Meeting Notes – April 3, 2019
Attendees: DJ Allison (BPAC), Barry Bergman (BPAC), Mark Solomon (BPAC), Kate Powers (BPAC), Jim

a) February 6, 2019 meeting minutes – Approved

a) Jean Severinghaus – Suggested that a barrier is needed on the Sir Francis Drake flyover to
protect cyclists
b) Craig Murray – 2 comments
i) Noted that there have been a number of car break-ins and also poor maintenance on South
Merrydale (near Dandy Market)
ii) Commented that he a member of Richmonds Bike Committee if SR BPAC wanted to
coordinate interest on the Richmond-San Rafael Bridge bikeway project
c) Kate Powers – Noted that a child was recently hit by a vehicle on 3rd Street
4) 3rd Street Rehabilitation Project
a) Presentation from City staff on status of project design
i) BPAC members requested to see HSIP projects at a future meeting; and also for staff to
consider a bike box at A and 3rd Streets
5) Review of North Merrydale Alternatives
a) Three alternatives were presented by City staff. Each alternative included a 12-foot multi-use
pathway extending from approximately the Northgate Mall area along Merrydale to the SMART
station. Alternatives differed in the amount of vehicle parking spaces, landscaping, and green
stormwater catchments.
b) BPAC members differed in opinion between whether vehicle parking was needed along the
street to serve SMART.
c) BPAC voted in favor to recommend to the council that the alternative with no parking spaces be
constructed. Vote was 3 in favor, 2 against, 1 abstain.
6) Walter Lane Revitilization Idea
a) Former BPAC member and chair Tim Gilbert presented to the committee a concept of
‘refreshing’ Walter Lane, a low-use alley connecting Tamalpais West and Lincoln Avenue. The
presentation requested input or feedback about how to make the project successful and also
friendly to pedestrians.
7) SRHS MUP Public Meeting – DJ Allison provided a short summary of the public meeting held at SRHS
regarding how to improve bike/ped/vehicle connections.
8) San Rafael Transit Center Relocation Project
a) Committee began review of the current transit center alternatives under consideration. The
following general comments were agreed upon; however the committee noted that more time
to review the alternatives was needed.
i) There were conflicts with E-W bikeway travel noted with the Across the Freeway (ATF) and
4th Street Gateway (4SGW) concepts. They seemed in conflict with the #1 priority projects in
the BPMP.
ii) The North of 4th Street Concept (N4SC) needs strong connections between SMART, transit.
Also needs to address user experience issues that come with operating under 101 (sound,
light, safety).
iii) ATF concept – there seem to be pedestrian safety concerns due to crossings needed to
reach pedestrian islands
iv) All alternatives need to accommodate N-S bike connection. Existing bikeways should be
shown on the concepts along with proposed connections.
v) Pick-up/drop-off locations need to be shown on each alternative.

a) Jean Severinghaus – kudos to City staff for their work on the 3rd Street Rehabilitation Project
b) Steve Lamb – Noted that City of San Anselmo staff are visiting the Netherlands to see how they
implement complete streets. Rafat Raie from san Rafael attending as well
4) Interview of Youth Member applicant (Tyler Neilsen) – BPAC members asked the applicant four
questions about serving on the committee. Committee members voted 5-0 in favor of appointing
Tyler to serve as one of the committee’s two youth members.
5) Bicycle and Pedestrian Project Status Update
a) Andersen Drive SMART Crossing
b) Rice to Andersen Multi-use path project
c) Rice-2nd Multi-use path project
d) 3rd Street Rehabilitation
e) 3rd and Hetherton
f) Uncontrolled crosswalks study
g) Francisco Blvd East construction
h) Lincoln Avenue curb ramps

6) Discussion of BPMP Projects
a) City noted that the CIP includes some bike/ped discretionary budget for studies or other small
projects. Most projects are not directly funded. City is pursuing Caltrans grants to help fund
work.
7) Recommendations on the San Rafael Transit Center Project – Postponed
8) Future Agenda Items
a) City suggested that BPAC could help review the CIP when next prepared
b) Request for the working Precise Plan to be presented
c) Update on public and private bike parking requirements in the Parking and Wayfinding Study
