Boro, Mayor San Rafael City Council Paul M. Cohen, Councilmember Barbara Heller, Councilmember Gary O. Phillips, Councilmember Absent: None Others Present: Jeanne M. Leoncini, City Clerk 1.INTERVIEWS OF APPLICANTS FOR CITY COUNCILMEMBER TO FILL UNEXPIRED TERM TO NOVEMBER, 1997 (CC) - File 9-1 x 9.4-1 Mayor Boro introduced the Councilmembers and welcomed the applicants. He explained the League of Women Voters had been invited to run the meeting, noting he and the Councilmembers would be sitting in the audience. He then introduced Anne Layzer, who will conduct the interviews, and Edith Stump, who will act as the timekeeper. Anne Layzer, League of Women Voters, explained that this meeting was the first round in the process to appoint a successor to David Zappetini on the San Rafael City Council. She reported seventeen residents had originally applied, and two, Gary Jordan and Jonathan Freiman, have withdrawn as of this evening. She stated the applicants had drawn lots to determine their order of speaking. Ms. Layzer stated the applicants would be given six minutes to answer the three questions that had been given to all candidates, explaining Edith Stump would time the responses, noting Ms. Stump had warnings cards and a stop card which she would use to notify the candidates. Ms. Layzer stated one candidate, Sandra Lollini, had asked for and been given special consideration to attend an event in San Francisco. Ms. Layzer explained that she has drawn a lot for Ms. Lollini, and if Ms. Lollini returns in time to take her turn, then she will do so; if she misses her turn, but arrives before the last candidate speaks, then she will make her statement at the end; if she misses that, Ms. Layzer will read Ms. Lollini's prepared statement, noting her reading will also be timed, and she will stop reading at the end of six minutes if the statement is that long. Ms. Layzer stated that at the conclusion of all the candidates' statements, the four members of the City Council will write down the names of their three selections, and hand them to Ms. Layzer. Ms. Layzer will then read them, and City Clerk Jeanne Leoncini will record the names. She stated the candidates who receive votes from the City Councilmembers will enter the second round of interviews, to be held next week. Each applicant was given six minutes to answer the following three questions: 1.How would the Council be a better Council with you on it? 2.What have you done to prepare yourself for taking over this role? 3. Please give us more detail on what your "Vision" is for the City of San Rafael. The order in which the applicants responded was as follows: Richard O'Brien Cyr N. The Councilmembers then voted by each submitting three names to Ms. Layzer, who read them aloud. Following was the vote: Councilmember Heller: Ann Song -Hill, Cyr Miller, Richard O'Brien Councilmember Cohen: Cyr Miller, Richard O'Brien, Ann Song -Hill Councilmember Phillips: Ann Song -Hill, Marilyn Williams, Cyr Miller Mayor Boro: Cyr Miller, Richard O'Brien, Ann Song -Hill City Clerk Leoncini read the tally: Cyr Miller - 4 Richard O'Brien - 3 Ann Song -Hill - 4 Marilyn Williams - 1 Mayor Boro thanked Ms. Layzer and Ms. Stump for their wonderful work in conducting the interview. He thanked all of the candidates, noting the fact that seventeen people actually took the time to apply for this position, and fourteen of them were in attendance tonight, taking the interest and having the courage to want to serve the City at this level is very commendable. Mayor Boro stated there are many positions within the City which will become vacant over the next year and a half, noting the City is actively seeking a candidate for the Planning Commission at this time. He stated many of the candidates tonight have expressed an interest in the community, and invited them to look at the opening on the Planning Commission, as well as openings on the other Commissions as they come up throughout the year. Mayor Boro stated the Council has now selected four finalists for the City Council vacancy, and on June 20th they will interview each of these candidates for fifteen minutes. He noted each of the finalists will be given a list of twenty-one questions to review prior to the next interview, and the Councilmembers will choose questions from this list during the next interview. Mayor Boro stated the Council hopes to make their decision at the end of the next interview session. On behalf of the City Council, Mayor Boro thanked all of the candidates for coming, and congratulated them all. There being no further business, the meeting was adjourned at 8:45 PM. JEANNE M.
