep the rain out. Mr. Ours stated this was an emergency situation, and urged the Agency to approve the recommendation. Member Cohen recalled that when the Center was established on Mill Street in 1986, the physical alteration of the building was done in large part with volunteer labor, of which he was a part. He stated he knew at the time the roof should have been repaired, but there were not enough funds, and noted it would be a great pleasure to support this recommendation. John Wilson-Bugbee, Executive Director of Homeward Bound of Marin, thanked the City and the Agency, noting they had been incredibly supportive of the work Homeward Bound was doing, and expressed his deep appreciation. Member Heller moved and Member Phillips seconded, to adopt the Resolution authorizing a $28,531 grant to Homeward Bound for roof repairs at the Mill Street shelter. ADOPTED RESOLUTION NO. 96-82 - RESOLUTION OF THE SAN RAFAEL REDEVELOPMENT AGENCY APPROVING VARIOUS ACTIONS TO FUND A GRANT FOR THE REHABILITATION OF A HOMELESS SHELTER AT 190 MILL STREET, HOMEWARD BOUND OF MARIN (Formerly Marin Housing Center) .
